Kelly 96: Northern Bridge To Crime Scene Custody, Jim Chu’s Demon Pig-Farm Equity, Serco’s Arsoned English Property

General John F. Kelly
White House Chief of Staff
Washington, D.C. 20528

Open letter from the Cloud Centric Crime Scene Investigators of Abel Danger

September 25, 2017

Dear General Kelly:

Please accept Brief 96 from Field McConnell – the United States Marine whistle-blower and Global Operations Director of Abel Danger (AD) – on Northern Trust’s apparent use of the federal bridge certification authority to take custody of crime-scene images procured through a matrix of the production and third-party-logistics companies allegedly responsible for the torture killing of JonBenét Ramsey on Christmas Day 1996 and the ‘first live-broadcast mass snuff film in human history‘ on 9/11.

McConnell alleges that Northern Trust custodians in London and Chicago used bridge-based mobile crime-scene investigation systems developed by Jim Chu at the Vancouver Police Department and Serco’s Demon face-recognition software to track Special Investors in the CAI Private Equity Group through cannibal raves at a BC pig farm (1996-2002) and child-pornography studios to extort support for the enforced transfer of private and public property to corrupt government pension fund managers.

McConnell alleges that Lord Powell, former Private Secretary and Advisor on Foreign Affairs and Defense to British Prime Ministers from 1983 to 1991 and 1992 to 2000, appointed intellectual property lawyer Michelle Obama as custodian of the Northern Trust snuff-film archive and Bernardine Dohrn as a mentor of a global community of torture practitioners who could ensure that witnesses eyes were kept wide shut.

McConnell alleges that Northern Trust used a long-range arson group directed by its investee Serco to firebomb the Pacific Rim Resort, formerly owned by former resort operator John English and his family, drive English off his property, and, ultimately, to transfer that property to Northern Trust as the custodian of bcIMC, the $135 billion provincial pension fund, for the benefit of, inter alia, CAI Special Investors, Jim Chu and the police and firefighters who attended or investigated arsons at the English resort.

We suggest you talk with Marine Corps’ whistleblower Field McConnell as soon as possible given that Lord Powell, as the Advisory Director at Northern Trust Corporation with $9.3 trillion in assets under custody/administration, can command all the mentor companies on the federal bridge to stand down while Serco‘s Digital Fires Instructors synchronize the next attack on America’s allies and their citizens.

SUNDAY, AUGUST 18, 2013 BREAKING NEWS: The Attempted Murder of Jack English – Government of British Columbia, BCIMC and Parkbridge are key suspects

http://cuabcimc.blogspot.ca/2013/08/breaking-news-attempted-murder-of-jack.html

Within the past 48 hours, someone has tried to murder Jack English.

It is clear that the person(s) who carried out the physical act was / were acting on instructions from others.

The Editors believe that senior executives with the Government of British Columbia, BCIMC and Parkbridge were involved in the plan to murder Jack English.

It is of deep significance that the murder attempt on Jack English took place shortly after this blog posted the information that the Government of British Columbia had made a secret deal with the First Nations, nearTofino, to include the Pacific Rim Resort property in an Indian land claims settlement and that BCIMC,its CEO, Doug Pearce, and his son, Reid Pearce had hired Vancouver lawyers Lawson Laundell. The revelations are shocking and threaten the careers of several high level civil servants and a few Indian Chiefs.

Those who were involved at the ground level in the attempted murder are now at risk of being murdered themselves.

The Editors strongly encourage anyone with any knowledge of those who attempted to murder Jack English to immediately contact the RCMP and make a full statement.

This may be the only way to save your own life because those who planned the murder of Jack English will soon be attempting to cover the trail of evidence that leads back to them.

This blog will not disclose any further details of the attempted murder in order not to hinder or interfere with the police investigation.”

“Der komplette Artikel vom 21.8.99 (http://www.vancouversun.com/newsite/news/990821/2754619.html) Shareholders in Starnet, an Internet gambling provider, react with a massive selloff. Police raided Internet gambling and pornography provider Starnet Communications Inc. early Friday, alleging the publicly traded company was involved in illegal gambling, gaming, betting and distribution of prohibited pornography. The raid on the downtown Vancouver offices and the homes of six of its officers immediately triggered a massive panic sell-off of the company`s stock, resulting in the largest drop on U.S. markets of the day. The company had capital market of more than $1 billion before the raid. Starnet, which began as a distributor of Internet pornography and moved into the field of Internet-based gambling, had never made its business secret. It traded on the NASD-operated Over-The-Counter system in the United States, and its stock was so hot that it recently traded at a high of $26 US. The stock was a darling among small investors, although questions about the legality of on-line gambling has caused big Wall Street brokerages to stay away from such companies. Still, Starnet was positioning itself to get listed on NASDAQ. But all that came crashing down Friday, when more than 100 police officers from the RCMP, Coordinated Law Enforcement Unit, Vancouver Police, and other agencies descended upon Starnet`s offices at 425 Carrall Street in Vancouver. The raid was a culmination of an 18-month investigation into Starnet`s activities, including its Web-based gambling business and live Internet sex shows. Search warrant documents indicate the police believe Starnet was not only involved in illegal gambling and bet-taking, but also possession and distribution of obscene material and child pornography.”

“Robert William “Willy” Pickton (born October 24, 1949)[2] of Port Coquitlam, British Columbia, Canada, is a Canadian serial killer convicted in 2007 of the second-degree murders of six women. He attended UBC and was a member of Phi Delta Theta.[3][4]He was also charged with the deaths of an additional 20 women,[5] many of them from Vancouver’s Downtown Eastside; however, these charges were stayed by the Crown in 2010.[6] In December 2007, he was sentenced to life in prison, with no possibility of parole for 25 years – the longest sentence then available for murder under Canadian law.[7]”

“In 1996, the Pickton brothers established the Piggy’s Palace Good Times Society, a federally registered charity with an alleged mandate to raise funds for service organizations through special events such as dances and shows. Neighbours complained of rowdiness, drug use, drunkenness and noise from parties attended by as many as 1,700 people, including bikers and sex trade workers from the Downtown Eastside. In 2000, the City of Port Coquitlam shut Piggy’s Palace down.”

“Jim Chu, COM (simplified Chinese: 朱小荪; traditional Chinese: 朱小蓀; pinyin: Zhū Xiǎosūn) is a former-Chief Constable of the Vancouver Police Department (VPD). On June 21, 2007, Jim Chu was named as the successor of Chief Constable Jamie Graham, who retired in August. Chu is the first non-white chief constable in Vancouver. Chu’s contract with the Vancouver Police Board is expected to run until August 2017.[1] On January 23, 2015 it was announced that Chu would take retirement “in the spring” after a 36-year career with Vancouver Police.[2] Chu officially retired on May 6, 2015, upon the swearing-in of his successor, Adam Palmer.

Biography[edit]

Chu grew up in East Vancouver, the second oldest of four children of immigrants from Shanghai.[3]He graduated from Sir Charles Tupper Secondary School, where he played rugby, in 1978.[3] Joining the police department a year after his high-school graduation, he continued his education at the same time, going on to earn a Bachelor of Business Administration from Simon Fraser University, and an MBA from the University of British Columbia.[4] His police training includes the FBI Advanced SWAT course[4] and the FBI National Executive Institute.

Chu has served in a number of investigative and support roles. As Sergeant in charge of recruiting, he developed the VPD’s applicant guide and the department’s first website in 1996. In 1997, he became an Inspector, and since then has supervised a number of transitions in the VPD’s electronic communications technology, including the introduction of its current radio system and mobile computing system. In 2001, he was given command of District 4, which roughly corresponds to the Southwest quarter of Vancouver.[4] Chu became a deputy chief in 2003, in charge of the Support Services division, which handles human resources, information technology, planning and communications.[5] It also includes the department’s Financial Services Section, and he has earned recognition for his role in dealing with the department’s cost overruns.[citation needed] In July 2007, he was placed in charge of the Operations Support division, which oversees criminal intelligence, emergency response and the gang and drug squads.[6]

He is the author of a 2001 book, Law Enforcement Information Technology.[4]”

“The FBI National Executive Institute Associates (NEIA) is a private, non-profit organization, of chief executives of the largest law enforcement agencies throughout the U.S., Canada, Australia, and Europe. Representing a broad range of key Federal, state and local agencies, these top officials, totaling more than 1400, are all graduates of the FBI’s National Executive Institute (NEI), an intensive, three-week leadership training program held at the FBI Academy at Quantico, Virginia.

Established in 1976 in response to the Major Cities Chiefs’ Association’s (MCCA’s) request for a program designed specifically for the Nation’s highest ranking law enforcement executives, NEI soon opened its classes to international students. Today, 39 classes have graduated from NEI, which is widely recognized as one of the world’s premier law enforcement leadership training programs.”

SERCO: ‘The biggest company you’ve never heard of’
JULY 7, 2013 BY 21WIRE
21st Century Wire says…
As politicians asset-strip the public’s portfolio of properties, infrastructure and services, one multinational corporation has grown as a result – and its scope and reach may shock many people who have not been paying attention.

All around the globe, our governments are busy outsourcing public-sector services like health, education, police, prisons, money delivery and military – to the esteemed private sector. It’s sold to the public as a solution to avoiding higher taxes, while retaining better services. But it’s simply an accountancy shell game, where the government kicks the can down the road by spreading the bill to the taxpayer over a longer period of time, in order to avoid any large upfront payments – all the while, allowing a private corporation to extend its influence over society. This, by definition, is fascism.

They are called SERCO, and they run countries…

“Tracey McVicar on her journey from Wall Street wizard to inner-city teacher to one of B.C.’s most influential board directors

It took one book to radically shake up Tracey McVicar’s life.

Thanks to Ordinary Resurrections: Children in the Years of Hope, based on the experiences of educator Jonathan Kozol in a South Bronx school, McVicar left 12 years of investment banking during the frenzied technology run-up of the ’90s to teach kids in an inner-city New York City school in 2001. Even though she later returned to finance (she’s now the Vancouver managing partner of private equity firm CAI Capital Management Co.), it’s a career curveball that she describes as “living a dream.”

“CAI and our investee companies benefit from the participation of our SPECIAL INVESTORS, a group of seasoned leaders, most of whom have spent their careers running large and diverse businesses. Collectively, they have served as directors of over one hundred leading North American companies. They assist CAI and our portfolio companies by identifying and creating opportunities for investment and growth as well as, on occasion, serving on the boards of those companies.

While she found investment banking rewarding and enjoyed how the high-performing environment attracted smart people, often with a good sense of humour, McVicar laments the singular focus on making money. The business, says the UBC commerce grad, is “bereft of helping others by its nature. To be really good, you have to be consumed by it and really live it.” She describes an environment where people were hiring Bryan Adams for their weddings, and everybody one-upped each other on their latest luxury vehicle. “I wondered to myself, ‘Just who are you?’ I felt I was going in a direction that wouldn’t be very fulfilling later.”

Turns out “fulfillment” is a recurring theme over our brunch of poached eggs and bacon at Mosaic restaurant in Vancouver’s Hyatt hotel. McVicar—who worked at RBC Capital Markets from 1990 to 1997 and Raymond James Ltd. (and its predecessor, Goepel Shields & Partners) from 1997 to 2001—set up NYC-headquartered CAI in Vancouver after returning to B.C. following 9/11. “Of course that changed everything,” says McVicar, who was in Brooklyn at the time of the attacks although had been due to pick up some computers, donated to her school, at the World Trade Center that morning. “My idealistic dream of teaching in the inner city, earning $28,000 a year, living in New York, was just that—a dream. I realized that both me and the school would be much better off if I went back to finance, back to Canada and donated that amount every year instead.”

“All police agencies in BC need to share information. The current VPD RMS is not interfaced with any other police agencies. Therefore, other police agencies (RCMP and municipal) outside of the city cannot access the substantial amount of information which our police department collects, and the VPD cannot access the records systems of adjoining agencies. A recent example occurred with our Home Invasion Task Force who only became aware of a similar pattern home invasion in Coquitlam involving an elderly victim, through a radio news report. Our Detectives then phoned Coquitlam to compare investigative notes. Another recent example involves a gang associate who sought a criminal record clearance from the VPD because he wanted to volunteer at a youth center. Our RMS revealed his gang ties and he was denied his clearance. Had he applied for a clearance at any other local police agency, he would have received a clearance as they do not access the VPD RMS.

Information sharing was identified as a key recommendation in the 1994 Oppal Commission of Inquiry into Policing in BC. Justice Campbell, in his review of the Paul Bernardo case in Ontario, also concluded that police agencies must share information.

5. Stakeholder Involvement

The Attorney General has written to Police Boards and Councils and he unequivocally supports the project (see attached).

On August 18, 1999, the E-Comm Board passed a motion authorizing the General Manager to negotiate a contract with MDA/Versaterm subject to Council and Police Board approvals. Consistent with other E-Comm procurements such as the Radio and Computer Dispatch System, the Project Manager role is filled by Mr. Clyde Hosein, Manager of Facilities Development.

In addition to Vancouver, other agencies participating in Phase 1 are Richmond RCMP and Port Moody Police. Their Councils are being approached this month as well. Additional councils will be approached as Phase 2 (Greater Victoria) and Phase 3 (the remainder of Greater Vancouver) proceed. Phase 4 is the remainder of the Province.”

“The National Crime Squad co-ordinated arrests of suspected paedophiles across 19 separate countries on 28 November using information supplied by Demon Internet.

The Internet service provider was approached by the National Crime Squad and agreed to allow officers to access its servers. This led to the recovery of data showing the activity of nearly 1,500 newsgroups during a two-week period.

From this data, officers established that almost 10,000 Internet Protocol (IP) addresses had accessed more than 30 of the Web sites carrying paedophilia. For operational reasons this number was whittled down to just over 400 addresses of those specifically distributing paedophiliac images.

The information was then distributed via Interpol to the countries identified with the suspects, and evidence packs on each of the targets were distributed to the relevant police forces

Detective Superintendent Peter Spindler, leading the investigation for the National Crime Squad, said: “With the assistance of Demon Internet and the support and guidance of the National High-Tech Crime Unit, we are able to show that those accessing these newsgroups did so regularly and with purpose.

“We also learnt, not surprisingly, that those abusing the Internet have learnt from recent police successes how best to protect their true identities,” he added.

The National Crime Squad and Serco, its IT partner, have developed facial mapping software that they hope to use to identify the abused children featured on the paedophiliac sites.”
