McConnell alleges that CAI Special Investors, including the late General Alexander Haig, deployed Serco‘s arsonists to hack police and firefighter radios with Chu’s IT devices on 9/11 and initiate the incendiary-driven demolitions which killed 343 FDNY firefighters; 37 police officers of the Port Authority of New York and New Jersey Police Department; 23 NYPD police officers; 8 emergency medical technicians and paramedics from private emergency medical services, and, 1 Patrolman from the New York Fire Patrol.
McConnell alleges that CAI deployed Serco arsonists to attack the Pacific Rim Resort – formerly owned by resort operator John English and his family – which has apparently been transferred by pig-farm lawyers to the bcIMC pension fund with $135 billion of assets under management on behalf of 500,000 public employees including Jim Chu and the firefighters and police who attended arsons at the resort.

The lack of bodies, coupled with the police department’s prejudices and contempt for the pimps, drug dealers, addicts, and sex workers who make up over a third of the DES’ 15,000 residents, opened a space in which the killer operated with all almost no interference from the law. The Green River Killer, by way of contrast, didn’t have it so easy; he had to be cunning, always one step ahead of the law, as he mocked the investigators and the public by leaving more and more corpses to be discovered.
Shortly after the Royal Canadian Mounted Police served a warrant to a small-scale farmer named Robert Pickton on February 5, 2002, Vancouver’s missing women began to reappear. But the vanished returned not as whole bodies but as body parts. In the freezers Pickton used to store unsold meat, the feet, heads, and hands of two missing women were reported to be found. Also found on the junk-strewn farm were ID cards, clothes, and teeth.

While she found investment banking rewarding and enjoyed how the high-performing environment attracted smart people, often with a good sense of humour, McVicar laments the singular focus on making money. The business, says the UBC commerce grad, is “bereft of helping others by its nature. To be really good, you have to be consumed by it and really live it.” She describes an environment where people were hiring Bryan Adams for their weddings, and everybody one-upped each other on their latest luxury vehicle. “I wondered to myself, ‘Just who are you?’ I felt I was going in a direction that wouldn’t be very fulfilling later.”
Turns out “fulfillment” is a recurring theme over our brunch of poached eggs and bacon at Mosaic restaurant in Vancouver’s Hyatt hotel. McVicar—who worked at RBC Capital Markets from 1990 to 1997 and Raymond James Ltd. (and its predecessor, Goepel Shields & Partners) from 1997 to 2001—set up NYC-headquartered CAI in Vancouver after returning to B.C. following 9/11. “Of course that changed everything,” says McVicar, who was in Brooklyn at the time of the attacks although had been due to pick up some computers, donated to her school, at the World Trade Center that morning. “My idealistic dream of teaching in the inner city, earning $28,000 a year, living in New York, was just that—a dream. TORONTO NEWS WIRE SERVICESVANCOUVER, B.C. – A Tofino resort family is heading to the B.C. Court of Appeal on May 28 seeking the dismissal of a judgment against them based on new information that suggests they were victims of a conspiracy allegedly involving B.C. Investment Management Corp. (bcIMC).
The resort property was acquired by bcIMC in 2013 aided by what the family alleges were criminal means and involving other agencies of the B.C. government including B.C. Hydro and B.C.’s aboriginal treaty negotiators as well as by allegedly improper representation by the family’s lawyer.
BCIMC is the manager of B.C. public-sector pension funds totalling about $114 billion. The court hearing will take place in the B.C. Court of Appeal at 10 a.m. on May 28
in the Supreme Court of B.C. at 800 Smythe St., Vancouver, B.C.
A sworn affidavit filed in Victoria, B.C. on March 31, 2015 by former resort operator John English alleges that he and his family were robbed of their assets and left in financial ruin after losing their home and resort business, which they had owned and operated for 30 years. It includes more than 2,000 feet of white sand beach near Tofino on the west coast of Vancouver Island as well as buildings, RV sites and undeveloped acreage.
“My family and I have been the victims of domestic terrorism. We were subjected to multiple acts of arson and property damage and there were attempts on my life and on my son’s life,” English says, claiming those acts were intended to cause a distress sale at a price far below true market value.
English says information he has obtained since the judgment allegedly shows evidence of a government conspiracy to obtain the property as cheaply as possible for use in an aboriginal treaty settlement.
English says he has since learned that bcIMC operating through its wholly owned subsidiary Parkbridge Lifestyle Communities Inc. was allegedly collaborating with B.C. Hydro and the B.C. Ministry of Aboriginal Affairs to acquire the English family’s property.
English says he was informed in 2013 by the Chief and Councillors of the Tla-o-Qui-Aht First Nation in Tofino that the B.C. Government in 2010 had promised that they would give them the English family’s resort and property as part of their Treaty Settlement but also had told the Chief and Councillors to “keep it a secret or the price would go up.”
These statements have been made in sworn declarations filed with the Court and supportive evidence of the allegations will be presented on May 28 at the Court of Appeal hearing.
“The string of arson attacks and other harassments against us during negotiations to refinance and/or sell our property were obviously part of a campaign to intimidate us into a distress sale at below-market prices and unfortunately it now appears the lawyer acting for us for some of that time, Gregory Harney of Victoria, was not acting in our best interests either, such as by offering a supposed financial rescue from an associate of his that proved to be illusory, and by acting instead in the interests of bcIMC,” says English.
In the statement of facts filed in the Court, English alleges that when Harney was hired to act for his family to stop an unlawful foreclosure by Mission Creek Ltd. he did not carry out this assignment and instead allegedly promoted the interests of bcIMC and attempted to coerce and force English to sell the family’s resort property to bcIMC for approximately 15 per cent of its appraised value, which they refused to do.
When English refused to accede to Harney’s demands that the family sell to bcIMC at this low price, which would have left the English family destitute, Harney resigned as their representative and sent them a bill for $1.1 million that English alleges was far in excess of what he had agreed to charge when he was retained, namely that Harney would take two RV site leases and $10,000 for expenses as his total fee.
English has since obtained advice from other legal advisors, who believe Harney hit them with the vastly-inflated bill in order to assist bcIMC to take all of the English family’s property illegally so the B.C. government could then allegedly use the resort and its land as part of a potential treaty settlement with the local First Nation, in which case Harney may also allegedly have been part of an apparent criminal conspiracy.
When the English family complained to the President of the Law Society of B.C. about the inflated invoice Harney issued a new bill for $520,000 and then resigned in October 2011 and sued them in B.C. Supreme Court for $520,000. He managed to obtain a Judgment for $250,000 but that was based on what English now alleges was a fraudulently-altered bill which English alleges Harney filed secretly a few weeks before the hearing.
English is seeking to set aside a judgment of Mr. Justice Bracken of March 28, 2013 ordering them to pay $256,000 to Victoria lawyer Gregory Harney, who was hired in April 2011 to stop a foreclosure by Mission Creek of the English family’s property. English claims Harney acted ineffectively during an attempted refinancing of the property and furthermore that Harney’s actions as their lawyer blatantly breached many provisions of the B.C. Legal Professions Act and Law Society of B.C. regulations and also may have included filing fraudulent documents in court.
English also has filed a formal complaint with the Law Society of B.C. asking that Harney be disbarred for his conduct and he has also sued Harney in B.C. Supreme Court for the English family’s losses and damages.
Had the courts been aware of the new evidence English is confident that Harney’s claim against them would have been dismissed entirely and he now is hopeful that the B.C. Court of Appeal will remediate the above and other injustices.
English alleges the process of the court-ordered sale of his family’s resort was undermined and perverted by predatory agents of bcIMC who materially benefited corporately and perhaps individually from the commission of numerous indictable criminal acts of domestic terrorism against him and his family and against their lands, home and resort business as part of a determined and calculated criminal effort to acquire their lands at far below market values, apparently for potential use in settling local native land claims and treaty negotiations.

“All police agencies in BC need to share information. The current VPD RMS is not interfaced with any other police agencies. Therefore, other police agencies (RCMP and municipal) outside of the city cannot access the substantial amount of information which our police department collects, and the VPD cannot access the records systems of adjoining agencies. A recent example occurred with our Home Invasion Task Force who only became aware of a similar pattern home invasion in Coquitlam involving an elderly victim, through a radio news report. Our Detectives then phoned Coquitlam to compare investigative notes. Another recent example involves a gang associate who sought a criminal record clearance from the VPD because he wanted to volunteer at a youth center. Our RMS revealed his gang ties and he was denied his clearance. Had he applied for a clearance at any other local police agency, he would have received a clearance as they do not access the VPD RMS.
Information sharing was identified as a key recommendation in the 1994 Oppal Commission of Inquiry into Policing in BC. Justice Campbell, in his review of the Paul Bernardo case in Ontario, also concluded that police agencies must share information.
5. Stakeholder Involvement
The Attorney General has written to Police Boards and Councils and he unequivocally supports the project (see attached).
On August 18, 1999, the E-Comm Board passed a motion authorizing the General Manager to negotiate a contract with MDA/Versaterm subject to Council and Police Board approvals. Consistent with other E-Comm procurements such as the Radio and Computer Dispatch System, the Project Manager role is filled by Mr. Clyde Hosein, Manager of Facilities Development.
In addition to Vancouver, other agencies participating in Phase 1 are Richmond RCMP and Port Moody Police. Their Councils are being approached this month as well. Additional councils will be approached as Phase 2 (Greater Victoria) and Phase 3 (the remainder of Greater Vancouver) proceed. Phase 4 is the remainder of the Province.”
“Jim Chu, COM (simplified Chinese: 朱小荪; traditional Chinese: 朱小蓀; pinyin: Zhū Xiǎosūn) is a former-Chief Constable of the Vancouver Police Department (VPD). On June 21, 2007, Jim Chu was named as the successor of Chief Constable Jamie Graham, who retired in August. Chu is the first non-white chief constable in Vancouver. Chu’s contract with the Vancouver Police Board is expected to run until August 2017. On January 23, 2015 it was announced that Chu would take retirement “in the spring” after a 36-year career with Vancouver Police. Chu officially retired on May 6, 2015, upon the swearing-in of his successor, Adam Palmer.
Chu grew up in East Vancouver, the second oldest of four children of immigrants from Shanghai.He graduated from Sir Charles Tupper Secondary School, where he played rugby, in 1978. Joining the police department a year after his high-school graduation, he continued his education at the same time, going on to earn a Bachelor of Business Administration from Simon Fraser University, and an MBA from the University of British Columbia. His police training includes the FBI Advanced SWAT course and the FBI National Executive Institute.
Chu has served in a number of investigative and support roles. As Sergeant in charge of recruiting, he developed the VPD’s applicant guide and the department’s first website in 1996. In 1997, he became an Inspector, and since then has supervised a number of transitions in the VPD’s electronic communications technology, including the introduction of its current radio system and mobile computing system. In 2001, he was given command of District 4, which roughly corresponds to the Southwest quarter of Vancouver. Chu became a deputy chief in 2003, in charge of the Support Services division, which handles human resources, information technology, planning and communications. “The National Crime Squad co-ordinated arrests of suspected paedophiles across 19 separate countries on 28 November using information supplied by Demon Internet.
The Internet service provider was approached by the National Crime Squad and agreed to allow officers to access its servers. This led to the recovery of data showing the activity of nearly 1,500 newsgroups during a two-week period.
From this data, officers established that almost 10,000 Internet Protocol (IP) addresses had accessed more than 30 of the Web sites carrying paedophilia. For operational reasons this number was whittled down to just over 400 addresses of those specifically distributing paedophiliac images.
The information was then distributed via Interpol to the countries identified with the suspects, and evidence packs on each of the targets were distributed to the relevant police forces
Detective Superintendent Peter Spindler, leading the investigation for the National Crime Squad, said: “With the assistance of Demon Internet and the support and guidance of the National High-Tech Crime Unit, we are able to show that those accessing these newsgroups did so regularly and with purpose.
“We also learnt, not surprisingly, that those abusing the Internet have learnt from recent police successes how best to protect their true identities,” he added.
The National Crime Squad and Serco, its IT partner, have developed facial mapping software that they hope to use to identify the abused children featured on the paedophiliac sites.”

Last year, the Government announced its intention to look at alternative structures for the operation, investment and ownership of NPL. This extension, made under the existing Government Owned, Contractor Operated (GOCO) model, will aid the selection of a new partnership from a shortlist led by four UK universities (University of Edinburgh; University of Southampton; University of Strathclyde; and University of Surrey) and support the transition to the new arrangement.
