Open letter from the Cloud Centric Crime Scene Investigators of Abel Danger

Please accept Brief 245 from Field McConnell – United States Marine Corps whistle-blower and Global Operations Director of Abel Danger (AD) – on the late Victor Rothschild’s colleagues at Serco‘s investment banker N M Rothschild & Sons Ltd. who apparently sent Nicholas (“Nick”) Soames, one of Winston Churchill’s grandsons, to Washington in 1976 to videotape charter members of the U.S. Senior Executive Service (SES), including Field McConnell’s sister Kristine Marcy, at Mendenhall’s Baby, hazing or sexually-deviant oath rituals where SES insiders were later blackmailed into outsourcing key government departments in the Five Eyes countries such as the U.K. Ministry of Defence 1 (MD1), also known as “Churchill’s Toyshop” – a British weapon research and development organisation of WWII – and the U.S. Patent and Trademark Office and distributing payments to hit teams and crisis actors over various prisoner and media transport systems for fake news of assassinations or mass-casualty events.

McConnell claims that Nicholas Soames, a former Minister of State for the U.K. Armed Forces (1994-1997) and his brother Rupert Soames, Serco CEO, former executive in GEC’s avionics and computing divisions, and former CEO of the Misys Banking and Securities Division, hired SWAT teams through Serco‘s Prisoner Escorting and Court Services and Marcy’s Justice Prisoner and Alien Transportation System (JPATS – a.k.a. “ConAir”) to inject fake news (lies) of Princess Diana’s apparent assassination on August 31, 1997 in Paris and conceal Serco’s joint operation with SES insiders of an international, pedophile blackmail ring.

McConnell claims that the Soames Brothers have established an online Churchill’s Toyshop at the offices of Northern Trust, Serco‘s Alien Property Custodian in Chicago, where SES insiders can identify the patented submarine devices needed by ConAir SWAT teams to execute missions per examples below:

1. SES Conair’s Prisoner tracking and warning system and corresponding methods US6054928A with expert-system (i.e. including fuzzy logic, reinforcement learning, neural networks, artificial intelligence, etc.) algorithms – allegedly used to coordinate SWAT team murders of Princess Diana in Paris on August 31, 1997 and the Anthrax and Novichok attacks in America (2001) and the United Kingdom (2018);

2. Mysis International Banking Systems Limited (London, GB)’s System and method for leveraging location to enhance banking services US 9875478 – Allegedly used as a submarine patent by Rupert Soames to track payments to Marcy’s ConAir SWAT teams and ‘al-Qaeda’ or ‘Russian’ crisis actors for the Amerithrax and Novichok attacks and to warn patsies and crisis actors via social networking websites or via manual and/or automated check-in on such websites of what happens to prospective whistleblowers;

3. Howard Lutnick’s Real-time interactive wagering on event outcomes CA 2460367 A – allegedly used by one of Serco‘s CAI private equity investors, the late General Alexander Haig; the Greek Life associates of Bill Clinton (Phi Beta Kappa) and Wilbur Ross (Kappa Beta Phi; note his 25 years at N M Rothschild!) and, the recently-appointed Serco director Dr. Pamela Drew for body-count wagering on 9/11 through the federal bridge war rooms of Boeing Phantom Works in Boeing’s new Chicago HQ;

4. Evonik Degussa GmbH’s Pyrogenically produced silicon dioxide powder and dispersion thereof US7537833B2 – allegedly used as a calling card for attacks on Serco enemies by ConAir SWAT teams equipped with CBRNE – Chemical, Biological, Radiological, Nuclear, and Explosive materials;

Northwestern University’s Metal organic frameworks for the catalytic detoxification of chemical warfare nerve agents US20170128761A1 – allegedly used to conceal stocks of powdered Novichok nerve agent for the recent attack on Sergei Skripal, a retired Russian military intelligence colonel who spied for Britain;

6. QinetiQ North America Inc’s Social Engineering Protection Appliance US9123027B2 – allegedly used by the UK’s National Crime Squad (NCS); SES alumnus Robert Mueller as head of the Special Counsel investigation of Russian interference in the 2016 United States elections and Oliver ‘Buck’ Revell, former Marine Corps Captain and former SES-6 Director for FBI Criminal Investigative, Counter-Terrorism and Counter-Intelligence, to capture (steal) oath-taking images from Facebook and silence crisis actors and witnesses with video records of long-range ConAir assassinations and a Five Eyes pedophile ring.

Community video is a term that was first used in the early 1970s, when individuals and groups who identified as activists or artists (or both or neither) began to experiment with newly available portable video technology. They did this in order to develop personal and political forms and approaches to recording moving images. Their intention was to represent themselves and challenge misrepresentation. The video projects that they made were often intended only to be seen by specific audiences selected by the makers and then recorded over in order to make new videos. Community video describes at once the act and the object, an approach to moving image making and activism that placed as much, if not more, emphasis on the process of making than on the video that was made.

This technological context with an emphasis on access and democratization both influenced, and was influenced by, writing on systems and information theories (Shannon and Weaver) and cybernetics (Paul Ryan). Made popular by such influential publications as Radical Software in the USA and the Journal of the Centre for Advanced TV Studies in the UK. In the late 1960s and early 1970s community video practitioners were effected by Marxist and Socialist politics as well as new, non-hierarchical, anti-establishment approaches to education. By the mid seventies the influence of what came to be known as identity politics, with its considerations of class, race, gender and sexuality, began to change both the form and content of the work being made.”

In 1970, he was appointed Equerry to HRH The Prince of Wales; he has remained a close friend of the Prince ever since and publicly criticised Diana, Princess of Wales, during the couple’s estrangement. When Diana first accused the Prince of Wales of adultery with Camilla Parker Bowles, Soames told the BBC that the accusation, and Diana’s fear of being slandered by her husband’s courtiers, stemmed merely from Diana’s mental illness, and “the advanced stages of paranoia“.[5] Charles later admitted his adultery and Soames apologised. Kristine Mary, now a supergrade in the Office of Personnel Management, had her first chile 2 1/2 years ago, when she was a budget examiner in the Office of Management and Budget. At nights she was finishing up her law degree at George Washington University.

“My baby was due the 17th of December. My last exam was on the 15th. I went to work, took off a little early, took my exam, went home,wondering why I felt so bad. Imimmediately, I went into labor. It blew everybody’s mind that I could wrap up everything at work, wrap up everything at school and have my baby. That was of the all-time coup.”

She had succeeded, beyond a question, in proving that she could do it all — that she could work during her entire pregnancy in the high-pressure atmosphere of OMB and also finish law school.

Kristine Marcy’s second child was due August 5 and again, she has worked throughout her pregnancy, this time as assistant director for human resources for veterans and labor programs. She has turned 32 and has been in demanding, supergrade jobs since her daughter was 8 months old. Her husband, Eric Marcy, is an assistant U.S. Attorney for the District of Columbia in the fraud division.

Kristine Marcy has noticed subtle but important changes in her working environment since her last pregnancy. People, she says, are a little more realistic about working mothers and pregnant women. Maybe a little more relaxed about it.And she says she doesn’t feel she has to prove a point anymore.

“There’s just a lot more familiarity with pregnant women in major jobs around government. It’s not such a shock.” Several years ago, she believes, women felt they had to be either mothers or professionals. “Now you can be both,” she says. It’s acceptable to show some emotion, it’s acceptable to alter your job style. I think that’s happening across the board, though, for men and for women.”

She worked to the end of her first pregnancy to prove that it could be done. Had she felt sick, she says, she would have stayed home if necessary and found some other way of explaning her absence to the office. “Now, I would just say, look, I feel rotten and I’m staying home, even if it was obvious it was pregnancy related. I don’t feel it’s really a question of having to prove yoursele anymore . . . I’ve proved myself. Obviously, I can stay up all night [with a sick child] and still come into work. I don’t think I carry that burden anymore.”

She feels pregnancy and motherhood are accepted “in stride” by her coworkers. “I don’t get probing questions or the advice I got the first time. I just couldn’t walk down the hall without people saying it’s a boy or it’s a girl. I haven’t gotten nearly the unsolicited comments.

“I was very conscious that all the men whe worked for me would go home and ask their wives what it’s like, so they would know how to deal with me. I assumed that. I don’t know that any of them did. I tried to keep my pregnancy secret as long as possible and have them find out I’ve been pregnant for four months and hadn’t behaved any differently.”

Mendenhall’s baby [Conceived by Nicholas Soames?] was due in early August [1979]. “I now work from about 8 a.m. to 6 p.m. Everybody at work has so afraid of being offensive, that they ignore it.””

During the past year, the prisoner airline spent $24 million moving more than 100,000 federal inmates — including 12,000 from San Diego — to and from trials, prisons and medical centers nationwide. … Among the most infamous of its recent travelers were Unabomber suspect Theodore Kaczynski and the men accused in the bombing of the Oklahoma City federal building, Terry Nichols and Timothy McVeigh. Nichols and McVeigh were transported in the dead of night in an operation much akin to a clandestine military operation, Little said. He did not want to go into details but mentioned that a decoy plane was among the ploys used to guard against possible attempts by supporters to free the suspects.

Federal officials have always been circumspect about the fine points of prisoner movement. But ConAir soon could gain a higher public profile with the planned release in June of a movie by the same name. In the Disney film, Nicolas Cage plays a hapless prisoner who wanders into a hijack plot aboard a Marshals Service plane carrying a group of high-security inmates.

The Hollywood marshals rough up some of the prisoners, and the plane crashes, leaving the real Marshals Service frowning on the silver screen’s invention, said Kristine Marcy, a top official in charge of detentions. …  Prisoners — mostly people being held for entering the country with false documents — are flown from San Diego to Las Vegas, where they are housed in the city jail. They are flown back a few days later for deportation hearings. .. Because of the San Diego jail space problem, there was no holiday break here for ConAir. While flights in other parts of the country were cut back during the Christmas season, San Diego continued its rigorous schedule of two flights every weekday and one each Saturdayand Sunday.

Marcy said the air transportation system inspires a high level of commitment in its personnel. “People are always willing to be on standby or to work overtime,” she said, noting that the planes are not always used for prisoner transport. After a hurricane flattened parts of the Virgin Islands last year, the prisoner transportation system flew in some of the first reinforcements to help establish law and order, she said.

After the Oklahoma City bombing, the airline flew evidence to the FBI crime laboratory in Washington, D.C., she said.

With planes crisscrossing the country, traveling through multiple time zones and even venturing around the globe, scheduling and tracking have gone high-tech. It’s all accomplished from a scheduling center in Kansas City, Mo., referred to as the “travel agency” for ConAir. It handles up to 500 electronic requests for flights each day, federal officials say.

Flight tracking begins an hour before the first plane takes off. Throughout the day, employees monitor the movements of every plane until the last craft is safely on the ground.

On board, a crew of deputy U.S. marshals, aviation enforcement officers and contract guards keeps order in the rear of the plane. Passengers are loaded under high security at a remote area of an airport. Seat assignments are not optional.

The planes fly out of a hub in Oklahoma City, the center of the country, making large loops east and west, dropping off and picking up passengers as they land at 40 major cities.

The planes also loop along separate West Coast and East Coast circuits.

.. He said jail cells, which generally are rented by the Marshals Service to hold federal prisoners until they are sentenced to a long-term facility, can cost up to $100 a night on the East Coast, while in Texas or Louisiana the cost of a cell might run as low as $35 a night.

“You make up the cost of moving a prisoner pretty quickly at that rate,” Little said.

He said other reasons for moving prisoners include the need to separate gang members or suspects testifying against each other.

ConAir also moves inmates for the federal Bureau of Prisons, which may want to transfer someone from a high-to low-security facility.

Higher-security prison space is most expensive, Little explained, so prison authorities like to quickly move people who do not need the extra supervision.”

Prior to SBA, [Field McConnell’s sister] Ms. [Kristine] Marcy served in several roles at the Department of Justice, including Senior Counsel for Detention and Deportation at the Immigration and Naturalization Service (INS), where she oversaw the full range of INS detention and deportation programs and addressed multiple infrastructure and management problems stemming from rapid growth (up 45 percent) in the detention program. Prior to her position at INS, Ms. Marcy served for five years as the Associate Director for Operations Support of the Department of Justice, U.S. Marshals Service (USMS). There, she directed DOJ’s detention program for more than 23,000 prisoners (the nation’s largest). In 1995, she was assigned responsibility by the Attorney General for developing a DOJ-wide transportation system [ConAir] known as the Justice Prisoner and Alien Transportation System, or JPATS-a nationwide network of leased commercial and government-owned aircraft and ground vehicles. While at the USMS, she also developed a prisoner medical services program and directed the agency’s $1.6 billion seized assets program that redirected proceeds forfeited by criminals and crime organizations to local and Federal law enforcement. Prior to the USMS, she was the Associate Deputy Attorney General for the Department of Justice, where she served as a lawyer who prepared the Deputy Attorney General for duties related to budget and appropriations, executive personnel, and other management areas. She also oversaw activities of the Justice Management Division, Bureau of Prisons, Office of Justice Programs, the Inspector General, and the U.S. Trustees (bankruptcy program).”

Nortel Government Solutions, in collaboration with the Department of Justice (DOJ), built the Joint Automated Booking System (JABS) — a centralized system for automating the collection of fingerprint, photographic and biographic data, submitting this data to the FBI, and sharing it with participating law enforcement agencies nationwide. The man in charge of developing it, Major General Charles Foulkes, called it “the most effective chemical weapon ever devised”.”

The West is doing everything to fabricate a cause of war against or to isolate Russia further internationally. So far, ‘Novichok’ rests on rumors.

The affair was made up the British and the French intelligence agencies without having presented any evidence. The term ‘Novichok’ was used to sound Russian, in fact, this nerve agent is known internationally as A-234.

Instead, the Western alliance presents this case as a foregone conclusion. And the Western fawning media agitate as cheerleaders, having specialized in producing fake news a long time ago.

Many countries are producing this kind of nerve gas, among them a British company close to the town Salisbury, where the incident happened. What about the U.S., Israel, Uzbekistan, France, and the Brits themselves? Israel has a vast stockpile of biochemical weapons and does not allow internal inspections. To believe the British story, told by Theresa May or even Boris Johnson, is like thinking into Easter bunny.

So far, the Brits have been refusing any requests by Russia to take part in solving of this case. Why? As the public got told, Yulia Skripal, the daughter of double agent Sergei Skripal, is on the road to recovery. Both are still Russian citizens. Russia has been denied to care about its citizens. When can Yulia Skripal testify, does the British intelligence tell her what to say publically? Perhaps she can even ‘prove’ that President Putin himself committed the attack!!!

The Russian Embassy in London sent the following questions to the Foreign Ministry for clarification:

“1. Why has Russia been denied the right of consular access to the two Russian citizens, who came to harm on British territory?

2. What specific antidotes and in what form were the victims injected with? How did such antidotes come into the possession of British doctors at the scene of the incident?

3. On what grounds was France involved in technical cooperation in the investigation of the incident, in which Russian citizens were injured?

4. Did the UK notify the OPCW (Organization for the Prohibition of Chemical Weapons) of France’s involvement in the investigation of the Salisbury incident?

5. What does France have to do with the incident, involving two Russian citizens in the UK?

6. What rules of UK procedural legislation allow for the involvement of a foreign state in an internal investigation?

7. What evidence was handed over to France to be studied and for the investigation to be conducted?

8. Were the French experts present during the sampling of biomaterial from Sergei and Yulia Skripal?

9. Was the study of biomaterials from Sergei and Yulia Skripal conducted by the French experts and, if so, in which specific laboratories?

10. Does the UK have the materials involved in the investigation carried out by France?

11. Have the results of the French investigation been presented to the OPCW Technical Secretariat?

12. Based on what attributes were the alleged “Russian origin” of the substance used in Salisbury established?

13. Does the UK have control samples of the chemical warfare agent, which British representatives refer to as “Novichok”?

14. Have the samples of a chemical warfare agent of the same type as “Novichok” (in accordance with British terminology) or its analogs been developed in the UK?”

A similar list of questions was sent to the French foreign ministry by the Russian embassy in Paris. Russia wanted to know on what grounds France was involved in this case. How come that France got a sample of this nerve gas? Or do the French produce this gas themselves? The so-called free Western media do not ask these questions. Instead, they repeat the unfounded allegation by the Brits against Russia, which is so faring fact-free.

How credible is the West, after having staged several incidents that led to wars.

Such as Pearl Harbor (Franklin D. Roosevelt knew about it in advance), the Gulf of Tonkin affair, Operation Northwood, operation ‘Gladio’ where NATO countries maintained secret armies to commit terrorist attacks and put the blame on the left. The infamous incubator affair, where Saddam’s so-called henchmen trough new-born out of the incubators. But it doesn’t end here, the staging of the attack against Iraq by Colin Powell’s infamous speech before the UN about alleged Iraqi WMDs and the fabricated dossier of the Brits under Tony Blair.

The latest fabrication concerns the US elections. The so-called Russian collusion in the American electoral process was initiated under the Obama administration and puffed up after Hillary Clinton lost. Without the Deep State and the remains of the criminal Obama people in the administration, this engineering could have never taken place in a properly functioning democracy.

The real problems are not the crooks in the different Western administrations but the media.

They have been hammering the fake news home to the minds of the people to believe it as reality.

Without having presented any evidence in the so-called Russian collusion affair into the American elections nor the alleged Russian nerve gas attack against Skripal and his daughter, the media have established rumors as facts. That’s how Western ‘free’ media operate, and Western ‘democracy’ is functioning. For both, the future looks bleak.

Unexpected Relations of Historical Anthrax Strain

 ABSTRACT

In 1998, it was claimed that an 80-year-old glass tube intentionally filled with Bacillus anthracis and embedded in a sugar lump as a WWI biological weapon still contained viable spores. Today, genome sequencing of three colonies isolated in 1998 and subjected to phylogenetic analysis surprisingly identified a well-known B. anthracis reference strain isolated in the United States in 1981, pointing to accidental laboratory contamination……

Extensive research after the 2001 Amerithrax letter attacks showed that members of the A.Br.Ames clade were naturally uncommon (10). Phylogeographic analysis was consistent with the derived Ames clade’s historical importation into North America, perhaps from China, where many close relatives are found (11).

In particular, the Ames ancestor and its identical sister genome, FTD1004, are very high quality closed and finished sequences that represent two stocks derived directly from the original 1981 Texas B. anthracis isolate. These two stocks were independently established in May 1981 after material was transferred to USAMRIID. Together, they represent the oldest known laboratory stocks of the original Ames strain, established within months of the bovine anthrax case.

Directly diverging from these five genomes (Fig. 1) is that of strain Porton Down Ames, with 65 unique SNPs. Careful examination of the data argues that these are not sequencing errors but rather represent mutations that occurred during laboratory growth. A similar divergence from other Ames isolates was reported by Read et al. and attributed to mutations that occurred during a plasmid-curing regimen (1213).

We can only speculate about the direct linkage between the original Texas 1981 Ames strains and the Porton Down sugar isolates of 1998. The Porton Down scientists were the world leaders in anthrax research, and their plasmid-cured Ames strain is still in use in reference laboratories worldwide. Therefore, they were well aware of the value of this historical sample and fumigated the class 3 microbiological safety cabinet with formaldehyde prior to opening the vials to avoid contamination (4). These careful protocols were invoked to cultivate these historical specimens, which would lead to the oldest B. anthracis strains ever described, as previously the oldest samples were from 1954 (14).

It is clear from their study description that the isolation process was more difficult than the standard microbiological methods employed for B. anthracis (4). Because no colonies were apparent from culturing of the original liquid, an 8-day enrichment in liquid broth was used. Plating of the enriched liquid resulted in only four colonies, which were confirmed to be B. anthracis by McFadyean’s test and species-specific PCR assays. However, none of these techniques was able to differentiate among B. anthracis strains. The first suitable molecular typing techniques (MLVA) using eight markers was published in 2000 (15), 2 years later, and hence, molecular typing of the isolates was indeed not possible at the time of the report.

Despite secure handling and microbiological safety cabinet cleaning, it seems highly likely that the isolated strains are accidentally isolated contaminants of formerly processed Ames strains. In 1981, the progenitor of the Ames ancestor and FTD1004 was isolated in Texas and then transferred to USAMRIID at Ft. Detrick, MD, United States. In 1982, an Ames culture was transferred from Ft. Detrick to Porton Down (12). Only one phylogenetically informative SNP separates the Porton Down genomes from the USAMRIID Ames genomes (Fig. 1). This high identity and phylogenetic topology argue that the Porton Down Ames strain and Porton Down sugar contaminants were derived from the Ames material sent in 1982.”

Serco farewell to NPL after 19 years of innovation

Serco said goodbye to the National Physical Laboratory (NPL) at the end of December 2014 after 19 years of extraordinary innovation and science that has seen the establishment build a world-leading reputation and deliver billions of pounds of benefit for the UK economy.  During that period under Serco’s management and leadership, NPL has delivered an extraordinary variety and breadth of accomplishments for the UK’s economy and industry.  Some of the key achievements during that time have been: – .. It has been estimated that work carried out by the Centre of Carbon Measurement at NPL will save eight million tonnes of carbon emissions reductions (2% of UK footprint) and over half a billion pounds in economic benefit over the next decade. … NPL’s caesium fountain atomic clock is accurate to 1 second in 158 million years and NPL is playing a key role in introducing rigour to high frequency trading in the City through NPLTime. .. “I’m also immensely proud of Serco’s track record in managing and operating a key UK asset. NPL is quite rightly recognised as one of the top three NMIs in the world, despite having a limited budget compared with many others. .. We leave the NPL in a very healthy state.”

Defense Talent Management System (DTMS

SES in the DoD are required to participate in the Defense Talent and Succession Management (T&SM) process.  The T&SM panel annually assesses competencies available in the career SES corps, reviews/ recommends individual executive development needs, and slates candidates for all Tier 2 and 3 positions.  SES career biographies, position information, and career goals are maintained on the DTMS website.

Management

Within the first 30 days at DTRA, you should work with your Rating Official to develop a performance plan.  The SES performance cycle is October 1 – September 30, annually.  Performance plans are established, monitored, and completed via the DoD Executive Performance Appraisal Tool (EPAT).  EPAT is a CAC enabled web-based performance system.

Executive Development Plans (EDPs)

SES members are expected to participate in leadership development training and other activities for career growth/personal development.  Executive Development Plans are used to document your training/ leadership activities over a 3-year period.  Progress is reviewed in conjunction with the performance management cycle.”

Project Inspire – Site rationalisation programme

27. The aim of the site rationalisation programme is to achieve more effective working between staff, originally spread over 15 different sites. After detailed study, the Dstl Board decided to rationalise Dstl’s activities onto three core sites-Porton Down, Fort Halstead and Portsdown West with an enclave at Alvestoke) by 2009. The plan was approved by Ministers in November 2003.

Following this, Dstl set up a project to cover the construction needed at Porton Down and Portsdown West to achieve the 3 core site plan and the provision of facilities management for these sites. An invitation to tender for the contract was produced, a preferred bidder selected and detailed contract negotiations concluded.

29. Prior to Serco‘s appointment as Preferred Bidder on 10th August 2005 the tender evaluation had resulted in a clear understanding of the 3 bidders’ proposals and how they would impact upon Dstl in due diligence and beyond. As a result the 15-year facilities management contract was awarded to Serco Defence and Aerospace on 24th July 2006.”

Police drop investigation into Serco prisoner transport contract

The outsourcing group said there was no evidence of individual or corporate wrongdoing

The City of London Police has closed an investigation into Serco‘s prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.

The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.

However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.

“The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company,” the firm said in a statement.

The Ministry of Justice had said it would end the contract immediately if the firm’s board was found to have done wrong.”

UK’s Crime Squad picks face-recognition tech
