Kelly 243: Serco’s SES Oaths And Novichok Toyshop, Clinton’s Con Air Wagering, Mueller’s Facebook Buck
General John F. Kelly
White House Chief of Staff
Washington, D.C. 20528
Open letter from the Cloud Centric Crime Scene Investigators of Abel Danger
March 29, 2018
Dear General Kelly:
Please accept Brief 243 from Field McConnell – United States Marine Corps whistle-blower and Global Operations Director of Abel Danger (AD) – on the late Victor Rothschild’s colleagues at Serco’s investment banker N M Rothschild & Sons Ltd. who apparently sent Nicholas Soames, one of Winston Churchill’s grandsons, to Washington in 1976 to film pedophile or Mendenhall oath-taking rituals where McConnell’s sister Kristine Marcy and her Senior Executive Service (SES) associates were subsequently blackmailed into transferring custody of an online Churchill’s Toyshop of patented CBRNE weapons including Novichok nerve agents to Serco shareholders including the TIAA / USS Teachers pension funds and Northern Trust, Serco‘s Alien Property Custodian in Chicago, to extort concessions from targeted sovereign states by threatening to kill their leaders (Angel is Next!) and depopulate their major cities.
McConnell claims that Soames filmed McConnell’s sister and SES / ConAir (JPATS) founder Kristine Marcy in a Mendenhall’s Baby oath ritual in November 1978 when Jessica Marcy (McConnell’s neice) was conceived and that Soames subsequently forced Marcy’s SES to transfer control of ConAir SWAT teams and weapons from the Chicago Toyshop to the Greek Life associates of Bill Clinton (Phi Beta Kappa) and Wilbur Ross (Kappa Beta Phi, note his 25 years at N M Rothschild!) who allegedly used Howard Lutnick’s Real-time interactive wagering on event outcomes CA 2460367 A for betting on body counts during the “first live-broadcast mass snuff film in human history on 9/11.”
McConnell claims that prior to the attacks of 9/11, Serco ordered Marcy’s SES to transfer control of the DOJ Asset Forfeiture Fund, the USMS prisoner medical services and the ConAir SWAT teams to the UK MoD’s federal bridge certification authority (FBCA) network which thereby allowed Serco director Dr. Pamela Drew, a former Assistant Professor of Computer Science at the Hong Kong University of Science, to mentor body-count wagering on 9/11 through the federal bridge war rooms of Boeing Phantom Works in Boeing’s new Chicago HQ.
Abel Danger‘s research team has tracked patented devices used in real or threatened CBRNE attacks over the last 40 years through Serco‘s investment banker N M Rothschild & Sons Ltd.; the private security services of Aegis chaired by Nicholas Soames; Boeing Phantom Works; the U.S. DOJ Asset Forfeiture Fund; the U.K. Cabinet Office Emergency Planning College also known as “The Hawkhills”; the U.K./U.S. Teachers’ pension funds; the U.S. Senior Executive Service; the U.S. Patent and Trademark Office; the U.S. Defense Threat Reduction Agency (DTRA) and the post-privatization arms of the UK’s Defence Evaluation and Research Agency (DERA).
These patents include but are not limited to:
1. Conair Prisoner tracking and warning system and corresponding methods US6054928A with expert-system (i.e. including fuzzy logic, reinforcement learning, neural networks, artificial intelligence, etc.) algorithms;
2. Evonik Degussa GmbH’s Pyrogenically produced silicon dioxide powder and dispersion thereof US7537833B2 used as a calling card for attacks on Serco enemies with skyjacked aircraft carrying patented weapons of mass destruction (CBRNE – Chemical, Biological, Radiological, Nuclear, and Explosive materials);
3. Northwestern University’s Metal organic frameworks for the catalytic detoxification of chemical warfare nerve agents US20170128761A1 allegedly used to conceal stocks of powdered Novichok nerve agent for the recent attack on Sergei Skripal, a retired Russian military intelligence colonel who spied for Britain;
4. QinetiQ North America Inc’s Social Engineering Protection Appliance US9123027B2 allegedly used by Serco/SES agents to inject fake news at Toyshop crime scenes and apply ConAir algorithmic censorship rules to neutralize truth seekers.
McConnell claims that Serco – formerly RCA GB 1929 – has positioned SES alumnus Robert Mueller as head of the Special Counsel investigation of Russian interference in the 2016 United States elections and Oliver ‘Buck’ Revell, former Marine Corps Captain and former Executive Director (SES-6) for FBI Criminal Investigative, Counter-Terrorism and Counter-Intelligence, as consultant to the UK’s National Crime Squad (NCS) so they can use oath-taking images stolen from Facebook to silence witnesses to the deployment of weapons from the Chicago Toyshop.
McConnell reminds you that Buck Revell (warned by Serco‘s Rothschild bankers?) is reported to have pulled his son and daughter-in-law off Pan Am Flight 103 just before takeoff from London’s Heathrow airport at 18:25 hours on 21 December 1988 (a few weeks after McConnell told his sister how to drone ConAir aircraft in the event of a prisoner mutiny) and saved them from a SMEAC* bombing event over Lockerbie, Scotland at 19:02:50 with a body count of 270 = 243 passengers + 16 crew + 11 people on the ground.
*Serco‘s digital fires instructors at USMC Base Camp Pendleton have allegedly corrupted the Marine Corps SMEAC briefing protocols into Situation, Mission, Execution, Ambush, Cover-up!
With this, the 243rd Kelly public briefing and references at http://www.abeldanger.org, we have given ample opportunities for ConAir Marcy and Serco‘s SES agents to rebut our allegations of fraud upon patentees registered at Serco‘s Chicago Toyshop, or, more formally, at the U.S. Patent and Trademark Office (USPTO) including Boeing Phantom Works, Northwestern University, Degussa, Qinetiq North America, Blackberry, the US Secretary of Navy, Howard Lutnick, Tencent (BVI), Motorola, Nortel, ITT Exelis (HQ in WTC#7!), and their extorted roles in murder for hire and CBRNE-triggered mass-casualty events.
We now ask you to have McConnell’s sister Kristine “ConAir” Marcy and the two Serco directors Dr. Pamela “Phantom Works” Drew and Maureen “SES” Baginski questioned in re the Chicago Toyshop and spoliation of evidence for body-count betting on the federal bridge and have former Marine Corps Captain, Oliver ‘Buck’ Revell charged in the appropriate court under 18 U.S.C. § 2382 – Misprision of treason or 18 U.S.C. § 1958 – Murder-for-hire.

“Chemical weapons experts rebut claims that Russia was behind Skripal attack
Published time: 28 Mar, 2018 15:27
A former head of the Organization for the Prohibition of Chemical Weapons has dismissed claims that Russia was behind the Salisbury chemical attack. The expert added that Iran was most recently known to have Novichok – not Russia.
While the US, Europe and other nations have taken part in a mass expulsion of Russian diplomats following the UK’s claims that the Kremlin is ‘culpable’ for the poisoning of Sergei and Yulia Skripal, Dr Ralf Trapp has reservations. The former secretary of the Scientific Advisory Board of the Organization for the Prohibition of Chemical Weapons has said that, at this stage, there is no conclusive evidence of Russian responsibility.
In an exclusive interview with INSURGE, the ex-senior official said that while there is compelling evidence that Russia did run a secret research program to make Novichok-style chemical agents, there has been no proof that such programs still exist today.
“I have no information about whether Russia continued the program after the mid-1990s,” he said, “but would not exclude the possibility that small amounts of what could be ‘explained away’ as materials needed in protective research have been retained or newly synthesized. But again – no actual data on this.”
When asked if Russia was the one behind the attack on the Skripals, Trapp said: “… there are other theoretical possibilities,”adding that “it would depend on what else the UK knows and has not yet made public.” He also explained that he “can’t immediately see motive or opportunity” for other parties to be involved “except for the UK, as suggested by Russia.” However, he added that he did not “consider [that theory] credible at all.”
The lack of proof from the British government has also been raised by former UK ambassador to Uzbekistan Craig Murray. Court documents handed down last week in a ruling over the Skripal’s medical care also noted that the chemical used was a “military-grade nerve agent of a type developed by Russia”– but did not conclusively confirm the origin of the weapon.
After the British government placed the blame for the Salisbury attack on Russia, Moscow demanded a sample of the agent used for their own experts to analyze. This would have allowed Russia to publish their own findings, but the UK declined to provide a sample.
Leonard Rink, one of the Russian scientists who confirmed the existence of the ‘Foliant’ program that originally developed the Novichok chemicals, believes that the UK’s refusal to provide the chemical sample suggests that it is not necessarily of Russian origin.
“For any country with weapons of mass destruction – the UK, the US, China and all developed countries – any country with at least some chemistry would have zero problems creating this kind of weapon,” he said. “Why aren’t the British providing a sample to Moscow? Because no matter how hard [British] specialists try, a technology will always differ somewhat. This is its unique signature. It will be immediately clear that it is not a Russian-made technology.””

‘Now You Can Be Both’ Mother, Professional
By Judy Mann August 8, 1979
Kristine Mary, now a supergrade in the Office of Personnel Management, had her first chile 2 1/2 years ago, when she was a budget examiner in the Office of Management and Budget. At nights she was finishing up her law degree at George Washington University.
“My baby was due the 17th of December. My last exam was on the 15th. I went to work, took off a little early, took my exam, went home, wondering why I felt so bad. Imimmediately, I went into labor. It blew everybody’s mind that I could wrap up everything at work, wrap up everything at school and have my baby. That was of the all-time coup.”
She had succeeded, beyond a question, in proving that she could do it all — that she could work during her entire pregnancy in the high-pressure atmosphere of OMB and also finish law school.
Kristine Marcy’s second child was due August 5 and again, she has worked throughout her pregnancy, this time as assistant director for human resources for veterans and labor programs. She has turned 32 and has been in demanding, supergrade jobs since her daughter was 8 months old. Her husband, Eric Marcy, is an assistant U.S. Attorney for the District of Columbia in the fraud division.
Kristine Marcy has noticed subtle but important changes in her working environment since her last pregnancy. People, she says, are a little more realistic about working mothers and pregnant women. Maybe a little more relaxed about it.And she says she doesn’t feel she has to prove a point anymore.
“There’s just a lot more familiarity with pregnant women in major jobs around government. It’s not such a shock.” Several years ago, she believes, women felt they had to be either mothers or professionals. “Now you can be both,” she says. It’s acceptable to show some emotion, it’s acceptable to alter your job style. I think that’s happening across the board, though, for men and for women.”
She worked to the end of her first pregnancy to prove that it could be done. Had she felt sick, she says, she would have stayed home if necessary and found some other way of explaning her absence to the office. “Now, I would just say, look, I feel rotten and I’m staying home, even if it was obvious it was pregnancy related. I don’t feel it’s really a question of having to prove yoursele anymore . . . I’ve proved myself. Obviously, I can stay up all night [with a sick child] and still come into work. I don’t think I carry that burden anymore.”
She feels pregnancy and motherhood are accepted “in stride” by her coworkers. “I don’t get probing questions or the advice I got the first time. I just couldn’t walk down the hall without people saying it’s a boy or it’s a girl. I haven’t gotten nearly the unsolicited comments.
“I was very conscious that all the men whe worked for me would go home and ask their wives what it’s like, so they would know how to deal with me. I assumed that. I don’t know that any of them did. I tried to keep my pregnancy secret as long as possible and have them find out I’ve been pregnant for four months and hadn’t behaved any differently.”
Mendenhall’s baby was due in early August . “I now work from about 8 a.m. to 6 p.m. Everybody at work has so afraid of being offensive, that they ignore it.””
Sir Arthur Nicholas Winston Soames (born 12 February 1948), sometimes known as Nick Soames, is a British Conservative Party politician who has been the Member of Parliament for Mid Sussex since 1997. He is a grandson of Winston Churchill.
Soames was first elected to Parliament in 1983 for Crawley. He was Minister of State for the Armed Forcesfrom 1994 to 1997 in the government of John Major. His main political interests are defence, international relations, rural affairs and industry. ..
In 1970, he was appointed Equerry to HRH The Prince of Wales; he has remained a close friend of the Prince ever since and publicly criticised Diana, Princess of Wales, during the couple’s estrangement. When Diana first accused the Prince of Wales of adultery with Camilla Parker Bowles, Soames told the BBC that the accusation, and Diana’s fear of being slandered by her husband’s courtiers, stemmed merely from Diana’s mental illness, and “the advanced stages of paranoia”. Charles later admitted his adultery and Soames apologised. When questioned by the inquest into the death of Diana, Soames said that he saw his job as “to speak up for the Prince of Wales”. He denied threatening Diana [who may have been seen as a prospective whistleblower for ConAir pedophile or Mendenhall oath rituals], and warning her, “accidents happen” in the months before she died.
In 1972, he left Kensington Palace and the army to work as a stockbroker. In 1974, he became a personal assistant; first to Sir James Goldsmith and then in 1976 to United States Senator Mark Hatfield, whose employ he left in 1978 [was he at Kristine Marcy’s Mendenhall Baby conception in November 1978?] to become a director of Bland Welch, Lloyd’s Brokers. Between 1979–81, he was an assistant director of the Sedgwick Group. He fought Central Dunbartonshire in Scotland in 1979, where Labour’s Hugh McCartney defeated him by 12,003 votes.”
“Subject: “Con-Air” in 1/6 San Diego Union Tribune [news article] You won’t need a reservation on this airline — no matter how many travelers flood the airport. .. Call it ConAir and Little knows what you mean. It’s the name the air transport system has picked up inside the U.S. Marshals Service, which flies a fleet of 13 airplanes on regular routes across the country every day. During the past year, the prisoner airline spent $24 million moving more than 100,000 federal inmates — including 12,000 from San Diego — to and from trials, prisons and medical centers nationwide. … Among the most infamous of its recent travelers were Unabomber suspect Theodore Kaczynski and the men accused in the bombing of the Oklahoma City federal building, Terry Nichols and Timothy McVeigh. Nichols and McVeigh were transported in the dead of night in an operation much akin to a clandestine military operation, Little said. He did not want to go into details but mentioned that a decoy plane was among the ploys used to guard against possible attempts by supporters to free the suspects.
Federal officials have always been circumspect about the fine points of prisoner movement. But ConAir soon could gain a higher public profile with the planned release in June of a movie by the same name. In the Disney film, Nicolas Cage plays a hapless prisoner who wanders into a hijack plot aboard a Marshals Service plane carrying a group of high-security inmates.
The Hollywood marshals rough up some of the prisoners, and the plane crashes, leaving the real Marshals Service frowning on the silver screen’s invention, said Kristine Marcy, a top official in charge of detentions. … Prisoners — mostly people being held for entering the country with false documents — are flown from San Diego to Las Vegas, where they are housed in the city jail. They are flown back a few days later for deportation hearings. .. Because of the San Diego jail space problem, there was no holiday break here for ConAir. While flights in other parts of the country were cut back during the Christmas season, San Diego continued its rigorous schedule of two flights every weekday and one each Saturday and Sunday.
Marcy said the air transportation system inspires a high level of commitment in its personnel. “People are always willing to be on standby or to work overtime,” she said, noting that the planes are not always used for prisoner transport. After a hurricane flattened parts of the Virgin Islands last year, the prisoner transportation system flew in some of the first reinforcements to help establish law and order, she said.
After the Oklahoma City bombing, the airline flew evidence to the FBI crime laboratory in Washington, D.C., she said.
With planes crisscrossing the country, traveling through multiple time zones and even venturing around the globe, scheduling and tracking have gone high-tech. It’s all accomplished from a scheduling center in Kansas City, Mo., referred to as the “travel agency” for ConAir. It handles up to 500 electronic requests for flights each day, federal officials say.
Flight tracking begins an hour before the first plane takes off. Throughout the day, employees monitor the movements of every plane until the last craft is safely on the ground.
On board, a crew of deputy U.S. marshals, aviation enforcement officers and contract guards keeps order in the rear of the plane. Passengers are loaded under high security at a remote area of an airport. Seat assignments are not optional.
The planes fly out of a hub in Oklahoma City, the center of the country, making large loops east and west, dropping off and picking up passengers as they land at 40 major cities.
The planes also loop along separate West Coast and East Coast circuits.
.. He said jail cells, which generally are rented by the Marshals Service to hold federal prisoners until they are sentenced to a long-term facility, can cost up to $100 a night on the East Coast, while in Texas or Louisiana the cost of a cell might run as low as $35 a night.
“You make up the cost of moving a prisoner pretty quickly at that rate,” Little said.
He said other reasons for moving prisoners include the need to separate gang members or suspects testifying against each other.
ConAir also moves inmates for the federal Bureau of Prisons, which may want to transfer someone from a high-to low-security facility.
Higher-security prison space is most expensive, Little explained, so prison authorities like to quickly move people who do not need the extra supervision.”
Prior to SBA, [Field McConnell’s sister] Ms. [Kristine] Marcy served in several roles at the Department of Justice, including Senior Counsel for Detention and Deportation at the Immigration and Naturalization Service (INS), where she oversaw the full range of INS detention and deportation programs and addressed multiple infrastructure and management problems stemming from rapid growth (up 45 percent) in the detention program. Prior to her position at INS, Ms. Marcy served for five years as the Associate Director for Operations Support of the Department of Justice, U.S. Marshals Service (USMS). There, she directed DOJ’s detention program for more than 23,000 prisoners (the nation’s largest). In 1995, she was assigned responsibility by the Attorney General for developing a DOJ-wide transportation system [ConAir] known as the Justice Prisoner and Alien Transportation System, or JPATS-a nationwide network of leased commercial and government-owned aircraft and ground vehicles. While at the USMS, she also developed a prisoner medical services program and directed the agency’s $1.6 billion seized assets program that redirected proceeds forfeited by criminals and crime organizations to local and Federal law enforcement. Prior to the USMS, she was the Associate Deputy Attorney General for the Department of Justice, where she served as a lawyer who prepared the Deputy Attorney General for duties related to budget and appropriations, executive personnel, and other management areas. She also oversaw activities of the Justice Management Division, Bureau of Prisons, Office of Justice Programs, the Inspector General, and the U.S. Trustees (bankruptcy program).”

“Winston Churchill’s shocking use of chemical weapons The use of chemical weapons in Syria has outraged the world. But it is easy to forget that Britain has used them – and that Winston Churchill was a powerful advocate for them Secrecy was paramount. Britain’s imperial general staff knew there would be outrage if it became known that the government was intending to use its secret stockpile of chemical weapons. But Winston Churchill, then secretary of state for war, brushed aside their concerns. As a long-term advocate of chemical warfare, he was determined to use them against the Russian Bolsheviks. In the summer of 1919, 94 years before the devastating strike in Syria, Churchill planned and executed a sustained chemical attack on northern Russia. The British were no strangers to the use of chemical weapons. During the third battle of Gaza in 1917, General Edmund Allenby had fired 10,000 cans of asphyxiating gas at enemy positions, to limited effect. But in the final months of the first world war, scientists at the governmental laboratories at Porton in Wiltshire developed a far more devastating weapon: the top secret “M Device”, an exploding shell containing a highly toxic gas called diphenylaminechloroarsine. The man in charge of developing it, Major General Charles Foulkes, called it “the most effective chemical weapon ever devised”.”

“9/11 & FALSE FLAGS, HISTORY & REVISIONIST HISTORY, NAZI-NEOCON-WW3-NWO, TECHNOLOGY FIELD MCCONNELL: HILLARY CLINTON’S CONNECTION TO 9/11 REVEALED
May 1, 2017
Field McConnell is a career military and airline pilot with connections to the aircraft-related events of 9/11. His Air National Guard unit had F-16s over Washington DC on the morning of 9/11. Captain Charles ‘Chic’ Burlingame of American Airlines Flight 77 was his college classmate. The software used on the drones which were flown into the Twin Towers, Boeing Uninterruptable Auto-Pilot (BUAP) is his intellectual property.
McConnell claims it was this BUAP technology that was misappropriated by his sister, Kristine Marcy, and Hillary Clinton on that day, when the Establishment patsied Muslims to facilitate their ‘New American Century’.
In December 2006, McConnell came forward about the ‘Boeing Uninterruptible Auto-pilot’ software and its role in 9/11, causing the FAA, US Department of Justice and the Airline Pilots Association attempt to silence him.
McConnell then retired from Northwest Airlines and has since gone on to consult entities in Russia, Malaysia and Germany on how airliners can be taken down using illegal software modifications.”
“Serco farewell to NPL after 19 years of innovation
Published: 8 Jan 2015
Serco said goodbye to the National Physical Laboratory (NPL) at the end of December 2014 after 19 years of extraordinary innovation and science that has seen the establishment build a world-leading reputation and deliver billions of pounds of benefit for the UK economy. During that period under Serco’s management and leadership, NPL has delivered an extraordinary variety and breadth of accomplishments for the UK’s economy and industry. Some of the key achievements during that time have been: – .. It has been estimated that work carried out by the Centre of Carbon Measurement at NPL will save eight million tonnes of carbon emissions reductions (2% of UK footprint) and over half a billion pounds in economic benefit over the next decade. … NPL’s caesium fountain atomic clock is accurate to 1 second in 158 million years and NPL is playing a key role in introducing rigour to high frequency trading in the City through NPLTime. .. “I’m also immensely proud of Serco’s track record in managing and operating a key UK asset. NPL is quite rightly recognised as one of the top three NMIs in the world, despite having a limited budget compared with many others. .. We leave the NPL in a very healthy state.”

When they are used on purpose, CBRNE materials are weapons of mass destruction. However, CBRNE events can also happen accidentally. A report from the White House in 2011 said “there is no greater danger to the [United States] than a terrorist attack with a weapon of mass destruction.” Because CBRNE weapons are so dangerous, countries around the world are working on preventing CBRNE attacks, and learning how to react to them if they do happen.”
The IFF of World War II and Soviet military systems (1946 to 1991) used coded radar signals (called Cross-Band Interrogation, or CBI) to automatically trigger the aircraft’s transponder in an aircraft illuminated by the radar. Radar-based aircraft identification is also called secondary radar in both military and civil usage, with primary radar bouncing an RF pulse off of the aircraft to determine position. George Charrier, working for RCA [RCA GB 1929 became Serco in 1998], filed for a patent for such an IFF device in 1941. It required the operator to perform several adjustments to the radar receiver to suppress the image of the natural echo on the radar receiver, so that visual examination of the IFF signal would be possible.”

“QinetiQ names missile boss as new chief executive
Defence research group QintiQ names MBDA’s Steve Wadey as new chief executive, replacing Leo Quinn
By Alan Tovey
8:38PM GMT 27 Jan 2015
QinetiQ has named its new chief executive, appointing Steve Wadey of missiles business MBDA, to take over the top job at the defence research group.
He will take over the post left vacant by turnaround specialist Leo Quinn, who left FTSE 250-listed QinetiQ to take the reins at embattled infrastructure group Balfour Beatty earlier this month.
Mr Wadey is currently managing director of MBDA UK, which has 3,000 employees and an annual turnover of about £800m.
He is also technical director for MBDA’s parent group, which is jointly owned by Airbus Group, BAE Systems and Finmeccanica, and has more than 10,000 staff in six countries.
Mark Elliott, chairman of QinetiQ, said: “We are delighted that Steve has agreed to join QinetiQ. We were looking for an outstanding leader with a track record of driving growth, a deep understanding of the defence industry and the technological know-how to lead QinetiQ in the next stage of its [growth] strategy.
“Steve fits all these criteria and is respected across the Ministry of Defence and the European defence sector.”
Mr Wadey also holds an influential position in UK industry, having co-chaired the Defence Growth Partnership with Business and Enterprise Minister Matthew Hancock since 2013.
The partnership aims to secure Britain’s defence industry’s future by bringing government and commerce together to work on and develop new technologies, identify new opportunities and ensure UK companies have in place products that will be in demand.
Mr Wadey is a qualified engineer and has previously worked at BAE. He said: “I know QinetiQ well having worked in partnership with the company on both joint contracts and through the DGP.
“The expertise of its people is held in high regard throughout the industry and I look forward to working with them all as we develop and grow QinetiQ to meet changing customer needs in both defence and commercial markets.”

“Qinetiq (/kɪˈnɛtɪk/ as in kinetic; styled as QinetiQ) is a British multinational defence technology company headquartered in Farnborough, Hampshire. It is the world’s 52nd-largest defence contractor measured by 2011 defence revenues, and the sixth-largest based in the UK.
It is the part of the former UK government agency, Defence Evaluation and Research Agency (DERA), which was privatised in June 2001. The remainder of DERA was renamed Dstl. It has major sites at Farnborough, Hampshire, MoD Boscombe Down, Wiltshire, and Malvern, Worcestershire, former DERA sites. It has made numerous acquisitions, primarily of United States-based companies.
It is listed on the London Stock Exchange and is a constituent of the FTSE 250 Index.
“Qinetiq” is an invented name. “Qi” is supposed to reflect the company’s energy, “net” its networking ability, and “iq” its intellectual resources.
In 2001, when defence minister Lewis Moonie announced the creation of QinetiQ, on privatisation of the Defence Evaluation and Research Agency, he said that it would remain a British business based in the UK. The Ministry of Defence would keep a ‘special share’ in the company, and safeguards would be in place to prevent conflicts of interest. In February 2003, the US private equity firm the Carlyle Group acquired a 33.8% share for £42m. Prior to stock market flotation, ownership was split between the MoD (56%), Carlyle Group (31%) and staff (13%). The Carlyle Group was expected to invest for three to five years, after which a stock exchange float would take place.”
“Project Inspire – Site rationalisation programme
27. The aim of the site rationalisation programme is to achieve more effective working between staff, originally spread over 15 different sites. After detailed study, the Dstl Board decided to rationalise Dstl’s activities onto three core sites-Porton Down, Fort Halstead and Portsdown West with an enclave at Alvestoke) by 2009. The plan was approved by Ministers in November 2003.
28. Following this, Dstl set up a project to cover the construction needed at Porton Down and Portsdown West to achieve the 3 core site plan and the provision of facilities management for these sites. An invitation to tender for the contract was produced, a preferred bidder selected and detailed contract negotiations concluded.
29. Prior to Serco’s appointment as Preferred Bidder on 10th August 2005 the tender evaluation had resulted in a clear understanding of the 3 bidders’ proposals and how they would impact upon Dstl in due diligence and beyond. As a result the 15-year facilities management contract was awarded to Serco Defence and Aerospace on 24th July 2006.”

But it is in China that Haig has carved out a special niche as a door opener for American companies. The general has been a steadfast advocate for China ever since he led the advance team for President Nixon’s historic 1972 visit. Later, as secretary of state, he earned the respect of the Chinese leadership by holding fast against the powerful Taiwan lobby in Washington. (He saw China as a useful ally in the struggle against the Soviet Union.) Haig continues to speak out for Beijing in his present role. Perhaps the most striking example came when he turned up at Tiananmen Square on October 1, 1989 — four months after the notorious crackdown — to mark the 40th anniversary of the founding of the People’s Republic. The only American to grace the proceedings that evening, Haig knew that the United States and all other Western ambassadors would be boycotting the event, but he shared the podium with Chinese leader Deng Xiaoping, who congratulated him on his courage in appearing.”
“Oliver ‘Buck’ Revell is the FBI’s former Assistant Director who spent 30 years working his way up to the highest rank in career government service. Upon Buck Revell’s retirement in 1994, he founded Revell Group International (RGI), a global network of former senior FBI, security service, intelligence, diplomatic, law enforcement and military officials with a broad range of international business and technical experience. Revell graduated from East Tennessee State University and got his Masters from Temple University in Public Administration. He served four years in the Marines as an aviator and left as a Captain. … In January 1981, Assistant Director Revell was placed in charge of the Administrative Services Division where he was responsible for Personnel, Budget, Finance and Physical and Personnel Security Operations of the FBI. In May 1982, Revell was again placed in charge of the Criminal Investigative Division and given the additional responsibility of planning and implementing the FBI’s newly acquired drug enforcement jurisdiction. In July 1985, Revell was promoted to Executive Assistant Director – Investigations (SES-6) the highest rank in career government service. He served as the Director’s deputy in charge of Criminal Investigative, Counter-Terrorism and Counter-Intelligence activities. He was also responsible for international investigative and liaison activities of the Bureau, including its Legal Attaché and INTERPOL operations. …
On 21 December 1988, shortly before Pan Am Flight 103 took off from London’s Heathrow airport at 18:25 hours, FBI Assistant Director Oliver “Buck” Revell reportedly rushed out onto the tarmac and pulled his son and daughter-in-law off the plane. The Lockerbie bombing was not the first time authorities were warned of an impending terrorist attack. The situation would repeat itself five years later in New York City, and seven years later in Oklahoma. It was an all too eerie coincidence.”
“The five paragraph order or five paragraph field order is a style of organizing information about a military situation for a unit in the field. It is an element of United States Army, United States Marine Corps and United States Navy Seabees of small unit tactics, and similar order styles are used by military groups around the world. An order specifies the instruction to a unit in a structured format that makes it easy to find each specific requirement. The five paragraphs can be remembered with the acronym SMEAC: “S” Situation, “M” Mission, “E” Execution, “A” Administration/Logistics, “C” Command/Signal.”
