CBC News Reclusive U.S. billionaire Robert Mercer helped Donald Trump win the presidency. But what is his ultimate goal?  Mercer’s company, Renaissance Technologies, employs a select group of people who are seemingly capable of making money from nothing.
 
Mercer is not a finance guy; he is a computer scientist. But his research developing speech translation programs through pattern recognition can apparently also be used to discover obscure patterns in the financial markets and make an enormous fortune — as he and his team have done.
Renaissance became what some believe is the greatest hedge fund ever by looking down its nose at the methods of people actually trained in finance.
 
Renaissance is made up of people like Mercer and Magerman — trained in computer science, physics, mathematics and statistics. Instead of poring over prospectuses and profit and loss statements, they apply their sciences to the data that affect markets. It’s called quantitative analysis, and they themselves are known as “quants.”
 
The truly awesome money machine at Renaissance is a private fund called Medallion, which is only open to Renaissance employees. According to a Bloomberg report, “Medallion has pumped out annualized returns of almost 80 per cent a year, before fees.” Even in a bad year, it churns out more than 20 per cent returns.
 
“The people I worked with were great scientists. I mean, we could have solved a lot of important and interesting problems if we’d worked on different things. Instead, we made hundreds of millions of dollars,” said Magerman. He then added with a rueful chuckle, “Whatever.”
 
The Medallion investing formula is secret. “Everything I learned, everything I built, I can’t talk about it, I can’t publish it. I ca’t share my knowledge with other people. As a scientist, I’ve really done nothing.”
 
But in the course of our conversations, Magerman made a provocative observation: The problem that Renaissance Technologies faced trying to predict market behaviour is, he said, essentially the same problem that Cambridge Analytica faces in voter analysis and persuasion.
 
Data analysts are largely skeptical that Cambridge Analytica could have had a decisive impact on the 2016 U.S. election or the Brexit referendum, but Magerman brushes that off with a reminder that so-called experts were also skeptical that computer algorithms could predict financial markets.
 
“They said there is no way they can do that with the data available,” he said. And yet, there’s Medallion, with its unheard-of nearly 80 per cent annualized returns. There’s Cambridge Analytica, on the winning side of two political upsets.
 
And there is Mercer, a brilliant scientist at the helm of both companies.”
 
Cambridge Analytica Facebook Data Theft is a Scandal that Befits the Digital Age

The recent exposure of the dastardly data-mining doings of political consultant firm Cambridge Analytica really shouldn’t come as a surprise.
 
Because as long as there have been men and women craving political power and glory, there have been shadowy characters lurking in the grey areas of the law reaping enormous payouts to help these men and women fulfill their ambitions.
 
Before social media, privacy invasions and data-mining, consulting firms did their work the old-fashioned way. They would hire workers to go door-to-door or tele-market, not only trying to convince voters to choose a certain politician, but also to gain insight into the issues that interest voters’ and shape the most advantageous political message.
 
And if you had to sweeten the pot by greasing a few palms, blackmailing a few bigshots or tearing down a few lawn signs, well, they reasoned, that’s what everyone else was doing.
 
Were these tactics illegal? To political consultants, right or wrong is always beside the point. They’re not interested in abiding by rules, they’re paid to get results. And if you have to break a few laws along the way, you could always invoke the old adage: if you’re not cheating, you’re not trying.
 
It’s no coincidence that Bill Clinton’’ election strategist James Carville, a master practitioner of the dark arts of political consulting, titled his book: All’s Fair: Love, War and Running for President. Or that Ed Rolllins, key advisor for Ronald Reagan in 1984, called his effort: Bare Knuckles and Back Rooms: My Life in American Politics.
These old-fashioned methods, while effective to a point, were terribly time consuming, expensive and needed a lot of manpower. And there was no real way of knowing, at least until election day, whether the efforts paid off.
 
Now, however, with social media tools like Facebook, Twitter, Instagram, Snapchat, WhatsApp, etc., the really hard work is done by the whizkids at their computers. What used to happen behind the scenes in smoke-filled rooms now happens behind the screens in Millennials’ basement apartments.
These digital mercenaries pore over the massive amounts of data (pictures, comments, biographical information, opinions, likes, dislikes, etc) that we feed into social media machine on a daily basis.
People like Christopher Wylie, who worked with Cambridge Analytica before igniting this scandal by going public, would “harvest” all the data available on social media. They’d slice and dice it, eventually building voter profiles that are more accurate, less time-consuming and, most importantly, cost-effective than the old fashioned way of doing business.
 
“We spent millions of dollars harvesting tens of millions of Facebook profiles,” says Wylie of his work with Cambridge Analytica. Profiles which they then sold to interest politicians. And while the Trump campaign is in the eye of the storm, this practice has been going on since at least 2008, as admitted by Carol Davidsen, director of integration and media analytics for Barack Obama’s election run.
Facebook claims it didn’t know this was going on but you get the feeling they’re not really putting their heart into it. “We respected the privacy settings that people had in place. Privacy and data protections are fundamental to every decision we make,” Facebook said in a somewhat lame statement to the Washington Post.
 
Facebook CEO Mark Zuckerberg will now have to answer to the authorities, not only about the fact that they provided a platform for Russian hackers to influence the election, but also explain how all their so-called “privacy” and “data-protection” measures ended up in the hands of the consultants. He’s been summoned by the House of Commons’ Digital, Culture, Media and Sport Committee (U.K) to discuss the Cambridge Analytica case and U.S. Federal Trade Commission about whether Facebook failed to give its users clear notice where their data was going.”
 
CBRNE (pronounced “C-B-R-N-E”) is an acronym for Chemical, Biological, Radiological, Nuclear, and Explosive materials. These materials are very dangerous, and can hurt many people. When they are used on purpose, CBRNE materials are weapons of mass destruction. However, CBRNE events can also happen accidentally.[1] A report from the White House in 2011 said “there is no greater danger to the [United States] than a terrorist attack with a weapon of mass destruction.”[2] Because CBRNE weapons are so dangerous, countries around the world are working on preventing CBRNE attacks, and learning how to react to them if they do happen.[3]
 
The IFF of World War II and Soviet military systems (1946 to 1991) used coded radar signals (called Cross-Band Interrogation, or CBI) to automatically trigger the aircraft’s transponder in an aircraft illuminated by the radar. Radar-based aircraft identification is also called secondary radar in both military and civil usage, with primary radar bouncing an RF pulse off of the aircraft to determine position. George Charrier, working for RCA [RCA GB 1929 became Serco in 1998], filed for a patent for such an IFF device in 1941. It required the operator to perform several adjustments to the radar receiver to suppress the image of the natural echo on the radar receiver, so that visual examination of the IFF signal would be possible.[14]

It’s the name the air transport system has picked up inside the U.S. Marshals Service, which flies a fleet of 13 airplanes on regular routes across the country every day. During the past year, the prisoner airline spent $24 million moving more than 100,000 federal inmates — including 12,000 from San Diego — to and from trials, prisons and medical centers nationwide. … Among the most infamous of its recent travelers were Unabomber suspect Theodore Kaczynski and the men accused in the bombing of the Oklahoma City federal building, Terry Nichols and Timothy McVeigh. Nichols and McVeigh were transported in the dead of night in an operation much akin to a clandestine military operation, Little said. He did not want to go into details but mentioned that a decoy plane was among the ploys used to guard against possible attempts by supporters to free the suspects.
 
Federal officials have always been circumspect about the fine points of prisoner movement. But ConAir soon could gain a higher public profile with the planned release in June of a movie by the same name. In the Disney film, Nicolas Cage plays a hapless prisoner who wanders into a hijack plot aboard a Marshals Service plane carrying a group of high-security inmates.
 
The Hollywood marshals rough up some of the prisoners, and the plane crashes, leaving the real Marshals Service frowning on the silver screen’s invention, said Kristine Marcy, a top official in charge of detentions. …  Prisoners — mostly people being held for entering the country with false documents — are flown from San Diego to Las Vegas, where they are housed in the city jail. They are flown back a few days later for deportation hearings. .. Because of the San Diego jail space problem, there was no holiday break here for ConAir. While flights in other parts of the country were cut back during the Christmas season, San Diego continued its rigorous schedule of two flights every weekday and one each Saturday and Sunday.
 
Marcy said the air transportation system inspires a high level of commitment in its personnel. “People are always willing to be on standby or to work overtime,” she said, noting that the planes are not always used for prisoner transport. After a hurricane flattened parts of the Virgin Islands last year, the prisoner transportation system flew in some of the first reinforcements to help establish law and order, she said.
 
After the Oklahoma City bombing, the airline flew evidence to the FBI crime laboratory in Washington, D.C., she said.
 
With planes crisscrossing the country, traveling through multiple time zones and even venturing around the globe, scheduling and tracking have gone high-tech. It’s all accomplished from a scheduling center in Kansas City, Mo., referred to as the “travel agency” for ConAir. It handles up to 500 electronic requests for flights each day, federal officials say.
 
Flight tracking begins an hour before the first plane takes off. Throughout the day, employees monitor the movements of every plane until the last craft is safely on the ground.
 
On board, a crew of deputy U.S. marshals, aviation enforcement officers and contract guards keeps order in the rear of the plane. Passengers are loaded under high security at a remote area of an airport. Seat assignments are not optional.
 
The planes fly out of a hub in Oklahoma City, the center of the country, making large loops east and west, dropping off and picking up passengers as they land at 40 major cities.
 
The planes also loop along separate West Coast and East Coast circuits.

Performance Management
Within the first 30 days at DTRA, you should work with your Rating Official to develop a performance plan.  The SES performance cycle is October 1 – September 30, annually.  Performance plans are established, monitored, and completed via the DoD Executive Performance Appraisal Tool (EPAT).  EPAT is a CAC enabled web-based performance system.

QinetiQ names missile boss as new chief executive
Defence research group QintiQ names MBDA’s Steve Wadey as new chief executive, replacing Leo Quinn

QinetiQ has named its new chief executive, appointing Steve Wadey of missiles business MBDA, to take over the top job at the defence research group.
 
He will take over the post left vacant by turnaround specialist Leo Quinn, who left FTSE 250-listed QinetiQ to take the reins at embattled infrastructure group Balfour Beatty earlier this month.
Mr Wadey is currently managing director of MBDA UK, which has 3,000 employees and an annual turnover of about £800m.
 
He is also technical director for MBDA’s parent group, which is jointly owned by Airbus Group, BAE Systems and Finmeccanica, and has more than 10,000 staff in six countries.
 
Mark Elliott, chairman of QinetiQ, said: “We are delighted that Steve has agreed to join QinetiQ. We were looking for an outstanding leader with a track record of driving growth, a deep understanding of the defence industry and the technological know-how to lead QinetiQ in the next stage of its [growth] strategy.

In 2001, when defence minister Lewis Moonie announced the creation of QinetiQ, on privatisation of the Defence Evaluation and Research Agency, he said that it would remain a British business based in the UK. The Ministry of Defence would keep a ‘special share’ in the company, and safeguards would be in place to prevent conflicts of interest. In February 2003, the US private equity firm the Carlyle Group acquired a 33.8% share for £42m. Prior to stock market flotation, ownership was split between the MoD (56%), Carlyle Group (31%) and staff (13%). The Carlyle Group was expected to invest for three to five years, after which a stock exchange float would take place.[4]
 
Project Inspire – Site rationalisation programme
27. The aim of the site rationalisation programme is to achieve more effective working between staff, originally spread over 15 different sites. After detailed study, the Dstl Board decided to rationalise Dstl’s activities onto three core sites-Porton Down, Fort Halstead and Portsdown West with an enclave at Alvestoke) by 2009. The plan was approved by Ministers in November 2003.

Following this, Dstl set up a project to cover the construction needed at Porton Down and Portsdown West to achieve the 3 core site plan and the provision of facilities management for these sites. An invitation to tender for the contract was produced, a preferred bidder selected and detailed contract negotiations concluded.

The City of London Police has closed an investigation into Serco’s prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.
The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.
 
However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.
 
“The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company,” the firm said in a statement.
 
The Ministry of Justice had said it would end the contract immediately if the firm’s board was found to have done wrong.”

UK’s Crime Squad picks face-recognition tech

LONDON, England (IDG) — Imagis Technologies Inc. [Chairman Buck Revell] and Serco Group PLC are working with the UK’s National Crime Squad (NCS) to develop a facial-recognition application for use in crime fighting.
 
The squad is working on a national database based on Imagis ID-2000 facial-recognition technology to use as a tool for keeping track of convicted pedophiles and other criminals, Imagis announced at the Biometrics 2001 Conference here on Thursday.
