ii) The attack on up to 11 people who were treated for nose bleeds and burning sensations after a letter was opened at the Marine Corps headquarters base in Virginia on 27 February 2018 where, apparently, the Novichoc powder had been detoxified by Northwestern University’s Metal organic frameworks for the catalytic detoxification of chemical warfare nerve agents US20170128761A1;

iii) The so-called Amerithrax attacks within the United States over the course of several weeks beginning on September 18, 2001 after letters containing anthrax spores weaponized with Evonik Degussa GmbH’s subsequently-patented Pyrogenic silicon dioxide powder and dispersion thereof US7534409B2 were mailed to several news media offices and two Democratic U.S. Senators (Tom Daschle and Patrick Leahy), killing 5 people and infecting 17 others.

McConnell claims that Serco’s CAI private equity group appears to have appointed Bob Paulson and Brenda Lucki as past and present Commissioners of the Royal Canadian Mounted Police to manipulate public perceptions of phony investigations into the serial killings of up to 60 aboriginal women at the Pickton pig farm in British Columbia between 1996 and 2002; the online gaming, pay-per-view snuff-film and child-pornography operations of Starnet Communications in Vancouver between 1996 and 1999; the alleged United Nations peacekeepers’ operation of a child sex ring in Haiti from 2004 to 2007, and the apparent attempt by Clinton friend Laura Silsby – arrested at the Haitian border after the Haitian Earthquake of 2010 with 9 other co-conspirators – to smuggle 33 children out of the country without documentation whereupon Bill Clinton brokered a deal to get 8 of traffickers released and Silsby’s sentence reduced to 6 months of jail time.

McConnell claims that Serco’s CAI private equity group appears to be using Dr. Pamela Drew – Serco director and former Assistant Professor of Computer Science at the Hong Kong University of Science (1992-1996) – to mentor patentee projects at Boeing Phantom Works, Northrop Grumman, TASC and ITT Exelis on the federal bridge certification authority (FBCA) networks and inject the fake news which has allegedly allowed the Greek Life associates of Bill Clinton (Phi Beta Kappa) and Wilbur Ross (Kappa Beta Phi) to conceal betting on body counts at mass-casualty events with Howard Lutnick’s Real-time interactive wagering on event outcomes CA 2460367 A and various online patented devices including:

McConnell reminds you that Buck Revell (warned by Serco’s Rothschild bankers?) is reported to have pulled his son and daughter-in-law off Pan Am Flight 103 just before takeoff from London’s Heathrow airport at 18:25 hours on 21 December 1988 (after McConnell told his sister how to drone Conair aircraft in the event of a prisoner mutiny) and saved them from a SMEAC* bombing event over Lockerbie, Scotland at 19:02:50 with a body count of 270 = 243 passengers + 16 crew + 11 people on the ground.

The 2001 anthrax attacks, also known as Amerithrax from its Federal Bureau of Investigation (FBI) case name, occurred within the United States over the course of several weeks beginning on September 18, 2001, one week after the September 11 attacks. Letters containing anthrax spores were mailed to several news media offices and two Democratic U.S. Senators (Tom Daschle and Patrick Leahy), killing 5 people and infecting 17 others. According to the FBI, the ensuing investigation became “one of the largest and most complex in the history of law enforcement.”[1]
A major focus in the early years of the investigation was a bio-weapons expert named Steven Hatfill, who was eventually exonerated. Another suspect, Bruce Edwards Ivins, became a focus of investigation around April 4, 2005. Ivins was a scientist who worked at the government’s biodefense labs at Fort Detrick in Frederick, Maryland. On April 11, 2007, Ivins was put under periodic surveillance and an FBI document stated that “Bruce Edwards Ivins is an extremely sensitive suspect in the 2001 anthrax attacks.”[2] On July 29, 2008, Ivins committed suicide with an overdose of acetaminophen.[3]

Abstract
An elliptic curve random number generator avoids escrow keys by choosing a point Q on the elliptic curve as verifiably random. An arbitrary string is chosen and a hash of that string computed. The hash is then converted to a field element of the desired field, the field element regarded as the x-coordinate of a point Q on the elliptic curve and the x-coordinate is tested for validity on the desired elliptic curve. If valid, the x-coordinate is decompressed to the point Q, wherein the choice of which is the two points is also derived from the hash value. Intentional use of escrow keys can provide for back up functionality. The relationship between P and Q is used as an escrow key and stored by for a security domain. The administrator logs the output of the generator to reconstruct the random number with the escrow key.

At the heart of digital security is the concept of encryption – making information indecipherable to anyone who doesn’t have the right passcode. 
For years, many wondered why the NIST in America and CSEC in Canada would continue to give their official blessing to a compromised algorithm. Last year, a potential answer to that question emerged, when documents leaked by Edward Snowden revealed the NSA to be a holder of the Dual_EC secret keys – essentially, allowing the spy agency to crack the encryption at will. In addition, a Reuters report in December revealed that the NSA had paid RSA Security LLC $10-million to continue making Dual_EC the default form of encryption on its products.
 
In BlackBerry’s case, an NIST  fact sheet shows the company implemented the algorithm as part of its cryptography toolkit for its BlackBerry 10 Enterprise service, among other products. But BlackBerry’s relationship with Dual_EC is even closer than other companies. In 2009, the company purchased Certicom – in the process acquiring the patent that forms the basis for the Dual_EC algorithm.”

Financial Interest Disclosure

Defense Talent Management System (DTMS
SES in the DoD are required to participate in the Defense Talent and Succession Management (T&SM) process.  The T&SM panel annually assesses competencies available in the career SES corps, reviews/ recommends individual executive development needs, and slates candidates for all Tier 2 and 3 positions.  SES career biographies, position information, and career goals are maintained on the DTMS website.
Performance Management
Within the first 30 days at DTRA, you should work with your Rating Official to develop a performance plan.  The SES performance cycle is October 1 – September 30, annually.  Performance plans are established, monitored, and completed via the DoD Executive Performance Appraisal Tool (EPAT).  EPAT is a CAC enabled web-based performance system.
Executive Development Plans (EDPs)
SES members are expected to participate in leadership development training and other activities for career growth/personal development.  Executive Development Plans are used to document your training/ leadership activities over a 3-year period.  Progress is reviewed in conjunction with the performance management cycle.”

QinetiQ names missile boss as new chief executive
Defence research group QintiQ names MBDA’s Steve Wadey as new chief executive, replacing Leo Quinn

QinetiQ has named its new chief executive, appointing Steve Wadey of missiles business MBDA, to take over the top job at the defence research group.
 
He will take over the post left vacant by turnaround specialist Leo Quinn, who left FTSE 250-listed QinetiQ to take the reins at embattled infrastructure group Balfour Beatty earlier this month.
 
Mr Wadey is currently managing director of MBDA UK, which has 3,000 employees and an annual turnover of about £800m.
 
He is also technical director for MBDA’s parent group, which is jointly owned by Airbus Group, BAE Systems and Finmeccanica, and has more than 10,000 staff in six countries.
Mark Elliott, chairman of QinetiQ, said: “We are delighted that Steve has agreed to join QinetiQ. We were looking for an outstanding leader with a track record of driving growth, a deep understanding of the defence industry and the technological know-how to lead QinetiQ in the next stage of its [growth] strategy.

In 2001, when defence minister Lewis Moonie announced the creation of QinetiQ, on privatisation of the Defence Evaluation and Research Agency, he said that it would remain a British business based in the UK. The Ministry of Defence would keep a ‘special share’ in the company, and safeguards would be in place to prevent conflicts of interest. In February 2003, the US private equity firm the Carlyle Group acquired a 33.8% share for £42m. Prior to stock market flotation, ownership was split between the MoD (56%), Carlyle Group (31%) and staff (13%). The Carlyle Group was expected to invest for three to five years, after which a stock exchange float would take place.[4]
 
Catalyst Destroys Common Toxic Nerve Agents Quickly

EVANSTON, Ill. — Northwestern University scientists have developed a robust new material, inspired by biological catalysts, that is extraordinarily effective at destroying toxic nerve agents that are a threat around the globe. First used 100 years ago during World War I, deadly chemical weapons continue to be a challenge to combat.
 
The material, a zirconium-based metal-organic framework (MOF), degrades in minutes one of the most toxic chemical agents known to mankind: Soman (GD), a more toxic relative of sarin. Computer simulations show the MOF should be effective against other easy-to-make agents, such as VX.
 
The catalyst is fast and effective under a wide range of conditions, and the porous MOF structure can store a large amount of toxic gas as the catalyst does its work. These features make the material promising for use in protective equipment worn by soldiers, such as gas masks, and for destroying stockpiles of chemical weapons, such as those currently building up in Syria.
 
“This designed material is very thermally and chemically robust, and it doesn’t care what conditions it is in,” said chemist Omar K. Farha, who led the research. “The material can be in water or a very humid environment, at a temperature of 130 degrees or minus 15, or in a dust storm. A soldier should not need to worry about under what conditions his protective mask will work. We can put this new catalyst in rugged conditions, and it will work just fine.”
MOFs are very porous, so they can capture, store and destroy a lot of the nasty material, Farha said, making them very attractive for defense-related applications.
 
The study, the first to demonstrate zirconium MOFs as effective weapons against nerve agents, will be published March 16 by the journal Nature Materials.
 
“Simple changes to the nerve agent’s molecular structure can change something that can kill a human into something harmless,” said Farha, a research professor of chemistry in the Weinberg College of Arts and Sciences. “GD and VX are not very sophisticated agents, but they are very toxic. With the correct chemistry, we can render toxic materials nontoxic.”
 
Metal-organic frameworks are well-ordered, lattice-like crystals. The nodes of the lattices are metals, and organic molecules connect the nodes. Within their very roomy pores, MOFs can effectively capture gases, such as nerve agents.
 
The Northwestern MOF, called NU-1000, has nodes of zirconium — the active catalytic site where all the important chemistry takes place. The organic ligand gives the material its important structure by connecting the nodes, but it does not participate in the catalysis of the nerve agent.
 
The zirconium node selectively clips the phosphate-ester bond in the nerve agent, rendering it innocuous. With the critical bond broken, the rest of the molecule is left alone. The bond is broken through the process of hydrolysis, a reaction involving the breaking of a molecule’s bond using water. The MOF can use the humidity in the air.
 
In their study, the researchers first tested their catalyst against a GD simulant, called DMNP, and found the MOF degraded half of the target in less than 1.5 minutes. Next, they tested the MOF against GD and found the catalyst degraded half of the nerve agent in less than three minutes. These half-lives are very impressive, Farha said, and show how well the catalyst is working.
 
They also tested the zirconium cluster alone, without the cluster being in the MOF structure, and the catalyst was not as effective at degrading the nerve agent. This shows the importance of the MOF scaffold.
 
The research team’s experimental and computational results suggest that the extraordinary activity of NU-1000 comes from the unique zirconium node and the MOF structure that allows the material to engage with more of the nerve agent and to destroy it. The researchers expect the MOF to be effective against other easy-to-make chemical warfare agents with phosphate-ester bonds, such as VX.
 
NU-1000 is inspired by the enzyme phosphotriesterase, which is found in bacteria. The natural enzyme has two zinc ions bridged by a hydroxyl group as the active catalytic site. Farha and his colleagues wanted to make a much more potent and stable catalyst, so they used zirconium ions instead of zinc.
 
“We are learning from nature, but trying to do better by making more robust materials,” “Farha said. “The natural enzyme does precisely the same chemistry, but its lifetime is very short — it cannot survive under the conditions soldiers are deployed in.”
 
Even though the synthetic catalyst yields the same weapons-degradation product as the enzyme, it does so by a means that is much less dependent on the exact structure and composition of the chemical weapon target. The next step, therefore, is to determine the extent to which the artificial catalyst functions as a broad-spectrum catalyst.
 
Farha added, “Our catalyst is fantastic compared to other catalysts, but there is still more work to be done.”

27. The aim of the site rationalisation programme is to achieve more effective working between staff, originally spread over 15 different sites. The present invention pertains to communications systems and more particularly to remote control and location of elements in particular remote areas.
 
For monitoring and controlling elements and events from a remote area to a control center point-to-point fixed communications by wire line or radio frequency (RF) devices is employed. Data is often transmitted from the remote area to the control center where it is processed and displayed. Subsequently, commands for the elements or events may be transmitted back from the control center to the remote area via control devices on these point-to-point communications. Such conditions often required that control centers be located in proximity to the events and elements they were monitoring. Monitoring events and elements in many locations often required many control centers which may be linked through elaborate networks.
 
Examples of such systems with the above characteristics include military training ranges, prisoner monitoring, asset monitoring and police and fire coordination efforts. People participating in or controlling events or elements requiring monitoring for movement, etc. may include a communication device such as a radio for transmitting and receiving information from a control center or an RF activated device for monitoring the movement of elements.
 
The operation of such control centers are typically to gather information from sensors or personnel; process this information; and relay some command or activity back to the transmitting person or element. Often in fixed bounded areas it is highly desirable for the control center to know the location of the person or element to be instructed. For example, applying these requirements to the situations mentioned above may include the movement and monitoring of battle results for soldiers in a training range; location monitoring and control of prisoners; asset monitoring and management for transportation in warehouse operations; asset monitoring throughout movement; control of and coordination of police efforts at particular events and control of fire fighters in a coordinated effort to fight particular fires.
 
The greater the number of remote locations the control center has to monitor, the greater the problems of these communications. This is particularly true where events might happen worldwide and require common analysis and control.
 
Accordingly, it would be advantageous to have a common control center for monitoring, controlling and locating people and elements within particular bounded areas and provide a communication link for return instructions or commands.

“Police drop investigation into Serco prisoner transport contract

The City of London Police has closed an investigation into Serco’s prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.
 
The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.
 
However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.
 
“The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company,” the firm said in a statement.
The Ministry of Justice had said it would end the contract immediately if the firm’s board was found to have done wrong.”

UK’s Crime Squad picks face-recognition tech

LONDON, England (IDG) — Imagis Technologies Inc. [Chairman Buck Revell] and Serco Group PLC are working with the UK’s National Crime Squad (NCS) to develop a facial-recognition application for use in crime fighting.
 
The squad is working on a national database based on Imagis ID-2000 facial-recognition technology to use as a tool for keeping track of convicted pedophiles and other criminals, Imagis announced at the Biometrics 2001 Conference here on Thursday.
