Open letter from the Cloud Centric Crime Scene Investigators of Abel Danger

March 10, 2018

Dear General Kelly:

Please accept Brief 234 from Field McConnell – United States Marine Corps whistle-blower and Global Operations Director of Abel Danger (AD) – on Serco‘s CAI private equity investors including the late General Alexander Haig, 7th SACEUR and former director of Interneuron Pharmaceuticals, MGM Mirage, AOL and UTC; Yves Fortier, Rhodes Scholar and former Nortel director, and Frank McKenna, the alleged Toronto-Dominion Bank signatory to $1.8 million in “Clinton Cash”, a former Canadian Ambassador to the United States, a former interim chairman of CanWest Global Communications and a former member of the Canadian advisory board of the Carlyle Group, who, McConnell claims, placed Serco agents in the U.S. Patent and Trademark Office and the post-privatization arms of the UK government agency, Defence Evaluation and Research Agency (DERA), to develop QinetiQ North America Inc.’s Social engineering protection appliance US9123027B2 and manipulate public perceptions of phoney crime-scene investigations for example the investigations into recent nerve gas attacks on …

i) Kim Jong-nam, the estranged half-brother of North Korean leader Kim Jong-un, who was attacked in a Malaysian airport in February 2017 when two women approached him and smeared his face with a VX nerve agent originally patented at Porton Down but apparently presented in Malaysia as a partial by-product of Lewis and Clark College’s Degradation of phosphate esters US9024106B2 including VX, VE, VG, VM, GB, GD, GA, GF, parathion, paraoxon, triazophos, oxydemeton-methyl, chlorpyrifos, fenitrothion and pirimiphos-methyl, representing both chemical warfare agents as well as pesticides and insecticides. At the time of the attack, Kim was carrying the antidote to the nerve agent that killed him, as well as $124,000 in cash.

ii) Sergei Skripal, a retired Russian military intelligence colonel who spied for Britain, and his daughter Yulia Skripal, who were poisoned in a Salisbury shopping centre on March 4, 2018 with what appears to be a by-product of Quadrex Hps Inc.’s Method of and apparatus for removing chemical nerve agents such as tabun, sarin and soman from a cleaning solvent US 4842746 A.

McConnell claims that Serco‘s CAI private equity group appears to have appointed Bob Paulson and Brenda Lucki as past and present Commissioners of the Royal Canadian Mounted Police to manipulate public perceptions of phoney investigations into the serial killings of up to 60 aboriginal women at the Pickton pig farm in British Columbia between 1996 and 2002; the online gaming, pay-per-view snuff-and child-pornography operations of Starnet Communications in Vancouver between 1996 and 1999; the alleged United Nations peacekeepers’ operation of a child sex ring in Haiti from 2004 to 2007, and the apparent attempt by Clinton friend Laura Silsby – arrested at the Haitian border after the Haitian Earthquake of 2010 with 9 other co-conspirators – to smuggle 33 children out of the country without documentation whereupon Bill Clinton brokered a deal to get 8 of traffickers released and Silsby’s sentence reduced to 6 months of jail time.

McConnell claims that Serco‘s CAI private equity group appears are using Dr. Pamela Drew – Serco director and former Assistant Professor of Computer Science at the Hong Kong University of Science (1992-1996) – to mentor patentee projects at Boeing Phantom Works, Northrop Grumman, TASC and ITT Exelis on the federal bridge certification authority (FBCA) networks and allow the Greek Life associates of Bill Clinton (Phi Beta Kappa) and Wilbur Ross (Kappa Beta Phi) to bet on body counts at mass-casualty events with Howard Lutnick’s Real-time interactive wagering on event outcomes CA 2460367 A and sabotage crime scene investigations with various online patented devices including:

1. US Secretary of Navy’s Onion routing network for securely moving data through communication networks US6266704B1 to protect Internet initiators and responders against both eavesdropping and traffic analysis by the Marine Corps Intelligence Activity;

2. Nortel’s Method for efficient management of certificate revocation lists and update information US 5699431 A to stand down security prior to the spoliation of evidence of murder for hire, assassination and sabotage;

3. Motorola’s Remote control and location system US6148196A to deploy patsies suitably medicated for homicide or suicide with psychotropic drugs; and,

4. Two-way wireless system for financial industry transactions US 6539362 B1 to ‘drift’ proceeds of crimes including Clinton body-count wagering, dead-peasant life insurance, murder for hire, money laundering, drug-induced snuff film production (cf. Starnet Communications and the BC Pig Farm) and child pornography into Marcy’s DOJ Asset Forfeiture Funds and various accounts of Con Air junket operators, promoters (late Stephen Paddock!) and players networked by Serco CAI.

McConnell claims that Serco has covertly hired Kristine Marcy (McConnell’s sister and founder of the U.S. Senior Executive Service (SES), a USMS prisoner medical-services program and Con Air (JPATS) ) and Oliver ‘Buck’ Revell (former Marine Corps Captain and the former Executive Director (SES-6) for FBI Criminal Investigative, Counter-Terrorism and Counter-Intelligence activities) to blackmail patsies and witnesses into silence with Vancouver-based Imagis Technologies’ face-recognition software and acquire death pool data from crime scene with patented devices including ..

a) Con Air Prisoner tracking and warning system and corresponding methods US6054928A

b) Tencent (BVI)’s Instant messaging system and method US20090187835A1 to feed time stamped body count data to Chinese death pool junkets and Clinton’s Greek Life friends.

McConnell reminds you that Buck Revell (warned by Serco‘s Rothschild bankers?) is reported to have pulled his son and daughter-in-law off Pan Am Flight 103 just before takeoff from London’s Heathrow airport at 18:25 hours on 21 December 1988 (after McConnell told his sister how to drone Conair aircraft in the event of a prisoner mutiny) and saved them from a SMEAC* bombing event over Lockerbie, Scotland at 19:02:50 with a body count of 270 = 243 passengers + 16 crew + 11 people on the ground.

*Serco‘s digital fires instructors at USMC Base Camp Pendleton have allegedly corrupted the Marine Corps SMEAC briefing protocols into Situation, Mission, Execution, Ambush, Cover-up!

With this, the 234th Kelly public briefing, we have given ample opportunities for Con Air Marcy and Serco agents to rebut our allegations of fraud upon patentees registered at the U.S. Patent and Trademark Office including Lewis and Clark College, Quadrex Hps Inc., the US Secretary of Navy, Howard Lutnick, Tencent (BVI), Motorola, Nortel, Boeing, ITT Exelis (HQ in WTC#7!), and their extorted roles in assassinations, murder for hire and mass-casualty events.

We now ask you to have McConnell’s sister Kristine “Con Air” Marcy and Serco director Dr. Pamela Drew questioned in re RICO crimes apparently involving body-count betting on the federal bridge and have former Marine Corps Captain, Oliver ‘Buck’ Revell charged in the appropriate court under 18 U.S.C. § 2382 – Misprision of treason or 18 U.S.C. § 1958 – Murder-for-hire.

“Qinetiq (/kɪˈnɛtɪk/ as in kinetic; styled as QinetiQ) is a British multinational defence technology company headquartered in Farnborough, Hampshire. It is the world’s 52nd-largest defence contractor measured by 2011 defence revenues, and the sixth-largest based in the UK.[2]

It is the part of the former UK government agency, Defence Evaluation and Research Agency (DERA), which was privatised in June 2001. The remainder of DERA was renamed Dstl. It has major sites at Farnborough, Hampshire, MoD Boscombe Down, Wiltshire, and Malvern, Worcestershire, former DERA sites. It has made numerous acquisitions, primarily of United States-based companies.

It is listed on the London Stock Exchange and is a constituent of the FTSE 250 Index.

Name[edit]

“Qinetiq” is an invented name.[3] “Qi” is supposed to reflect the company’s energy, “net” its networking ability, and “iq” its intellectual resources.[3]

History[edit]

Early years[edit]

In 2001, when defence minister Lewis Moonie announced the creation of QinetiQ, on privatisation of the Defence Evaluation and Research Agency, he said that it would remain a British business based in the UK. The Ministry of Defence would keep a ‘special share’ in the company, and safeguards would be in place to prevent conflicts of interest. In February 2003, the US private equity firm the Carlyle Group acquired a 33.8% share for £42m. Prior to stock market flotation, ownership was split between the MoD (56%), Carlyle Group (31%) and staff (13%). The Carlyle Group was expected to invest for three to five years, after which a stock exchange float would take place.[4]”

“Ex-Russian spy attacked with unknown nerve agent. Here are the top 5 deadly poisons
Fabian Schmidt, Deutsche Welle Published 11:28 a.m. ET March 9, 2018
British investigators have confirmed that double agent Sergei Skripal was poisoned with an unusual nerve agent. They have not disclosed what kind of poison they found.

Here are the top five substances political regimes have used in the past – or may use– to kill people.

Polonium 210

Russian agents used the radioactive element to poison former FSB agent Alexander Litvinenko in London in 2006, British investigators say. Former Russian spy-colleagues met him there and poured the substance into his tea. It took 23 days between the day when he was hospitalized and his death.

More: Ex-Russian spy Sergei Skripal: What we know about his poisoning

More: Russian ex-spy and daughter poisoned with nerve agent, police say

More: Who is Sergei Skripal? Russian spy found unconscious in English park sparks intrigue

The substance has a half life of 138 days. It is almost impossible to detect if the investigation starts too late. However, the main reason why many investigators may fail to detect it is that they simply don’t look for it. Polonium can not be bought on the market. In nature, it only appears in marginal quantities as a product of radioactive decay.

Only nuclear powers are able to produce Polonium in quantities that could be used to kill. In order to produce the lethal dose of 100 nanograms, one would need several hundred kilograms of raw uranium ore. In a nuclear reactor, one could generate Polonium by bombarding bismuth with neutrons.

Handling polonium is not very dangerous for the killer. The element is a strong ionizing alpha emitter. When sealed in any packaging, it is actually rather safe. The radioactivity will not even penetrate a sheet of paper.

However, if inhaled or ingested – like in the tea – it damages the stomach lining, destroys leukocytes in the blood and results in anemia. Also, it destroys stem cells and prevents them from multiplying. Finally, the victim will die within a few days or weeks.

Ricin

Ricin is one of the most dangerous poisons in the world. Just a few milligrams of the naturally occurring carbohydrate-binding protein are enough to kill someone when injected, swallowed or inhaled. It can be extracted from the seeds of the castor oil plant Ricinus communis.

In the body, Ricin prevents the production of essential proteins. As a result, the central nervous system, kidneys, liver and other organs will fail. Death by multiple organ failure or cardiovascular shock will occur within a few days.

Ricin became famous in the Georgi Markov umbrella murder case. A Bulgarian communist agent fired a tiny bullet with the substance into the defector’s leg in 1978 in London. Markov died three days later. Investigators at the time suggested that the Soviet agency KGB may have provided the poison.

It is plausible that Bulgarian dictator Todor Zhivkov ordered the assassination of the writer, because Markov published biting details about the primitive realities and low culture of the innermost top circles of the communist regime. His sarcastic broadcasts on western media, including the BBC, RFE and DW, were popular with listeners in Bulgaria.

VX

More recently, on February 13, 2017, two women sprayed the nerve agent VX into the face of Kim Jong Nam, killing the half-brother of North Korea’s dictator, Kim Jong Un. The assassination took place at the Kuala Lumpur International Airport. Kim Jong Nam died on the way from the airport clinic to another hospital shortly after the attack.

The two women were from Vietnam and Indonesia and claim that they did not know that the spray included the nerve agent and that they were made to believe that they were part of a candid-camera prank. Investigators believe that Kim Jong Un ordered the assassination.

VX is the most dangerous known chemical nerve agent. Only 0.4 milligram of the substance is enough to kill a full-grown man. The poison can even permeate the skin, with 8.6 milligrams enough to kill.

Chemist Ranajit Gosh discovered the substance in the 1950s when researching on pesticides in the laboratories of the British Imperial Chemical Industries.

A related substance called VG was used as a pesticide under the name Amiton – but only for a short period. During the Cold War, the United States started mass producing VX. The Soviet Union produced a related nerve agent VR, known as “Russian VX.”

The nerve agent has been banned under the 1997 Chemical Weapons Convention. North Korea is not a signatory.

Other historic incidents in which VX was used include the 1988 mass killing of roughly 5.000 Kurdish civilians by the forces of Iraqi dictator Saddam Hussein in the town of Halabja and the 1995 subway terror attack by Japanese sect leader Shako Asahara, who killed 13 people and injured more than 1,000 with VX.

Botox

The poison, produced by Clostridium Botulinum is mainly known from cosmetics and food poisoning. The bacteria is ubiquitous, but can only develop and multiply in an environment without oxygen. That’s why it occurs in spoiled salami. Botox is similar to the toxin at work in a tetanus infection.

It is a neurotoxic protein, which blocks the transmission of signals by the nerve cells. This results in a paralysis of the vegetative nerve system and muscle weakness. A paralysis of the lung function can be fatal. 0.3 microgram of Botox can kill a grown adult man. In cosmetics, Botox is used to reduce the effect of wrinkles. But the use is controversial.

Botox is considered a potential biological weapon. The main concern is that it could be used in bioterrorism. Iraq under Saddam Hussein had a program for producing Botox as a weapon of war.

According to Cuban secret service head Fabian Escalante’s Book “Executive Action”, the CIA or Cuban exiles were planning to kill Fidel Castro once with a Botox contaminated cigar. That claim can not be independently confirmed, however.

BTX

Batrachotixin is another extremely powerful neurotoxine. It is a steroidal alkaloid produced by poison dart frogs. 0,2 grams are enough to kill a human. The toxin causes arrhythmias and ventricular fibrillation in heart muscles, resulting in a cardiovascular arrest.

It is not possible to keep poison dart frogs in captivity and then produce the toxin, however. Only in their native habitat in the Central and South American rainforests are the animals able to produce the toxin. It is believed that the frogs can only develop the poison as a result of digesting certain beetles and insects.

Also, one would need thousands of the frogs to produce enough BTX to kill a human. Furthermore, they are an endangered species. Therefore, for any nasty dictatorship it would probably not be feasible to use BTX as a weapon, and no such cases are known. It would probably be easier to get your hands on snake venom.

“Francis Joseph “Frank” McKenna, PC OC ONB QC (born January 19, 1948) is a Canadian businessman and former politician and diplomat. He is currently Deputy Chairman of the Toronto-Dominion Bank. He served as Canadian Ambassador to the United Statesfrom 2005 to 2006.[1] He served as the 27th Premier of New Brunswick from 1987 to 1997, winning every seat in the province in his first election.[2]

His membership on the Canadian advisory board of the Carlyle Group drew adverse media attention; the media ceased pursuing the issue when McKenna explained that the board was established to advise on a Canadian investment fund that the group never created and that the board had never become active. Following the announcement of his appointment as Canadian ambassador to Washington, he resigned his position as counsel at law firms including McInnes Cooperand Osler, Hoskin & Harcourt, as well as all positions on corporate boards including his role as interim chairman of the board of CanWest Global Communications, a post he assumed upon the death of its founder and chairman Israel Asper.

Frank McKenna was appointed as Deputy Chair, TD Bank Financial Group effective May 1, 2006.[9] McKenna is responsible for helping to build long-term business relationships that support TD’s growth strategy in Canada and the United States.

McKenna is responsible for supporting the company in its customer acquisition strategy, particularly in the areas of wholesale and commercial banking. In addition, he is responsible for representing TD as it works to expand its North American presence as one of the continent’s ten largest banks, as measured by market capitalization.

Frank McKenna is referred to in the book “Clinton Cash” by Peter Schweizer. The majority of the reference is regards to the Keystone Pipeline decision making process. Hillary Clinton serving as secretary of State in the United States, and the monetary involvement with TD Bank in Canada is described in depth. The book describes TD Bank, with Frank McKenna as vice chairman, as having “paid Bill more than any other financial institution for Lectures. More than Goldman Sachs, UBS, JPmorgan, or anyone on Wall Street”. Quoting from the book, “TD Bank paid Bill $1.8 million for ten speeches over a roughly two-and-half-year period from late 2008 to mid-2011.”

“At several of the speeches, (Bill) Clinton was introduced, or interviewed by TD Bank vice chairman Frank McKenna. Frank McKenna is described as a “good friend of both Bill and Hillary Clinton”.[10]”

“Project Inspire – Site rationalisation programme

27. The aim of the site rationalisation programme is to achieve more effective working between staff, originally spread over 15 different sites. After detailed study, the Dstl Board decided to rationalise Dstl’s activities onto three core sites-Porton Down, Fort Halstead and Portsdown West with an enclave at Alvestoke) by 2009. The plan was approved by Ministers in November 2003.

28. Following this, Dstl set up a project to cover the construction needed at Porton Down and Portsdown West to achieve the 3 core site plan and the provision of facilities management for these sites. An invitation to tender for the contract was produced, a preferred bidder selected and detailed contract negotiations concluded.

29. Prior to Serco’s appointment as Preferred Bidder on 10th August 2005 the tender evaluation had resulted in a clear understanding of the 3 bidders’ proposals and how they would impact upon Dstl in due diligence and beyond. As a result the 15-year facilities management contract was awarded to Serco Defence and Aerospace on 24th July 2006.”

“Prisoner tracking and warning system and corresponding methods US6054928A
Abstract
A system and method for tracking, monitoring and learning prisoner or parolee behavior involves obtaining prisoner or parolee data and monitoring data for at least one individual prisoner or parolee, storing the prisoner or parolee data and monitored data into a database, learning prisoner or parolee behavior from the prisoner or parolee data and the monitored data in the database, and updating the prisoner or parolee data and the monitored data in the database. “Remote control and location system US6148196A
Abstract
A system for transmitting instructions from a master control facility (50) to a number of remotely located player units (11-14). The remotely located player units communicate through a mobile cell site (10). Cellular communication links (16) are provided to link the remote units (11-14) to cell site (10). Cell site (10) is linked to a satellite arrangement (20) via a communication link (21). The master control facility is linked to the satellite arrangement via communication link (23).

…. BACKGROUND OF THE INVENTION

The present invention pertains to communications systems and more particularly to remote control and location of elements in particular remote areas.

For monitoring and controlling elements and events from a remote area to a control center point-to-point fixed communications by wire line or radio frequency (RF) devices is employed. Data is often transmitted from the remote area to the control center where it is processed and displayed. Subsequently, commands for the elements or events may be transmitted back from the control center to the remote area via control devices on these point-to-point communications. Such conditions often required that control centers be located in proximity to the events and elements they were monitoring. Monitoring events and elements in many locations often required many control centers which may be linked through elaborate networks.

Examples of such systems with the above characteristics include military training ranges, prisoner monitoring, asset monitoring and police and fire coordination efforts. People participating in or controlling events or elements requiring monitoring for movement, etc. may include a communication device such as a radio for transmitting and receiving information from a control center or an RF activated device for monitoring the movement of elements.

The operation of such control centers are typically to gather information from sensors or personnel; process this information; and relay some command or activity back to the transmitting person or element. Often in fixed bounded areas it is highly desirable for the control center to know the location of the person or element to be instructed. For example, applying these requirements to the situations mentioned above may include the movement and monitoring of battle results for soldiers in a training range; location monitoring and control of prisoners; asset monitoring and management for transportation in warehouse operations; asset monitoring throughout movement; control of and coordination of police efforts at particular events and control of fire fighters in a coordinated effort to fight particular fires.

The greater the number of remote locations the control center has to monitor, the greater the problems of these communications. This is particularly true where events might happen worldwide and require common analysis and control.

Accordingly, it would be advantageous to have a common control center for monitoring, controlling and locating people and elements within particular bounded areas and provide a communication link for return instructions or commands.

“Police drop investigation into Serco prisoner transport contract
The outsourcing group said there was no evidence of individual or corporate wrongdoing
By Marion Dakers
7:42AM GMT 19 Dec 2014
The City of London Police has closed an investigation into Serco‘s prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.

The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.

However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.

“The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company,” the firm said in a statement.

The Ministry of Justice had said it would end the contract immediately if the firm’s board was found to have done wrong.

“Method for efficient management of certificate revocation lists and update information
US 5699431 A
ABSTRACT
A method which allows implementation of the revocation of public-key certificates facilitates engineering of certificate revocation lists (CRLs). It solves the practical problem of CRLs potentially growing to unmanageable lengths by allowing CRLs to be segmented, based on size considerations or priority considerations related to revocation reasons. The method is used to distribute CRL information to users of certificate-based public-key systems. It is also applied more generally to update any field in a certificate by reference to a secondary source of authenticated information.

“DXer said July 7, 2017 at 8:23 am Is it fair to say that the FBI [Robert Mueller] had known since 2001 that Rauf Ahmad had presented at the Porton Down conference on his isolation of anthrax? If it takes years for the FBI to retrieve even the contemporaneous notes from Bruce Ivins’ relevant notebook, what’s the likelihood that it even had the documents relating to this presentation by Ayman Zawahiri’s infiltrating scientist, let alone have it in a storage in a manner retrievable by the relevant analyst. The FBI’s inability to “connect the dots” relates to its collection and management of information, and its ability to retrieve and organize that information. In Amerithrax, that ability was totally destroyed by compartmentalization. CYA instincts reared their head in numerous ways. “Robert Swan Mueller III (/ˈmʌlər/; born August 7, 1944) is an American lawyer and civil servant who was the sixth Director of the Federal Bureau of Investigation (2001–13).[3] A Republican, he was appointed by President George W. Bush; and his original ten-year term was given a two-year extension by President Barack Obama, making him the longest-serving FBI director since J. Edgar Hoover. He is currently head of the Special Counsel investigation of Russian interference in the 2016 United States elections.

A graduate of Princeton University, Mueller served as a Marine Corps officer during the Vietnam War, receiving the Bronze Star Medal with Combat “V” for heroism and the Purple Heart Medal. After graduating from the University of Virginia School of Law(1973), he worked at a private firm [litigator at the firm Pillsbury, Madison and Sutro in San Francisco until 1976] in San Francisco for three years until his appointment as an Assistant U.S. Attorney (AUSA) in the same city. Prior to his appointment as FBI Director, Mueller served as a United States Attorney, as United States Assistant Attorney General for the Criminal Division and as Acting U.S. Deputy Attorney General.”

“Recognized as among the most skilled and highly regarded IP practices, Pillsbury provides comprehensive intellectual property advice and protection to clients worldwide. On the cutting edge of IP for more than 120 years, Pillsbury’s Intellectual Property lawyers provide clients with successful and comprehensive IP strategies to protect, manage and optimize IP assets. “Prior to SBA, [Field McConnell’s sister] Ms. [Kristine] Marcy served in several roles at the Department of Justice, including Senior Counsel for Detention and Deportation at the Immigration and Naturalization Service (INS), where she oversaw the full range of INS detention and deportation programs and addressed multiple infrastructure and management problems stemming from rapid growth (up 45 percent) in the detention program. Prior to her position at INS, Ms. Marcy served for five years as the Associate Director for Operations Support of the Department of Justice, U.S. Marshals Service (USMS). There, she directed DOJ’s detention program for more than 23,000 prisoners (the nation’s largest). In 1995, she was assigned responsibility by the Attorney General for developing a DOJ-wide transportation system known as the Justice Prisoner and Alien Transportation System, or JPATS-a nationwide network of leased commercial and government-owned aircraft and ground vehicles. While at the USMS, she also developed a prisoner medical services program and directed the agency’s $1.6 billion seized assets program that redirected proceeds forfeited by criminals and crime organizations to local and Federal law enforcement. Prior to the USMS, she was the Associate Deputy Attorney General for the Department of Justice, where she served as a lawyer who prepared the Deputy Attorney General for duties related to budget and appropriations, executive personnel, and other management areas. She also oversaw activities of the Justice Management Division, Bureau of Prisons, Office of Justice Programs, the Inspector General, and the U.S. Trustees (bankruptcy program).”

“The Senior Executive Service (SES) is a position classification in the civil service of the United States federal government, somewhat analogous to general officer or flag officer ranks in the U.S. Armed Forces. It was created in 1979 by Kristine Marcy [Field McConnell’s sister!] when the Civil Service Reform Act of 1978 went into effect under President Jimmy Carter.”

“Louis Yves Fortier, PC, CC, OQ, QC, Ad.E. (born September 11, 1935), is a Canadian diplomat, trial and appellate lawyer, arbitrator and corporate director. He served as the Canadian Ambassador to the United Nations from August 1988 to December 1991. In August 2013, he became a member of the Security Intelligence Review Committee and the Queen’s Privy Council for Canada. He also served as the national president of the Canadian Bar Association in 1982-1983. … Fortier was also active in business affairs, and was involved with several major corporations. From 1997 to 2006, he was the Governor (i.e. Chairman) of the Hudson’s Bay Company. Fortier was also Chairman of the Board of Directors of the aluminum company Alcan Inc. from 2002 to 2007, prior to its acquisition by Rio Tinto, becoming Rio Tinto Alcan. He also served as a director on several other publicly traded corporations, including Royal Bank of Canada, Trans Canada Pipelines Limited, Dupont Canada Inc., Westinghouse Canada Inc., Manufacturers Life Insurance Company and Nortel.[15][41]”

Nortel Government Solutions, in collaboration with the Department of Justice (DOJ), built the Joint Automated Booking System (JABS) — a centralized system for automating the collection of fingerprint, photographic and biographic data, submitting this data to the FBI, and sharing it with participating law enforcement agencies nationwide.”

“But it is in China that Haig has carved out a special niche as a door opener for American companies. The general has been a steadfast advocate for China ever since he led the advance team for President Nixon’s historic 1972 visit. Later, as secretary of state, he earned the respect of the Chinese leadership by holding fast against the powerful Taiwan lobby in Washington. (He saw China as a useful ally in the struggle against the Soviet Union.) Haig continues to speak out for Beijing in his present role. Perhaps the most striking example came when he turned up at Tiananmen Square on October 1, 1989 — four months after the notorious crackdown — to mark the 40th anniversary of the founding of the People’s Republic. The only American to grace the proceedings that evening, Haig knew that the United States and all other Western ambassadors would be boycotting the event, but he shared the podium with Chinese leader Deng Xiaoping, who congratulated him on his courage in appearing.

Oliver ‘Buck’ Revell is the FBI’s former Assistant Director who spent 30 years working his way up to the highest rank in career government service. Upon Buck Revell’s retirement in 1994, he founded Revell Group International (RGI), a global network of former senior FBI, security service, intelligence, diplomatic, law enforcement and military officials with a broad range of international business and technical experience.[1] Revell graduated from East Tennessee State University and got his Masters from Temple University in Public Administration. He served four years in the Marines as an aviator and left as a Captain.[2] … In January 1981, Assistant Director Revell was placed in charge of the Administrative Services Division where he was responsible for Personnel, Budget, Finance and Physical and Personnel Security Operations of the FBI. In May 1982, Revell was again placed in charge of the Criminal Investigative Division and given the additional responsibility of planning and implementing the FBI’s newly acquired drug enforcement jurisdiction. In July 1985, Revell was promoted to Executive Assistant Director – Investigations (SES-6) the highest rank in career government service. He served as the Director’s deputy in charge of Criminal Investigative, Counter-Terrorism and Counter-Intelligence activities. He was also responsible for international investigative and liaison activities of the Bureau, including its Legal Attaché and INTERPOL operations.[3] …

Lockerbie bombing

Disaster warning

On 21 December 1988, shortly before Pan Am Flight 103 took off from London’s Heathrow airport at 18:25 hours, FBI Assistant Director Oliver “Buck” Revell reportedly rushed out onto the tarmac and pulled his son and daughter-in-law off the plane. The Lockerbie bombing was not the first time authorities were warned of an impending terrorist attack. The situation would repeat itself five years later in New York City, and seven years later in Oklahoma. It was an all too eerie coincidence.”

“The five paragraph order or five paragraph field order is a style of organizing information about a military situation for a unit in the field. It is an element of United States Army, United States Marine Corps and United States Navy Seabees of small unit tactics, and similar order styles are used by military groups around the world. An order specifies the instruction to a unit in a structured format that makes it easy to find each specific requirement. The five paragraphs can be remembered with the acronym SMEAC: “S” Situation, “M” Mission, “E” Execution, “A” Administration/Logistics, “C” Command/Signal.”
