Kelly 232: Serco’s Germ, Nuke & Nerve-Gas Patents, Mueller’s Con Air Phantom Buck, Clinton Ethnic Wagering
General John F. Kelly
White House Chief of Staff
Washington, D.C. 20528
Open letter from the Cloud Centric Crime Scene Investigators of Abel Danger
March 8, 2018
Dear General Kelly:
Please accept Brief 232 from Field McConnell – United States Marine Corps whistle-blower and Global Operations Director of Abel Danger (AD) – on Serco‘s CAI private equity investors including the late General Alexander Haig, 7th SACEUR and former director of Interneuron Pharmaceuticals, MGM Mirage, AOL and UTC and Yves Fortier, Rhodes Scholar and former Nortel director, who, McConnell claims, have placed Serco agents in the Ploughshare technology transfer unit at the Porton Down laboratories of the U.K.’s Defence Science and Technology Laboratory (Dstl); the U.K.’s Atomic Weapons Establishment (AWE) and the U.S. Patent and Trademark Office to sell online access to various improvised and patented Germ, Nuke & Nerve-Gas devices which can be used by criminal organisations to kill, injure or intimidate such targets as…
i) Alexander Valterovich Litvinenko – a defector and former officer of the Russian FSB secret service who specialised in tackling organised crime – who died in London on 23 November 2006 after being poisoned with radioactive polonium-210 apparently derived from the US Atomic Energy Commission (AEC)’s Method of separating polonium from irradiated bismuth US3491003A; and,
ii) Sergei Skripal, a retired Russian military intelligence colonel who spied for Britain, and his daughter Yulia Skripal, who were poisoned in a Salisbury shopping centre on March 4, 2018 with what appears to be a by-product of Quadrex Hps Inc.’s Method of and apparatus for removing chemical nerve agents such as tabun, sarin and soman from a cleaning solvent US 4842746 A.
McConnell claims that Serco‘s investment banker N M Rothschild & Sons Ltd. has placed Robert Swan Mueller III – a former litigator at Pillsbury, Madison and Sutro in San Francisco, a law firm with over 100 IP lawyers specialising in patent law and associated technical disciplines, and the sixth Director of the FBI (2001–13) – as head of the Special Counsel investigation of Russian interference in the 2016 United States elections to conceal Serco‘s operation of ongoing patentee murder-for-hire services on the federal bridge certification authority (FBCA) network which links …
a. Kristine Marcy – McConnell’s sister and founder of the U.S. Senior Executive Service (SES), a USMS prisoner medical-services program and Con Air (JPATS) – who allegedly provides third-party logistics (3PL) services at crimes scenes through a Con Air Prisoner tracking and warning system and corresponding methods US6054928A;
b. Dr. Pamela Drew – Serco director and former Assistant Professor of Computer Science at the Hong Kong University of Science (1992-1996) – who allegedly mentored patentee projects at Boeing Phantom Works, Northrop Grumman, TASC and ITT Exelis to produce the first live broadcast mass snuff film in human history on 9/11; and,
c. Oliver ‘Buck’ Revell – a former Marine Corps Captain and the former Executive Director (SES-6) for FBI Criminal Investigative, Counter-Terrorism and Counter-Intelligence activities – who allegedly operates Imagis Technologies’ face-recognition software to blackmail pedophiles, patsies and crime-scene witnesses into a terrified silence.
McConnell reminds you that Buck Revell (warned by Serco‘s Rothschild bankers?) is reported to have pulled his son and daughter-in-law off Pan Am Flight 103 just before takeoff from London’s Heathrow airport at 18:25 hours on 21 December 1988 (after McConnell told his sister how to drone Conair aircraft in the event of a prisoner mutiny) and saved them from a SMEAC* bombing event over Lockerbie, Scotland at 19:02:50 with a body count of 270 = 243 passengers + 16 crew + 11 people on the ground.
*Serco‘s digital fires instructors at USMC Base Camp Pendleton have allegedly corrupted the Marine Corps SMEAC briefing protocols into Situation, Mission, Execution, Ambush, Cover-up!
McConnell claims that Serco agents are targeting ethnic groups and threats posed by climate change by allowing the Greek Life associates of Bill Clinton (Phi Beta Kappa) and Wilbur Ross (Kappa Beta Phi) with Howard Lutnick’s to bet on body counts at mass-casualty events with Real-time interactive wagering on event outcomes CA 2460367 A and various patented devices on the federal bridge including:
1. US Secretary of Navy’s Onion routing network for securely moving data through communication networks US6266704B1 to protect Internet initiators and responders against both eavesdropping and traffic analysis by Marine Corps Intelligence Activity;
2. Nortel’s Method for efficient management of certificate revocation lists and update information US 5699431 A to stand down security prior to spoliation of evidence of murder for hire, assassination and sabotage,
3. Motorola’s Remote control and location system US6148196A to deploy patsies suitably medicated for homicide or suicide with psychotropic drugs;
4. Tencent (BVI)’s Instant messaging system and method US20090187835A1 to allow on-scene SWAT teams to feed body counts to Chinese junkets and Clinton’s Greek Life friends; and,
5. Two-way wireless system for financial industry transactions US 6539362 B1 to ‘drift’ proceeds of crimes including Clinton body-count wagering, dead-peasant life insurance, murder for hire, money laundering, drug-induced snuff film production (cf. Starnet, BC Pig Farm) and child pornography into Marcy’s DOJ Asset Forfeiture Funds and various accounts of Con Air junket operators, promoters (late Stephen Paddock!) and players networked by Serco CAI.
With this, the 232nd Kelly public briefing, we have given ample opportunities for Con Air Marcy and Serco agents to rebut our allegations of fraud upon patentees registered at the U.S. Patent and Trademark Office including the Ploughshare technology transfer unit at Porton Down, Quadrex HPS, US Secretary of Navy, Howard Lutnick, Tencent (BVI), Degussa, Shire Plc, Motorola, Nortel, Boeing, ITT Exelis (HQ in WTC#7!), and their extorted roles in targeted assassinations, murder for hire and genocidal mass-casualty events.
We now ask you to have McConnell’s sister Kristine “Con Air” Marcy and Serco director Dr. Pamela Drew questioned in re RICO crimes apparently involving ethnic cleansing and body-count betting on the federal bridge and have former Marine Corps Captain, Oliver ‘Buck’ Revell charged in the appropriate court under 18 U.S.C. § 2382 – Misprision of treason or 18 U.S.C. § 1958 – Murder-for-hire.

“Russian spy: What are nerve agents and what do they do?
By Alex Therrien & Philippa RoxbyHealth reporter, BBC News
Police say a nerve agent was used in an attempt to murder the Russian former spy Sergei Skripal and his daughter, Yulia, in Salisbury, Wiltshire. The pair are critically ill, along with a police officer who was among the first to attend the scene. But what are nerve agents and what do they do?
What are nerve agents?
They are highly toxic chemicals that prevent the nervous system from working properly, and can be fatal.
They take different forms – including powder and gas – but they tend to be a liquid, which can seep through the skin.
“Nerve agents are possibly some of the most dangerous things that humans have ever made, after the atom bomb,” says Dr David Caldicott, clinical senior lecturer at the faculty of medicine at Australian National University.
What are the different types?
Some of the better-known nerve agents include:
cyclosarin or GF
The first three agents are clear, colourless, tasteless liquids.
VX, an oily, amber-coloured liquid, is the most deadly – a drop on the skin can kill a person within minutes.
What was used in this case?
Police have not confirmed what agent was used, but a source has told the BBC it was likely to be rarer than sarin or VX nerve agents – two of the best known.
When have they been used in the past?
The half-brother of North Korean President Kim Jong-un was killed by a nerve agent in an attack in Malaysia last year.
Kim Jong-nam died in less than 20 minutes after two women smeared his face with VX nerve agent ingredients at Kuala Lumpur airport in 2017.
The UN says the nerve agent sarin has been used by the Syrian government – in an attack on Ghouta, near Damascus, in 2013 and again in Khan Sheikhoun in the north-west of the country in April 2017, killing hundreds.
In an attack on Tokyo’s subway system in 1995, which killed 13 people, liquid sarin was placed in plastic bags that were pierced by umbrellas with sharpened tips.
When Russian dissident Alexander Litvinenko was poisoned in London in 2006, a radioactive substance – not a nerve agent – called polonium 210 was used in a cup of tea.
What do they do to the body?
Nerve agents block the messages from the nerves to the muscles. This causes a collapse of many bodily functions.
They will act within seconds or minutes if inhaled and slightly more slowly if exposure is the result of skin contamination.
Russia, the US and the UK also started to experiment on chemical agents after World War Two and it was British scientists who developed the VX nerve agent at the Porton Down research facility in the early 1950s.
Some experts say it is likely the nerve agent used in Salisbury has come from a state.
But Dr Simon Cotton, a senior lecturer in chemistry at the University of Birmingham, said it could also have been made by a group with access to the right facilities.
“It could be a state making it but it doesn’t have to be. People shouldn’t jump to conclusions.”
How do you find where it came from?
The authorities would be looking for the container used to deliver the material, as the chemical contents would be a “goldmine”, Dr Sella said.
“With this information it might well be possible to trace the origin of the substance, just as has been done for the Khan Sheikhoun attack in Syria.”
Chemical weapons expert Hamish de Bretton-Gordon said each country made chemical weapons “slightly differently” which might help scientists determine where this attack had come from.
“There is a footprint, there are markers,” he said.”
“Population Engineering and the Fight against Climate Change Colin Hickey, Travis N. Rieder, and Jake Earl 1 ABSTRACT: Contrary to political and philosophical consensus, we argue that the threats posed by climate change justify population engineering, the intentional manipulation of the size and structure of human populations. Specifically, we defend three types of policies aimed at reducing fertility rates: (1) choice enhancement, (2) preference adjustment, and (3) incentivization. While few object to the first type of policy, the latter two are generally rejected because of their potential for coercion or morally objectionable manipulation. We argue that forms of each policy type are pragmatically and morally justified (perhaps even required) tools for preventing the harms of global climate change. “The Climate-Change Solution No One Will Talk About
Studies have shown that improved access to birth control can be a valuable tool in slowing global warming, but many politicians are afraid to broach the subject.
… Just look at what happened to Hillary Clinton in 2009, when as Secretary of State she acknowledged the overpopulation issue during a discussion with Indian environment minister Jairam Ramesh. Clinton praised another panelist for noting “that it’s rather odd to talk about climate change and what we must do to stop and prevent the ill effects without talking about population and family planning.”
“And yet, we talk about these things in very separate and often unconnected ways,” Clinton added.
Right-wing critics pounced, with the Alex Jones-run Info Wars calling her comments “Malthusian.”
Oddly enough, Clinton has found herself criticized for falling on the other side of issue as well. In 2013, a line mentioning overpopulation was edited out of an essay for a Clinton-backed publication written by Bindi Irwin, the then-14-year-old daughter of the late “Crocodile Hunter” Steve Irwin (The Daily Mailchronicled the bizarre spat here).”

“Alexander Valterovich Litvinenko (Russian: Алекса́ндр Ва́льтерович Литвине́нко, IPA: 30 August 1962 or 4 December 1962 by father’s account – 23 November 2006) was a defector and former officer of the Russian FSB secret service who specialised in tackling organised crime. According to US diplomats, Litvinenko coined the phrase Mafia state. In November 1998, Litvinenko and several other FSB officers publicly accused their superiors of ordering the assassination of the Russian tycoon and oligarch Boris Berezovsky. Litvinenko was arrested the following March on charges of exceeding the authority of his position. He was acquitted in November 1999 but re-arrested before the charges were again dismissed in 2000. He fled with his family to London and was granted asylum in the United Kingdom, where he worked as a journalist, writer and consultant for the British intelligence services.
During his time in London, Litvinenko wrote two books, Blowing Up Russia: Terror from Within and Lubyanka Criminal Group, wherein he accused the Russian secret services of staging the Russian apartment bombings and other terrorism acts in an effort to bring Vladimir Putin to power. He also accused Putin of ordering the murder in October 2006 of the Russian journalist Anna Politkovskaya.
On 1 November 2006, Litvinenko suddenly fell ill and was hospitalised in what was established as a case of poisoning by radioactive polonium-210; he died from the poisoning on 23 November. He became the first known victim of lethal polonium 210-induced acute radiation syndrome. The events leading up to this are a matter of controversy, spawning numerous theories relating to his poisoning and death. A British murder investigation pointed to Andrey Lugovoy, a former member of Russia’s Federal Protective Service, as the prime suspect. Britain demanded that Lugovoy be extradited, which is against the Constitution of Russia, which directly prohibits extradition of Russian citizens. Russia denied the extradition, leading to the cooling of relations between Russia and the United Kingdom.
After Litvinenko’s death, his widow, Marina, pursued a vigorous campaign on behalf of her husband through the Litvinenko Justice Foundation. In October 2011, she won the right for an inquest into her husband’s death to be conducted by a coroner in London; the inquest was repeatedly set back by issues relating to examinable evidence. A public inquiry began on 27 January 2015, and concluded in January 2016 that Litvinenko’s murder was an FSB operation, that was probably personally approved by Vladimir Putin.”

“Project Inspire – Site rationalisation programme
27. The aim of the site rationalisation programme is to achieve more effective working between staff, originally spread over 15 different sites. After detailed study, the Dstl Board decided to rationalise Dstl’s activities onto three core sites-Porton Down, Fort Halstead and Portsdown West with an enclave at Alvestoke) by 2009. The plan was approved by Ministers in November 2003.
28. Following this, Dstl set up a project to cover the construction needed at Porton Down and Portsdown West to achieve the 3 core site plan and the provision of facilities management for these sites. An invitation to tender for the contract was produced, a preferred bidder selected and detailed contract negotiations concluded.
29. Prior to Serco’s appointment as Preferred Bidder on 10th August 2005 the tender evaluation had resulted in a clear understanding of the 3 bidders’ proposals and how they would impact upon Dstl in due diligence and beyond. As a result the 15-year facilities management contract was awarded to Serco Defence and Aerospace on 24th July 2006.”

“Exercise TOXIC DAGGER – the sharp end of chemical warfare
Dstl works with Marines on UK’s biggest annual chemical warfare exercise
Published 20 February 2018
From: Defence Science and Technology Laboratory
40 Commando Royal Marines and The Defence Science and Technology Laboratory (Dstl) have staged the UK’s biggest annual exercise to prepare troops for Chemical, Biological, Radiological and Nuclear (CBRN) operations. Exercise TOXIC DAGGER is supported by Dstl, along with Public Health England (PHE) and The Atomic Weapons Establishment (AWE), and is the largest exercise of its kind in the country.
Specialists in CBRN from Dstl and AWE are able to create realistic exercise scenarios based on the latest threat information. Completing the training and exercising against these scenarios provides a challenging programme for the Royal Marines to demonstrate their proficiency in the methods to detect, assess and mitigate a CBRN threat.
The three-week programme included Company-level attacks and scenarios concerning CBRN vignettes, concluding with a full-scale exercise involving government and industry scientists and more than 300 military personnel.
Major Rob Garside, from 40 Commando Royal Marines, said:
Working with Dstl means we have the most up-to-date information and a realistic exercise. This ensures we are well prepared for a CBRN operating environment. It is vital we can make rapid decisions and are able to protect and support specialists who come in to deal with any incident. On operations these specialists are on hand to advise and we must ensure we already have a strong understanding of their capabilities and what they require of us as a military force.
The Dstl lead for CBRN exercises said:
40 Commando would be first on the ground in the event of a CBRN incident. We ensure they’re up to date on the latest threats and make the exercise truly realistic. They not only have to provide a fighting force in an unstable environment, they must also be able to assess the scene and know what they’re dealing with.
That’s where Dstl, PHE, AWE and the Defence CBRN Centre come in, as we provide the technical information the Marines require.

“Remote control and location system US6148196A
A system for transmitting instructions from a master control facility (50) to a number of remotely located player units (11-14). The remotely located player units communicate through a mobile cell site (10). Cellular communication links (16) are provided to link the remote units (11-14) to cell site (10). Cell site (10) is linked to a satellite arrangement (20) via a communication link (21). The master control facility is linked to the satellite arrangement via communication link (23).
…. BACKGROUND OF THE INVENTION
The present invention pertains to communications systems and more particularly to remote control and location of elements in particular remote areas.
For monitoring and controlling elements and events from a remote area to a control center point-to-point fixed communications by wire line or radio frequency (RF) devices is employed. Data is often transmitted from the remote area to the control center where it is processed and displayed. Subsequently, commands for the elements or events may be transmitted back from the control center to the remote area via control devices on these point-to-point communications. Such conditions often required that control centers be located in proximity to the events and elements they were monitoring. Monitoring events and elements in many locations often required many control centers which may be linked through elaborate networks.
Examples of such systems with the above characteristics include military training ranges, prisoner monitoring, asset monitoring and police and fire coordination efforts. People participating in or controlling events or elements requiring monitoring for movement, etc. may include a communication device such as a radio for transmitting and receiving information from a control center or an RF activated device for monitoring the movement of elements.
The operation of such control centers are typically to gather information from sensors or personnel; process this information; and relay some command or activity back to the transmitting person or element. Often in fixed bounded areas it is highly desirable for the control center to know the location of the person or element to be instructed. For example, applying these requirements to the situations mentioned above may include the movement and monitoring of battle results for soldiers in a training range; location monitoring and control of prisoners; asset monitoring and management for transportation in warehouse operations; asset monitoring throughout movement; control of and coordination of police efforts at particular events and control of fire fighters in a coordinated effort to fight particular fires.
The greater the number of remote locations the control center has to monitor, the greater the problems of these communications. This is particularly true where events might happen worldwide and require common analysis and control.
Accordingly, it would be advantageous to have a common control center for monitoring, controlling and locating people and elements within particular bounded areas and provide a communication link for return instructions or commands.

“Police drop investigation into Serco prisoner transport contract
The outsourcing group said there was no evidence of individual or corporate wrongdoing
By Marion Dakers
7:42AM GMT 19 Dec 2014
The City of London Police has closed an investigation into Serco‘s prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.
The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.
However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.
“The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company,” the firm said in a statement.
The Ministry of Justice had said it would end the contract immediately if the firm’s board was found to have done wrong.

“DXer said July 7, 2017 at 8:23 am Is it fair to say that the FBI [Robert Mueller] had known since 2001 that Rauf Ahmad had presented at the Porton Down conference on his isolation of anthrax? If it takes years for the FBI to retrieve even the contemporaneous notes from Bruce Ivins’ relevant notebook, what’s the likelihood that it even had the documents relating to this presentation by Ayman Zawahiri’s infiltrating scientist, let alone have it in a storage in a manner retrievable by the relevant analyst. The FBI’s inability to “connect the dots” relates to its collection and management of information, and its ability to retrieve and organize that information. In Amerithrax, that ability was totally destroyed by compartmentalization. CYA instincts reared their head in numerous ways. “Prior to SBA, [Field McConnell’s sister] Ms. [Kristine] Marcy served in several roles at the Department of Justice, including Senior Counsel for Detention and Deportation at the Immigration and Naturalization Service (INS), where she oversaw the full range of INS detention and deportation programs and addressed multiple infrastructure and management problems stemming from rapid growth (up 45 percent) in the detention program. Prior to her position at INS, Ms. Marcy served for five years as the Associate Director for Operations Support of the Department of Justice, U.S. Marshals Service (USMS). There, she directed DOJ’s detention program for more than 23,000 prisoners (the nation’s largest). In 1995, she was assigned responsibility by the Attorney General for developing a DOJ-wide transportation system known as the Justice Prisoner and Alien Transportation System, or JPATS-a nationwide network of leased commercial and government-owned aircraft and ground vehicles. While at the USMS, she also developed a prisoner medical services program and directed the agency’s $1.6 billion seized assets program that redirected proceeds forfeited by criminals and crime organizations to local and Federal law enforcement. Prior to the USMS, she was the Associate Deputy Attorney General for the Department of Justice, where she served as a lawyer who prepared the Deputy Attorney General for duties related to budget and appropriations, executive personnel, and other management areas. She also oversaw activities of the Justice Management Division, Bureau of Prisons, Office of Justice Programs, the Inspector General, and the U.S. Trustees (bankruptcy program).”
“The Senior Executive Service (SES) is a position classification in the civil service of the United States federal government, somewhat analogous to general officer or flag officer ranks in the U.S. Armed Forces. It was created in 1979 by Kristine Marcy [Field McConnell’s sister!] when the Civil Service Reform Act of 1978 went into effect under President Jimmy Carter.”

Nortel Government Solutions, in collaboration with the Department of Justice (DOJ), built the Joint Automated Booking System (JABS) — a centralized system for automating the collection of fingerprint, photographic and biographic data, submitting this data to the FBI, and sharing it with participating law enforcement agencies nationwide.”
“But it is in China that Haig has carved out a special niche as a door opener for American companies. The general has been a steadfast advocate for China ever since he led the advance team for President Nixon’s historic 1972 visit. Later, as secretary of state, he earned the respect of the Chinese leadership by holding fast against the powerful Taiwan lobby in Washington. (He saw China as a useful ally in the struggle against the Soviet Union.) Haig continues to speak out for Beijing in his present role. Perhaps the most striking example came when he turned up at Tiananmen Square on October 1, 1989 — four months after the notorious crackdown — to mark the 40th anniversary of the founding of the People’s Republic. The only American to grace the proceedings that evening, Haig knew that the United States and all other Western ambassadors would be boycotting the event, but he shared the podium with Chinese leader Deng Xiaoping, who congratulated him on his courage in appearing.
Oliver ‘Buck’ Revell is the FBI’s former Assistant Director who spent 30 years working his way up to the highest rank in career government service. Upon Buck Revell’s retirement in 1994, he founded Revell Group International (RGI), a global network of former senior FBI, security service, intelligence, diplomatic, law enforcement and military officials with a broad range of international business and technical experience. Revell graduated from East Tennessee State University and got his Masters from Temple University in Public Administration. He served four years in the Marines as an aviator and left as a Captain. … In January 1981, Assistant Director Revell was placed in charge of the Administrative Services Division where he was responsible for Personnel, Budget, Finance and Physical and Personnel Security Operations of the FBI. In May 1982, Revell was again placed in charge of the Criminal Investigative Division and given the additional responsibility of planning and implementing the FBI’s newly acquired drug enforcement jurisdiction. In July 1985, Revell was promoted to Executive Assistant Director – Investigations (SES-6) the highest rank in career government service. He served as the Director’s deputy in charge of Criminal Investigative, Counter-Terrorism and Counter-Intelligence activities. He was also responsible for international investigative and liaison activities of the Bureau, including its Legal Attaché and INTERPOL operations. …
On 21 December 1988, shortly before Pan Am Flight 103 took off from London’s Heathrow airport at 18:25 hours, FBI Assistant Director Oliver “Buck” Revell reportedly rushed out onto the tarmac and pulled his son and daughter-in-law off the plane. The Lockerbie bombing was not the first time authorities were warned of an impending terrorist attack. The situation would repeat itself five years later in New York City, and seven years later in Oklahoma. It was an all too eerie coincidence.”
“The five paragraph order or five paragraph field order is a style of organizing information about a military situation for a unit in the field. It is an element of United States Army, United States Marine Corps and United States Navy Seabees of small unit tactics, and similar order styles are used by military groups around the world. An order specifies the instruction to a unit in a structured format that makes it easy to find each specific requirement. The five paragraphs can be remembered with the acronym SMEAC: “S” Situation, “M” Mission, “E” Execution, “A” Administration/Logistics, “C” Command/Signal.”
