Police and intelligence agencies are desperately trying to identify a substance that has led to a former Russian spy for MI6 and a woman becoming critically ill in Britain yesterday in a case that has eerie echoes of the infamous Alexander Litvinenko murder.
Sergei Skripal, 66, a retired Russian military intelligence colonel was jailed for 13 years in 2006 for spying for Britain and was given refuge in the UK four years later as part of a spy swap between the United States and Russia.
But on Sunday he and a woman in her thirties became ill in a Salisbury shopping centre. Yesterday police cordoned off various locations in the city and closed the emergency department of the Salisbury District hospital where the two were taken. They are investigating if the two were exposed to a substance that has not yet been identified.
Acting Assistant Chief Constable, Craig Holden of Wiltshire Police, said: “The two people — a man aged in his 60s, and a woman aged in her 30s — were found unconscious on a bench in the Maltings shopping centre in Salisbury.
“Police officers, as well as colleagues from the ambulance and fire services attended the scene and cordons were put in place.
“The pair, who we believe are known to each other, did not have any visible injuries and were taken to Salisbury District Hospital. They are currently being treated for suspected exposure to an unknown substance. Both are currently in a critical condition in intensive care.
“Because we are still at the very early stages of the investigation, we are unable to ascertain whether or not a crime has taken place.”
Eye-witness Freya Church told the BBC: “On the bench there was a couple — an older guy and a younger girl. She was leant in on him. It looked like she’d passed out. He was doing some strange hand movements, looking up to the sky. They looked like they had been taking something quite strong.”
The case has particular sensitivities because it resonates with the brutal killing of Mr Litvinenko, a former officer of the Russian FSB secret service who sought asylum in Britain after falling foul of the Kremlin and Russian president Vladimir Putin.
Mr Litvinenko was poisoned by the lethal radioactive substance polonium-210 and died three weeks after being exposed to it in a cup of tea in a Soho Hotel in November 2006. Detectives ascertained that two Russian spies poisoned Mr Litvinenko after they followed the radioactive trail the two left as they travelled around London, and as it emerged that the plutonium came from a Russian nuclear reactor.
Later it became known that Mr Litvinenko had been providing information to MI6. An inquiry led by then senior MI6 officer Christopher Steele concluded that the Kremlin was behind the assassination.
A public inquiry determined two years ago that his death was murder by the FSB and that it was probably approved by Mr Putin.
In a further twist, Mr Steele, a long time Russia expert, was the author of the Trump dossier that helped trigger the FBI’s current investigation into links between Moscow and the White House administration
In Russia, Mr Skripal was convicted of providing information about undercover Russian intelligence agents to MI6 for over a decade, and was accused of receiving more than $100,000 for his efforts.
But he was released from a Russian jail in 2010 as part of a prisoner swap with the US, in which four Russians were released in exchange for 10 US spies. He was then flown to Britain.
The Telegraph UK has reported that Mr Skripal and his companion may have been exposed to the powerful synthetic drug, Fentanyl.”

The second person found unconscious in Salisbury alongside the former Russian spy Sergei Skripal is his 33-year-old daughter.
Yulia Skripal was discovered on a bench next to her father on Sunday and is in a critical condition in hospital. She lives in Russia but was visiting the UK, the BBC reported, adding that relatives had not heard from her for two days.
The apparent poisoning of the pair follows the death of Skripal’s wife, Liudmila, in 2012. She arrived in Britain with her husband – who was swapped in 2010 as part of a spy exchange – and had lived with him in Wiltshire.”
Mueller’s leaked ‘hit list’ may indicate he’s treating Trump’s team like a ‘criminal enterprise’

A grand-jury subpoena from the special counsel Robert Mueller’s team reportedly targets most of Donald Trump’s senior campaign team, including the president.
The news website Axios reported that Mueller would subpoena communications from nine leaders of Trump’s campaign and Trump himself.
A former CIA officer said the subpoena indicated Mueller was treating Trump’s team like a “criminal enterprise.”
A grand-jury subpoena from the special counsel Robert Mueller’s team reportedly targets the majority of Donald Trump’s senior campaign team, including the president.
The subpoena, seen by and labeled a “hit list” by the news website Axios, asks for all texts, letters, handwritten notes, or communications of any kind starting from November 1, 2015, between one unnamed witness and the following people:
Carter Page, a former investment banker and campaign foreign-policy adviser.
Corey Lewandowski, a Trump campaign manager.
Hope Hicks, Trump’s outgoing communications director.
Keith Schiller, Trump’s former bodyguard and confidant.
Michael Cohen, the longtime personal attorney for Trump.
Paul Manafort, Trump’s already indicted campaign chairman.
Rick Gates, the deputy chairman of Trump’s presidential campaign who is now cooperating with Mueller.
Roger Stone, an adviser to Trump who left the campaign before November 1, 2015, but has admitted to having contact with WikiLeaks, the organization that leaked hacked emails from the Democratic National Convention.
Steve Bannon, the former White House chief strategist under Trump.
And, finally, Donald Trump himself makes the list.
November 1, 2015, the start of the subpoena’s request, came nearly five months after Trump announced his candidacy.
In response to the report, Ned Price, a former CIA official who advised President Barack Obama and resigned from the agency rather than work for Trump’s administration, tweeted that the subpoena indicated “Mueller is treating it like a criminal enterprise.””
Price pointed out that the inclusion of Roger Stone, who worked with the campaign only briefly and had no subsequent role in the White House — but was found to have communicated with WikiLeaks — may indicate the subpoena is not about possible obstruction of justice but instead whether Trump’s team colluded with Russia.
Trump has repeatedly denied obstructing justice in the investigation or colluding with foreign agents, making “no collusion” a rallying cry on Twitter.”

…. BACKGROUND OF THE INVENTION
The present invention pertains to communications systems and more particularly to remote control and location of elements in particular remote areas.
For monitoring and controlling elements and events from a remote area to a control center point-to-point fixed communications by wire line or radio frequency (RF) devices is employed. Data is often transmitted from the remote area to the control center where it is processed and displayed. Subsequently, commands for the elements or events may be transmitted back from the control center to the remote area via control devices on these point-to-point communications. Such conditions often required that control centers be located in proximity to the events and elements they were monitoring. Monitoring events and elements in many locations often required many control centers which may be linked through elaborate networks.
Examples of such systems with the above characteristics include military training ranges, prisoner monitoring, asset monitoring and police and fire coordination efforts. People participating in or controlling events or elements requiring monitoring for movement, etc. may include a communication device such as a radio for transmitting and receiving information from a control center or an RF activated device for monitoring the movement of elements.
The operation of such control centers are typically to gather information from sensors or personnel; process this information; and relay some command or activity back to the transmitting person or element. Often in fixed bounded areas it is highly desirable for the control center to know the location of the person or element to be instructed. For example, applying these requirements to the situations mentioned above may include the movement and monitoring of battle results for soldiers in a training range; location monitoring and control of prisoners; asset monitoring and management for transportation in warehouse operations; asset monitoring throughout movement; control of and coordination of police efforts at particular events and control of fire fighters in a coordinated effort to fight particular fires.
The greater the number of remote locations the control center has to monitor, the greater the problems of these communications. This is particularly true where events might happen worldwide and require common analysis and control.
Accordingly, it would be advantageous to have a common control center for monitoring, controlling and locating people and elements within particular bounded areas and provide a communication link for return instructions or commands.

“Police drop investigation into Serco prisoner transport contract
The outsourcing group said there was no evidence of individual or corporate wrongdoing

The City of London Police has closed an investigation into Serco‘s prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.
The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.
However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.
“The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company,” the firm said in a statement.
The Ministry of Justice had said it would end the contract immediately if the firm’s board was found to have done wrong.

LONDON, England (IDG) — Imagis Technologies Inc. [Chairman Buck Revells] and Serco Group PLC are working with the UK’s National Crime Squad (NCS) to develop a facial-recognition application for use in crime fighting.
The squad is working on a national database based on Imagis ID-2000 facial-recognition technology to use as a tool for keeping track of convicted pedophiles and other criminals, Imagis announced at the Biometrics 2001 Conference here on Thursday.

“Prior to SBA, [Field McConnell’s sister] Ms. [Kristine] Marcy served in several roles at the Department of Justice, including Senior Counsel for Detention and Deportation at the Immigration and Naturalization Service (INS), where she oversaw the full range of INS detention and deportation programs and addressed multiple infrastructure and management problems stemming from rapid growth (up 45 percent) in the detention program.
