Thursday, Kemberlee blogged that a Massachusetts man was arrested for allegedly sending the Trump’s the white powder-laced letter.
That powder was determined to be cornstarch and nobody was injured. However, in a separate incident last week, a suspicious letter containing an unknown substance was opened at a Marine Corps base in Virginia, which resulted in 11 people being treated for severe eye and respiratory system irritation.
Staff at the Joint Base Myer-Henderson Hall in Arlington suffered nose bleeds and complained or burning sensations after the unidentified chemical sparked a hazmat situation on Tuesday.
Henderson Hall is the headquarters of the US Marine Corps. It is an administrative center that includes both military and civilian personnel.
Three people had symptoms severe enough to require hospitalization. Fortunately, all three have been released.
The problems started when a sergeant opened up the letter as it arrived at the base.
The Pentagon official told NBC News a gunnery sergeant opened a letter and showed it to a superior. The two then started to feel sick.
A colonel decided to evacuate the building. Several and police units and medics responded to the scene.
The text of the letter was a screed directed at the commanding officer.
The law enforcement official said the text of the letter contained derogatory, at time unintelligible and ranting language, and was addressed to a commanding officer at the base. Investigators are still determining what relationship, if any, the sender had with the base.
Field tests came back negative for any harmful substances, and the FBI lab in Quantico is expected to conduct further analysis. The Naval Criminal Investigative Service, the Navy’s primary law enforcement agency, is expected to conduct a joint investigation with the bureau.
It will be interesting to see if they determine both the perpetrator and the motive: Revenge, terror, or progressive politics. You can bet that if leftist politics is behind the letter, there will be near media silence on the matter.”

WASHINGTON — A few weeks after Stephen K. Bannon left the White House in August, he was invited to a dinner at the Council on Foreign Relations to discuss American policy toward China. With his unbridled China bashing and dark talk of a looming conflict in the Pacific, Mr. Bannon expected to be roughed up by the group, which included China scholars, writers and veterans from past Republican and Democratic administrations.
Mr. Bannon’s hosts were hard on him, but not in the way he expected. Rather than faulting him or his former boss, President Trump, for their hostile approach, they pressed him on why Mr. Trump had not followed through with his tough talk about trade and North Korea. “I walked out of there thinking, ‘Something has changed with the elite,'” he recalled.
China’s relentless rise and its more recent embrace of repressive tactics that recall the Mao era — a process accelerated by President Xi Jinping’s bid to stay in power indefinitely — have fractured a deeply rooted consensus in Washington about the long-term direction of its relationship with Beijing.
Gone is a widespread agreement among diplomats, scholars and businesspeople that China is gradually converging with the United States and, therefore, that Americans should work to manage any flare-ups between the two countries. With China now unabashedly charting its own course — one that diverges rather than converges with the liberal democracies and market economies of the West — conflict, many say, is inevitable.
“Even those who are the most optimistic, hopeful and in some ways romantic about the U.S.-China relationship have been forced to confront a new China,” said Kurt M. Campbell, who, as an assistant secretary of state for East Asian affairs, was an architect of the Obama administration’s policy of pivoting toward the East.
The disillusionment with China, he said, began setting in long before Mr. Xi cemented his grip on the Politburo. Be it saber-rattling in the South China Sea, proselytizing on American college campuses, theft of corporate secrets or censorship of the web, China has alienated one constituency after another in the United States.
“The military is gone, the press is gone, the intellectuals are gone, civil society is gone and now the businessmen are gone,” said Mr. Schell, who arranged the dinner for Mr. Bannon and has deep ties to China. “If you’re taking the long view, you’d have to say we’re on diverging pathways.”
Beyond a general spike in tensions, however, the results of this widening divide are difficult to predict, experts and former officials said, because it is occurring against a backdrop of uncertainty in Beijing and Washington.
Mr. Xi’s ascension, experts said, reflects not only his formidable power but also China’s economic instability. Markets were rattled by news last week that the Chinese government seized the Anbang Insurance Group, a debt-ridden conglomerate that owns the Waldorf Astoria hotel and once negotiated to invest in a Manhattan skyscraper owned by the family of the president’s son-in-law, Jared Kushner.
Mr. Trump’s handling of China reflects not only his protectionist trade agenda and America First foreign policy, but also his reluctance to antagonize Mr. Xi personally — a peculiar deference that prompted the tough questions directed at Mr. Bannon over dinner.
For all his thunderous criticism of China as an economic predator, Mr. Trump has yet to impose a sweeping trade sanction against it. He declined to label China a currency manipulator last year because he said the timing was bad: Mr. Xi had agreed to help the United States press North Korea to curb its nuclear and missile programs.
“China, we probably lost $504 billion, last year, on trade,” Mr. Trump said on Monday at a meeting with governors, a day after Mr. Xi’s bid to lead indefinitely became public. But he added: “I think that President Xi is unique. He’s helping us with North Korea.”

The White House is preparing tariffs on steel and aluminum that would target China and other exporters. It has conducted an investigation into China’s theft of intellectual property, which could result in restrictions on Chinese investment in the United States and retaliatory measures against its consumer electronics products.
Domestic politics, in a year of midterm elections, may drive Mr. Trump to take a harder line. Democrats, who are historically closer to Mr. Trump on trade than most Republicans, have signaled that they will use the president’s tough-on-China stance against him if he does not act soon.
“Now that it’s clear that President Xi isn’t going anywhere, getting tough on China is even more of an imperative,” said Senator Chuck Schumer of New York, the Democratic leader. “If President Trump and Congress don’t crack down on their rapacious trade practices,” he added, “China will continue eating our lunch for years to come.”
Corporate America has long acted as a lubricant for the relationship, prodding the United States to bring China into the World Trade Organization and lobbying against punitive trade practices. But after years of struggling to break into the Chinese markets, suffering the theft of their corporate secrets, many American companies are exhausted.
“You’re hearing businesses that work in China use words like reciprocity and retaliation far more than you ever have,” said Scott Mulhauser, a former chief of staff at the American Embassy in Beijing. “Folks are increasingly frustrated and wrestling with how best to deal with it.”
The frustration is not across the board: Manufacturers tend to be more fed up than Wall Street, which continues to do lucrative investment-banking business with the Chinese government. Technology companies have soured on China, though the market is so vast that they are still willing to consider concessions they would make nowhere else in the world.
The Trump administration reflects those fissures. Advisers like Gary D. Cohn, director of the National Economic Council, and Treasury Secretary Steven Mnuchin, who both worked at Goldman Sachs, have persuaded Mr. Trump to hold off on tough trade measures against China in the past.
But there are signs that the White House’s nationalist wing is ascendant. Peter Navarro, an economist whose books include “Death by China” and “The Coming China Wars,” is to be promoted, and his ideas seem again in vogue with the president.
On the issue of national security, the administration enshrined a harsher stance toward China in the president’s National Security Strategy. The report characterized China in Cold War-like terms, as a revisionist power that will try “to erode American security and prosperity.”
China’s influence on bastions of higher education has also come under scrutiny. The director of the F.B.I., Christopher A. Wray, testified recently that he believed universities were underestimating the ability of Chinese students to collect valuable national security intelligence. He expressed concern about the Confucius Institute, a global learning network sponsored by the Chinese government, whose expansion has elicited criticism over whether it is a tool to influence public opinion about China.
By itself, some former officials said, Mr. Xi’s move to stay in power should not augur greater conflict with the United States. He is expected to elevate Wang Qishan to vice president and give him a major role in managing the relationship. And he dispatched a senior economic adviser, Liu He, to Washington this week to meet with the administration. Both men are respected in the United States.
“I don’t think there’s something inherent in dictatorships and one-man rule that causes clashes with U.S. interests, other than, of course, the conflict in values,” said Jeffrey A. Bader, a former China adviser to President Barack Obama.
For some China hands, the wave of disillusionment reflects unrealistic hopes about how much China was ever going to converge with the United States. John L. Thornton, a former Goldman Sachs president who has taught at Tsinghua University in Beijing, said that in a chaotic world, the two countries should focus on what unites, rather than what divides, them.
“At one end of the spectrum is order and at the other end is disorder,” Mr. Thornton said. “China and the United States are clearly on the same end of the spectrum.”

“FBI anthrax attack team to question Porton Down scientists

FBI agents tracing the source of deadly anthrax attacks in America want to question scientists at Porton Down, the British defence establishment over fears that the spores may have been smuggled out of a British laboratory.
They have established that the Ministry of Defence’s centre in Wiltshire has experimented on the Ames strain of anthrax – identical to that sent to American journalists and politicians. Agents in Washington will request a list of scientists who have had access to the samples of anthrax used in MoD laboratories over the past 15 years. The British Government is currently developing a new vaccine against the disease.
FBI officials confirmed that they would approach British scientists while tracing the anthrax strain. A spokesman said that officers are aware that the strain was kept in Britain and are covering all possible outlets.
Sue Ellison, the spokesman for Porton Down, confirmed last night that the authorities were aware of FBI inquiries and would help when approached. “We keep a full list of where the anthrax samples are sent, and would give these details to the relevant authorities. In the UK, we work closely with our American partners and we will continue to do so.”

Four American citizens died after more than 20 parcels and letters were found to contain a fine, white powder that was a refined form of the deadly bacteria. Scientists and law enforcement agents have established that anthrax sent in some letters was the Ames strain of the virus – originally used by the US Army Medical Research Institute of Infectious Diseases (USAMRIID), in Ford Detrick, Maryland.
Bulk quantities of the Ames strain were sent to Porton Down in the mid-1980s because British scientists wanted to develop vaccines against the disease.
FBI agents want to establish who has had access to anthrax at Porton Down over the past 15 years. They have already contacted at least four other laboratories around the world that have also been sent the Ames strain. American investigators believe that most of the anthrax sent in letters was manufactured in a military installation or research laboratory.
Van Harp, the FBI’s assistant director, told CNN last week: “Contrary to what was initially out there at the beginning of the investigation, this anthrax, we do not believe, was made up in a garage or a bathtub.”
A spokesman for USAMRIID confirmed that the Ames strain was sent to Ministry of Defence scientists in the 1980s. “We have provided a list of places where we sent the disease to the appropriate authorities,” she said.
Scientists at Porton Down are testing a vaccine against anthrax contamination that will require only one injection. At present, vaccines require a series of injections. They are also testing a range of genetically modified superbugs, including bubonic plague, smallpox and gangrene.”

In order to publicise Dstl’s achievements more widely, a new technical “highlights document” has been launched. This provides a platform from which to communicate key achievements to senior customers in MOD and wider government. Two major new capabilities were introduced in 2005–06. Performance against the three remaining key target areas that were not fully met was as follows: — The 2005–06 customer satisfaction score for service provision was 74.7%—a decrease of 0.7% on the baseline 2004–05 score. Although this is a three-year target, the slight drop in score in the first year required further investigation. The principal cause was a notably reduced score from customers in the Research Acquisition Organisation (RAO). Mitigation steps are now being taken to address these issues and improve the relationship with MOD Head Office and RAO science staff. Overall, however, customer satisfaction increased from 80% to 83%. — The rationalisation project to consolidate Dstl’s activities onto three core sites achieved two of its three key milestones but it was not possible to sign the facilities management (FM) contract in March 2006. However, Serco has now been appointed as the FM provider and the programme of work remains on schedule. The handover of facilities management took place, as planned, on 1 August 2006.”

…. BACKGROUND OF THE INVENTION
The present invention pertains to communications systems and more particularly to remote control and location of elements in particular remote areas.
For monitoring and controlling elements and events from a remote area to a control center point-to-point fixed communications by wire line or radio frequency (RF) devices is employed. Data is often transmitted from the remote area to the control center where it is processed and displayed. Subsequently, commands for the elements or events may be transmitted back from the control center to the remote area via control devices on these point-to-point communications. Such conditions often required that control centers be located in proximity to the events and elements they were monitoring. Monitoring events and elements in many locations often required many control centers which may be linked through elaborate networks.
Examples of such systems with the above characteristics include military training ranges, prisoner monitoring, asset monitoring and police and fire coordination efforts. People participating in or controlling events or elements requiring monitoring for movement, etc. may include a communication device such as a radio for transmitting and receiving information from a control center or an RF activated device for monitoring the movement of elements.
The operation of such control centers are typically to gather information from sensors or personnel; process this information; and relay some command or activity back to the transmitting person or element. Often in fixed bounded areas it is highly desirable for the control center to know the location of the person or element to be instructed. For example, applying these requirements to the situations mentioned above may include the movement and monitoring of battle results for soldiers in a training range; location monitoring and control of prisoners; asset monitoring and management for transportation in warehouse operations; asset monitoring throughout movement; control of and coordination of police efforts at particular events and control of fire fighters in a coordinated effort to fight particular fires.
The greater the number of remote locations the control center has to monitor, the greater the problems of these communications. This is particularly true where events might happen worldwide and require common analysis and control.
Accordingly, it would be advantageous to have a common control center for monitoring, controlling and locating people and elements within particular bounded areas and provide a communication link for return instructions or commands.

“UK’s Crime Squad picks face-recognition tech

LONDON, England (IDG) — Imagis Technologies Inc. [Chairman Buck Revells] and Serco Group PLC are working with the UK’s National Crime Squad (NCS) to develop a facial-recognition application for use in crime fighting.
The squad is working on a national database based on Imagis ID-2000 facial-recognition technology to use as a tool for keeping track of convicted pedophiles and other criminals, Imagis announced at the Biometrics 2001 Conference here on Thursday.

The City of London Police has closed an investigation into Serco‘s prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.
The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.
However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.
“The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company,” the firm said in a statement.
The Ministry of Justice had said it would end the contract immediately if the firm’s board was found to have done wrong.
