McConnell claims that Serco, formerly RCA GB 1929, a subsidiary of the radio patent monopoly company RCA, has been supplying timing signals to the BBC television clock since 1953, and, more recently, embedded Demon face recognition software in the federal bridge certification authority networks so that Wilbur Ross’s death-pool bookmaker could track hit teams and assassins into crime scenes and use the BBC to transmit predicted times of death of Greek Life victims to selected insiders.
McConnell claims that Serco logistics and security experts have established a database of 8(a) companies, allegedly staffed by Demon-registered pedophiles, to be deployed to kill their victims in contracted Zulu times and transmit the money shot with live-broadcast snuff films to Ross’s bettors through the BBC.
McConnell claims that his sister Kristine Marcy, the founder of the United States Senior Executive Service in 1978 and the former COO of the Small Business Administration, launched an accelerated loan guarantee program for up to 7,000 of Ross’s 8(a) bankers in January 2001 and thereby allowed lending banks to liquidate any evidence of 8(a) company protégés or death-pool actors present at the crime scene.
McConnell claims that Serco‘s 8(a) logistics companies provided scripts to the BBC actors, television crews and journalists to frame the late Gen. Las Vegas gunman Stephen Paddock had access to and used the service elevator at the Mandalay Bay Hotel and Casino in the days leading up to his attack on a country music festival, sources told ABC News.
Officials briefed on the investigation told ABC News that Paddock’s access to the service elevator was a perk for high rollers. No further information about when and how he used the elevator has been released.
The revised timeline given by investigators for the Las Vegas massacre raises questions about whether better communication might have allowed police to respond more quickly and take out the gunman before he could kill and wound so many people.
On Monday, Sheriff Joe Lombardo said Paddock shot and wounded a Mandalay Bay hotel security guard outside his door and sprayed 200 bullets down the hall six minutes before he opened fire on 1 October from his high-rise suite on a crowd at a country music festival below.
That was a different account from the one police gave last week: that Paddock shot the unarmed guard, Jesus Campos, after unleashing his barrage of fire on the crowd, where 58 people were killed and hundreds injured.

The sheriff had previously hailed Campos as a “hero” whose arrival in the hallway may have led Paddock to stop firing. But on Monday, Lombardo said he didn’t know what prompted Paddock to end the gunfire and take his own life.
How crucial were the minutes that elapsed before the massacre began?
“This changes everything,” said Joseph Giacalone, a professor at John Jay College of Criminal Justice and a former New York City police sergeant. “There absolutely was an opportunity in that timeframe that some of this could’ve been mitigated.”
Giacalone added: “By engaging the shooter ahead of time during this event, it could’ve saved a lot of heartache.”
Campos reported to hotel security dispatchers that he was shot before Paddock opened fire on the crowd, Assistant Sheriff Tom Roberts told The Los Angeles Times. Campos ran down the hall, away from Paddock’s room, after he was shot and may have used both his radio and a hallway phone to call for help, he said.
It wasn’t clear exactly what time Campos called for help or if the hotel had relayed the information about the shooting to police. Las Vegas police did not respond to questions from The Associated Press about whether hotel security or anyone else in the hotel called 911 to report the hallway shooting.
“Our officers got there as fast as they possibly could and they did what they were trained to do,” another Las Vegas assistant sheriff, Todd Fasulo, said on Tuesday.
MGM Resorts International, which owns the Mandalay Bay, has referred all inquiries to an outside crisis management team which again declined to comment for the record Tuesday, A representative for Campos’ union didn’t immediately respond to a message seeking comment.
But the sheriff has said that Las Vegas police officers searching the hotel for the gunman during the attack did not learn the guard had been shot until they got off the elevator on the 32nd floor and met him in the hallway.
Nicole Rapp, whose mother was knocked to the ground and trampled by panicked concert-goers as bullets rained from above, said she’s “having a hard time wrapping my head around” why police changed the timeline of the shooting.
“It’s very confusing to me that they are just discovering this a week later,” she said. “How did we not know this before? It’s traumatic for the victims and their families not to be sure of what happened.”
Fasulo explained the change in the timeline by saying that dozens of investigators have been using different sources of information – including surveillance video, computers, police body cameras, mobile phones and interviews – and that not all clocks were in sync.
Last week, police said Paddock had shot at concert-goers for 10 minutes and stopped firing around 10.15pm. The first officers arrived on the 32nd floor at 10.17pm and encountered the wounded guard at the elevator bank about a minute later, police said.
The security guard had been responding to a door alarm on the floor when he heard an odd drilling sound, Undersheriff Kevin McMahill told KNPR on Tuesday. That was when Paddock fired hundreds of rounds at the guard and a maintenance man, McMahill said.
Paddock had power tools and was trying to drill a hole in a wall, perhaps to mount another of the security cameras he set up around him, or to point a rifle through, but he never completed the work, Lombardo said. He also drilled holes and bolted a metal bar to try to prevent the opening of an emergency exit door near his room.
The six minutes that transpired between the hallway shooting and the start of the gunman’s fusillade wouldn’t have been enough time for officers to stop the attack, said Ron Hosko, a former FBIassistant director who has worked on SWAT teams. Rather than rush in without a game plan, police would have been formulating the best response to the barricaded gunman, he said.
“Maybe that’s enough time to get the first patrolman onto the floor but the first patrolman is not going to go knock on that customer’s door and say ‘What’s going on with 200 holes in the door?'” Hosko said.
McMahill defended the hotel and said the encounter that night between Paddock and the security guard and maintenance man disrupted the gunman’s plans. Paddock fired more than 1,000 shots and had more than 1,000 rounds left in his room, the undersheriff said.
“I can tell you I’m confident that he was not able to fully execute his heinous plan and it certainly had everything to do with being disrupted,” McMahill said. He added: “I don’t think the hotel dropped the ball.”

The Internet service provider was approached by the National Crime Squad and agreed to allow officers to access its servers. This led to the recovery of data showing the activity of nearly 1,500 newsgroups during a two-week period.
From this data, officers established that almost 10,000 Internet Protocol (IP) addresses had accessed more than 30 of the Web sites carrying paedophilia. For operational reasons this number was whittled down to just over 400 addresses of those specifically distributing paedophiliac images.
The information was then distributed via Interpol to the countries identified with the suspects, and evidence packs on each of the targets were distributed to the relevant police forces
Detective Superintendent Peter Spindler, leading the investigation for the National Crime Squad, said: “With the assistance of Demon Internet and the support and guidance of the National High-Tech Crime Unit, we are able to show that those accessing these newsgroups did so regularly and with purpose.
“We also learnt, not surprisingly, that those abusing the Internet have learnt from recent police successes how best to protect their true identities,” he added.
The National Crime Squad and Serco, its IT partner, have developed facial mapping software that they hope to use to identify the abused children featured on the paedophiliac sites.”

The PSC-Northern Telecom relationship is part of a new trend, called functional outsourcing, that is helping PSC to achieve rapid growth. Over the past two years, PSC has developed its first outsourcing relationship, with computer network equipment manufacturer Cisco Systems Inc. of San Jose, Calif. Its sales nearly doubled in 1994 to $1.2 billion (U.S.) and customer demand for training is very strong.
The pact with Northern Telecom is PSC’s second outsourcing relationship. Under this pact, PSC ensures that Entrust software meets the highest quality standards. In addition, PSC provides post-sales service to Entrust customers worldwide, including product installation, training and ongoing support.
PSC is currently negotiating several other outsourcing pacts, under which it would provide training for other major computer equipment manufacturers. An announcement regarding one of those pacts is anticipated soon.
For the fiscal year ended March 31, 1995, PSC received nearly $6 million of revenue from its Cisco outsourcing relationship. That represented about 5 percent of MacDonald Dettwiler’s total revenue of $110 million. With continued growth from Cisco, and with Northern Telecom and other relationships under negotiation, PSC expects its outsourcing revenue to approximately double during the current fiscal year.
With a staff of about 120, PSC specializes in consulting and training related mainly to computer networking. PSC helps customers design and implement networks so that computers can communicate faster and at less cost.
PSC’s training is conducted from offices in Toronto, Washington D.C., London and Sydney, Australia. In addition, PSC sends instructors and portable laboratories from city to city to provide courses at locations convenient to customers.
