Police say that the gunman who killed almost 60 people at a concert in Las Vegas had outfitted a legal but controversial accessory onto 12 of his semi-automatic rifles to enable them to fire hundreds of rounds per minute.
Officials say that these devices – known as bump-stocks – have been found along with 23 guns inside Stephen Paddock’s room at the Mandalay Bay Resort and Casino.
Bump-stocks, or slide fire adapters, allow semi-automatic rifles to fire at a high rate, similar to a machine gun, but can be obtained without the extensive background checks required of purchasing automatic weapons.
Audio analysis of one clip estimated that about 90 rounds were unleashed in only 10 seconds – far faster than a human being could repeatedly pull a trigger.
Lawmakers have questioned the legality of these devices while gun owners – sensing a legislative crackdown – have reportedly begun stockpiling them.
Since Congress passed the Firearm Owners’ Protection Act in 1986, it has been relatively difficult for civilians to buy new, fully automatic weapons, which reload automatically and fire continuously as long as the trigger is depressed.
However, thousands of “grandfathered” weapons – those manufactured and registered before 1986 – can still be bought but are very expensive and all sales must be approved by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
It is also illegal to modify the internal components of semi-automatic rifles – which typically manage about 60 aimed shots per minute – to make them fully automatic.
Gun owners can instead legally buy accessories to increase the rate of fire.
One option is a “trigger crank“, “hellfire trigger”, or “gat crank”, which bolts onto the trigger guard of a semi-automatic rifle and depresses the trigger several times with every rotation.
But the bump-stock, which was used by Stephen Paddock in Sunday’s Las Vegas shooting, harnesses a rifle’s recoil.
It replaces the weapon’s stock, which is held against the shoulder, and allows the rest of the rifle to slide back and forward with every shot despite having no mechanical parts or springs.
The motion makes the trigger collide with, or bump, the shooter’s finger as long as they apply forward pressure with the non-shooting hand and rearward pressure with the shooting hand.
Following the Sandy Hook Elementary School shooting in Connecticut in 2012, California Senator Dianne Feinstein introduced a bill that sought to ban bump-stocks and similar devices, saying that manufacturers were exploiting “loopholes” to circumvent gun laws. However, the bill was defeated in the Senate.
In the wake of the Las Vegas shooting, Mrs Feinstein re-introduced a bill on Wednesday that would outlaw the sale and possession of bump-stock equipment and other similar devices.”

The Mandalay Bay hotel is questioning police accounts of the Las Vegas shooting timeline after investigators revised it to place a security guard’s injury before—and not after—the gunman started firing on the crowd below.
The updated timeline raised the possibility of a breakdown or delay in communication between the hotel and police. Even though the security guard was shot in the leg six minutes before the shooting spree began and alerted hotel security, according to the timeline given by Clark County Sheriff Joseph Lombardo on Tuesday, police did not find out the guard had been shot until they arrived at the scene.
The company that owns the Mandalay Bay hotel casino, MGM Resorts International, voiced doubts about the timeline, according to the Associated Press. “We believe what is currently being expressed may not be accurate,” a spokeswoman said. The police did not respond to the AP about the hotel’s comments.
Undersheriff Kevin McMahill said the security guard, Jose Campos, was responding to an unrelated door alarm when he heard a sound that turned out to be the shooter drilling a hole on the wall for a still unclear purpose. The guard found Stephen Paddock, the shooter, had bolted a metal bar to block an emergency exit door near his room. Per the AP:
As the guard notified maintenance and security of the stairwell issue, several single shots were fired into the hallway before he shot again, unloading more than 200 rounds at the guard and a maintenance man, McMahill said. Campos, the security guard, was struck in the leg and injured, police said.
Campos then alerted hotel security he had been shot, police said. It is still unclear when he called for help and uncertain whether police received received a call from the guard or the hotel. Las Vegas police have maintained the officers arrived as quickly as they could. A former FBI assistant director, Ron Hosko, told the AP that even if police received an alert from the hotel six minutes before the shooting began, they would still not have had enough time to stop it.

“The National Crime Squad co-ordinated arrests of suspected paedophiles across 19 separate countries on 28 November using information supplied by Demon Internet.
The Internet service provider was approached by the National Crime Squad and agreed to allow officers to access its servers. This led to the recovery of data showing the activity of nearly 1,500 newsgroups during a two-week period.
From this data, officers established that almost 10,000 Internet Protocol (IP) addresses had accessed more than 30 of the Web sites carrying paedophilia. For operational reasons this number was whittled down to just over 400 addresses of those specifically distributing paedophiliac images.
The information was then distributed via Interpol to the countries identified with the suspects, and evidence packs on each of the targets were distributed to the relevant police forces
Detective Superintendent Peter Spindler, leading the investigation for the National Crime Squad, said: “With the assistance of Demon Internet and the support and guidance of the National High-Tech Crime Unit, we are able to show that those accessing these newsgroups did so regularly and with purpose.
“We also learnt, not surprisingly, that those abusing the Internet have learnt from recent police successes how best to protect their true identities,” he added.
The National Crime Squad and Serco, its IT partner, have developed facial mapping software that they hope to use to identify the abused children featured on the paedophiliac sites.”

PSC is currently negotiating several other outsourcing pacts, under which it would provide training for other major computer equipment manufacturers. An announcement regarding one of those pacts is anticipated soon.
For the fiscal year ended March 31, 1995, PSC received nearly $6 million of revenue from its Cisco outsourcing relationship. That represented about 5 percent of MacDonald Dettwiler’s total revenue of $110 million. With continued growth from Cisco, and with Northern Telecom and other relationships under negotiation, PSC expects its outsourcing revenue to approximately double during the current fiscal year.
With a staff of about 120, PSC specializes in consulting and training related mainly to computer networking. PSC helps customers design and implement networks so that computers can communicate faster and at less cost.
PSC’s training is conducted from offices in Toronto, Washington D.C., London and Sydney, Australia. In addition, PSC sends instructors and portable laboratories from city to city to provide courses at locations convenient to customers. PSC has the capacity to teach in English, French, Spanish, Russian and several other languages.
MacDonald, Dettwiler and Associates provides technology-based solutions and services which address basic societal needs in earth observation, air navigation, defence applications and data communications markets.
