French Ship Commands Naval Task Force in Strikes Against ISIS
ABOARD THE CHARLES DE GAULLE — This nuclear-powered aircraft carrier, bristling with modern warplanes, also offers a hint of old-world ambience.

The narrow passageways below deck are named after Parisian streets. And an officers’ bar has a small but respectable selection of red and white wines, and even Champagne.

“We are French,” Cmdr. Lionel Delort, a public affairs officer, said Saturday as the carrier cruised in the Persian Gulf. “So wine is very appreciated onboard.”

This small concession to civilian life is forbidden on American warships. But when it comes to naval warfare, the crew is all business.

So much so that the Charles de Gaulle is the first non-American ship to take command of the task force, known as CTF-50, that is carrying out airstrikes against the Islamic State on behalf of the international coalition led by the United States. ..

France carries out the second-largest number of airstrikes in the American-led coalition against the Islamic State, although the United States conducts the overwhelming majority, according to American officials. American officials could not say what percentage the French provide.

Years of quiet cooperation between the American Navy and France’s Marine nationale made it possible for the Charles de Gaulle to take a turn at spearheading the task force. .. About 10 American officers serve on the ship under French command as exchange officers or in other capacities. France’s growing role in the coalition against the Islamic State, also known as ISIS or ISIL, was emphasized Saturday when Defense Secretary Ashton B. Carter flew here on a Marine Corps Osprey.

The Persian Gulf is not new to the French Navy, which has maintained a “quasi-permanent” presence in these waters and the Indian Ocean, Commander Delort said. Escorted by several European ships, the Charles de Gaulle is not scheduled to return to Toulon until March. ..

Among Mr. Carter’s reasons for visiting the ship were to assess if the French officers were getting enough intelligence from the United States on the Islamic State threat and to ask what more they might need [Allegedly installed CANES on De Gaulle]. Shares in the company, which had more than half a billion pounds wiped off its market value in November when it stunned the market with a huge profit warning, tumbled again as Mr Soames set out the full extent of the Serco’s troubles. Revenue fell 6.7pc to £3.96bn – the first decline in 25 years – and the company swung to a £632m trading loss as it took £1.3bn of provisions on onerous contracts, asset impairments and other charges. On a pre-tax basis the performance was even worse, with a loss of £1.35bn. .. The scheme is on a 1:1 basis and is priced at 101p, a deeply discounted 51.1pc compared with the previous closing price, and a 34pc discount on theoretical ex-rights price. The fundraising – which is subject to shareholder approval – is fully underwritten and the proceeds will be used to cutSerco’s debt by £450m. At the end of the year Serco’s net debt stood at £682m. The company said that subject to the rights issue’s completion, it had struck an agreement with its creditors to refinance its funding. It is understood that the commission being charged by the rights issue’s underwriters is 2pc – a rate back down at pre-crisis levels and half what many banks were able to impose during rescue fundraisings in the wake of the crash.” A source close to the company said: “This a noticeable reduction in commission charged by underwriters until fairly recently, it’s back at normal levels. “There’s no element in this deal that indicates it’s anything but a straightforward fundraising of new equity and a sign of the backing of Rupert Soames and his new management team.”

A retired Marine Corps two-star general will be the next director of the United States Secret Service, the White House announced Tuesday. President Donald Trump picked retired major general and current acting deputy commissioner of U.S. Customs and Border Protection Randolph “Tex” Alles for the post, adding another prominent Marine veteran to an administration rapidly filling with them. Alles served in the Marine Corps for 35 years as a naval aviator, serving as an instructor at the U.S. Navy Fighter Weapons School — better known as Top Gun — over the course of his career.

According to an official biography, he earned his wings in 1976 and went on to fly five different fighter airframes during his service: the F-4 Phantom II, the Northrop F-5, the F-16 Fighting Falcon, the F/A-18 Hornet and the A-4 Skyhawk. In these aircraft, he amassed more than 5,000 flight hours, 300 of them in combat, according to the biography.

His positions of leadership within the Corps included command of the 3rd Marine Aircraft Wing (Forward) and of Al Asad Air Base in Iraq; commanding general of the Marine Corps Warfighting Lab and vice chief of Naval Research; and director for Strategic Planning and Policy at U.S. Pacific Command, among others.

Alles’ military awards include the Distinguished Service Medal, the Defense Superior Service Medal with Oak Leaf cluster, the Legion of Merit with Combat “V” device and Gold Star, the Meritorious Service Medal with Gold Star, the Air Medal with strike/flight numeral 3, and the Navy Commendation Medal with Gold Star, according to his official biography.

He was recommended to lead the Secret Service by John F. Kelly, secretary of Homeland Security and a retired Marine four-star general who served as his contemporary, The New York Times reported.

Alles comes to the position after a multi-year series of scandals for the Secret Service that have eroded the secretive law enforcement agency’s public image.

A 2012 incident in which multiple agents were found to have solicited prostitutes in Colombia while on official business for then-President Barack Obama prompted congressional hearings and a wave of firings. More recently, in 2014, three agents were sent back to the U.S. after drunken behavior in the Netherlands ahead of a presidential visit.

Other incidents highlight apparent holes in security provided by the Secret Service. Last month, a man jumped the White House fence and was able to trespass on the grounds for 17 minutes before he was discovered, a security breach that Kelly took particular interest in, according to Times reports.

And in 2014, a mentally unstable man was able to climb over the fence on the White House’s north lawn and charge through the front door without being apprehended.

Alles will be at least the fourth Marine general to take a prominent position in the Trump administration, joining Kelly; Defense Secretary and retired Marine four-star Jim Mattis; and active-duty Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff.
