The 2001 anthrax attacks, also known as Amerithrax from its Federal Bureau of Investigation (FBI) case name, occurred within the United States over the course of several weeks beginning on September 18, 2001, one week after the September 11 attacks. Letters containing anthrax spores were mailed to several news media offices and two Democratic U.S. Senators (Tom Daschleand Patrick Leahy), killing 5 people and infecting 17 others. According to the FBI, the ensuing investigation became “one of the largest and most complex in the history of law enforcement.”[1]

A major focus in the early years of the investigation was a bio-weapons expert named Steven Hatfill, who was eventually exonerated. Another suspect, Bruce Edwards Ivins, became a focus of investigation around April 4, 2005. Ivins was a scientist who worked at the government’s biodefense labs at Fort Detrick in Frederick, Maryland. On April 11, 2007, Ivins was put under periodic surveillance and an FBI document stated that “Bruce Edwards Ivins is an extremely sensitive suspect in the 2001 anthrax attacks.”[2] On July 29, 2008, Ivins committed suicide with an overdose of acetaminophen.[3]

On August 6, 2008, based on DNA evidence leading to an anthrax vial in Ivins’s lab, federal prosecutors declared Ivins to be the sole culprit of the crime.[4] Two days later, Senator Chuck Grassley and Rep. Rush Holt called for hearings into the DOJ and FBI’s handling of the investigation.[5][6] On February 19, 2010, the FBI formally closed its investigation.[7]

In 2008, the FBI requested a review of the scientific methods used in their investigation from the National Academy of Sciences, which released their findings in the 2011 report Review of the Scientific Approaches Used During the FBI’s Investigation of the 2001 Anthrax Letters.[8] The report cast doubt on the U.S. government’s conclusion that Ivins was the perpetrator, finding that although the type of anthrax used in the letters was correctly identified as the Ames strain of the bacterium, there was insufficient scientific evidence for the FBI’s assertion that it originated from Ivins’s laboratory. The FBI responded by pointing out that the review panel asserted that it would not be possible to reach a definite conclusion based on science alone, and said that a combination of factors led the FBI to conclude that Ivins had been the perpetrator.[9] Some information about the case related to Ivins’s mental problems is still under seal.[10][11] Lawsuits filed by the widow of the first anthrax victim Bob Stevens were settled by the government for $2.5 million with no admission of liability. According to a statement in the settlement agreement, the settlement was reached solely for the purpose of “avoiding the expenses and risks of further litigations”.[12]

Mueller’s leaked ‘hit list’ may indicate he’s treating Trump’s team like a ‘criminal enterprise’

A grand-jury subpoena from the special counsel Robert Mueller’s team reportedly targets most of Donald Trump’s senior campaign team, including the president.

The news website Axios reported that Mueller would subpoena communications from nine leaders of Trump’s campaign and Trump himself.

A former CIA officer said the subpoena indicated Mueller was treating Trump’s team like a “criminal enterprise.”

A grand-jury subpoena from the special counsel Robert Mueller’s team reportedly targets the majority of Donald Trump’s senior campaign team, including the president.

The subpoena, seen by and labeled a “hit list” by the news website Axios, asks for all texts, letters, handwritten notes, or communications of any kind starting from November 1, 2015, between one unnamed witness and the following people:

Carter Page, a former investment banker and campaign foreign-policy adviser.

Corey Lewandowski, a Trump campaign manager.

Hope Hicks, Trump’s outgoing communications director.

Keith Schiller, Trump’s former bodyguard and confidant.

Michael Cohen, the longtime personal attorney for Trump.

Paul Manafort, Trump’s already indicted campaign chairman.

Rick Gates, the deputy chairman of Trump’s presidential campaign who is now cooperating with Mueller.

Roger Stone, an adviser to Trump who left the campaign before November 1, 2015, but has admitted to having contact with WikiLeaks, the organization that leaked hacked emails from the Democratic National Convention.

Steve Bannon, the former White House chief strategist under Trump.

And, finally, Donald Trump himself makes the list.

November 1, 2015, the start of the subpoena’s request, came nearly five months after Trump announced his candidacy.

In response to the report, Ned Price, a former CIA official who advised President Barack Obama and resigned from the agency rather than work for Trump’s administration, tweeted that the subpoena indicated “Mueller is treating it like a criminal enterprise.””

Price pointed out that the inclusion of Roger Stone, who worked with the campaign only briefly and had no subsequent role in the White House — but was found to have communicated with WikiLeaks — may indicate the subpoena is not about possible obstruction of justice but instead whether Trump’s team colluded with Russia.

Trump has repeatedly denied obstructing justice in the investigation or colluding with foreign agents, making “no collusion” a rallying cry on Twitter.

The USS Cole bombing was a terrorist attack against the United States Navy guided-missile destroyer USS Cole (DDG-67) on 12 October 2000, while it was being refueled in Yemen‘s Aden harbor. Seventeen American sailors were killed and 39 injured[1] in the deadliest attack against a United States naval vessel since 1987.

The terrorist organization al-Qaeda claimed responsibility for the attack. A U.S. judge has held Sudan liable for the attack, while another has released over $13 million in Sudanese frozen assets to the relatives of those killed. The United States Navy has reconsidered their rules of engagement in response to this attack.”

Thursday, Kemberlee blogged that a Massachusetts man was arrested for allegedly sending the Trump’s the white powder-laced letter.

That powder was determined to be cornstarch and nobody was injured. However, in a separate incident last week, a suspicious letter containing an unknown substance was opened at a Marine Corps base in Virginia, which resulted in 11 people being treated for severe eye and respiratory system irritation.

Staff at the Joint Base Myer-Henderson Hall in Arlington suffered nose bleeds and complained or burning sensations after the unidentified chemical sparked a hazmat situation on Tuesday.

Henderson Hall is the headquarters of the US Marine Corps. It is an administrative center that includes both military and civilian personnel.

Three people had symptoms severe enough to require hospitalization. Fortunately, all three have been released.

The problems started when a sergeant opened up the letter as it arrived at the base.

The Pentagon official told NBC News a gunnery sergeant opened a letter and showed it to a superior. The two then started to feel sick.

A colonel decided to evacuate the building. Several and police units and medics responded to the scene.

The text of the letter was a screed directed at the commanding officer.

The law enforcement official said the text of the letter contained derogatory, at time unintelligible and ranting language, and was addressed to a commanding officer at the base. Investigators are still determining what relationship, if any, the sender had with the base.

Field tests came back negative for any harmful substances, and the FBI lab in Quantico is expected to conduct further analysis. The Naval Criminal Investigative Service, the Navy’s primary law enforcement agency, is expected to conduct a joint investigation with the bureau.

It will be interesting to see if they determine both the perpetrator and the motive: Revenge, terror, or progressive politics. You can bet that if leftist politics is behind the letter, there will be near media silence on the matter.”

FBI agents tracing the source of deadly anthrax attacks in America want to question scientists at Porton Down, the British defence establishment over fears that the spores may have been smuggled out of a British laboratory.

They have established that the Ministry of Defence’s centre in Wiltshire has experimented on the Ames strain of anthrax – identical to that sent to American journalists and politicians. Agents in Washington will request a list of scientists who have had access to the samples of anthrax used in MoD laboratories over the past 15 years. The British Government is currently developing a new vaccine against the disease.

FBI officials confirmed that they would approach British scientists while tracing the anthrax strain. A spokesman said that officers are aware that the strain was kept in Britain and are covering all possible outlets.

Sue Ellison, the spokesman for Porton Down, confirmed last night that the authorities were aware of FBI inquiries and would help when approached. “We keep a full list of where the anthrax samples are sent, and would give these details to the relevant authorities. In the UK, we work closely with our American partners and we will continue to do so.”

An American investigation to discover the source of the anthrax was launched last September after contaminated letters were sent to Congressmen and journalists.

Four American citizens died after more than 20 parcels and letters were found to contain a fine, white powder that was a refined form of the deadly bacteria. Scientists and law enforcement agents have established that anthrax sent in some letters was the Ames strain of the virus – originally used by the US Army Medical Research Institute of Infectious Diseases (USAMRIID), in Ford Detrick, Maryland.

Bulk quantities of the Ames strain were sent to Porton Down in the mid-1980s because British scientists wanted to develop vaccines against the disease.

FBI agents want to establish who has had access to anthrax at Porton Down over the past 15 years. They have already contacted at least four other laboratories around the world that have also been sent the Ames strain. American investigators believe that most of the anthrax sent in letters was manufactured in a military installation or research laboratory.

Van Harp, the FBI’s assistant director, told CNN last week: “Contrary to what was initially out there at the beginning of the investigation, this anthrax, we do not believe, was made up in a garage or a bathtub.”

A spokesman for USAMRIID confirmed that the Ames strain was sent to Ministry of Defence scientists in the 1980s. “We have provided a list of places where we sent the disease to the appropriate authorities,” she said.

Scientists at Porton Down are testing a vaccine against anthrax contamination that will require only one injection. At present, vaccines require a series of injections. They are also testing a range of genetically modified superbugs, including bubonic plague, smallpox and gangrene.”

In order to publicise Dstl’s achievements more widely, a new technical “highlights document” has been launched. Mitigation steps are now being taken to address these issues and improve the relationship with MOD Head Office and RAO science staff. Abstract

A system for transmitting instructions from a master control facility (50) to a number of remotely located player units (11-14). The remotely located player units communicate through a mobile cell site (10). Cellular communication links (16) are provided to link the remote units (11-14) to cell site (10). …. BACKGROUND OF THE INVENTION

The present invention pertains to communications systems and more particularly to remote control and location of elements in particular remote areas.

For monitoring and controlling elements and events from a remote area to a control center point-to-point fixed communications by wire line or radio frequency (RF) devices is employed. Data is often transmitted from the remote area to the control center where it is processed and displayed. Subsequently, commands for the elements or events may be transmitted back from the control center to the remote area via control devices on these point-to-point communications. Such conditions often required that control centers be located in proximity to the events and elements they were monitoring. Monitoring events and elements in many locations often required many control centers which may be linked through elaborate networks.

Examples of such systems with the above characteristics include military training ranges, prisoner monitoring, asset monitoring and police and fire coordination efforts. People participating in or controlling events or elements requiring monitoring for movement, etc. may include a communication device such as a radio for transmitting and receiving information from a control center or an RF activated device for monitoring the movement of elements.

The operation of such control centers are typically to gather information from sensors or personnel; process this information; and relay some command or activity back to the transmitting person or element. Often in fixed bounded areas it is highly desirable for the control center to know the location of the person or element to be instructed. For example, applying these requirements to the situations mentioned above may include the movement and monitoring of battle results for soldiers in a training range; location monitoring and control of prisoners; asset monitoring and management for transportation in warehouse operations; asset monitoring throughout movement; control of and coordination of police efforts at particular events and control of fire fighters in a coordinated effort to fight particular fires.

The greater the number of remote locations the control center has to monitor, the greater the problems of these communications. This is particularly true where events might happen worldwide and require common analysis and control.

Accordingly, it would be advantageous to have a common control center for monitoring, controlling and locating people and elements within particular bounded areas and provide a communication link for return instructions or commands.

Clients are first qualified and given wagering limits before being allowed to interactively wager on event outcomes. Event outcomes may be based on, for example, financial markets and indices, sporting and entertainment events, casino performances, and natural phenomena such as weather and earthquakes. Events on which wagers can be placed include both those with known and unknown outcome probabilities, and wagers can be a fixed-odds type or a spread-bet type. Wager transactions, including acceptances and confirmations, are executed in real time. Clients can customize displays of events on which they are authorized to wager. Real-time client credit management, automatic dealer hedging, automatic price-spread adjustments, and automatic client and dealer defined wagering limits are also provided.

Abstract

Methods and apparatuses for processing an instant message from a source wireless communication device to a destination device are described herein. In one aspect of the invention, an exemplary method includes receiving the instant message from the source wireless communication device, the instant message having a source wireless communication identifier, a destination instant messenger identifier, and data contents; extracting the source wireless communication identifier, the destination instant messenger identifier and the data contents from the instant message; retrieving a source instant messenger identifier corresponding to the source wireless communication identifier; binding the source instant messenger identifier with the source wireless communication identifier; and transmitting the data contents with the source instant messenger identifier to the destination device over a communication network, based on the destination instant messenger identifier. A method which allows implementation of the revocation of public-key certificates facilitates engineering of certificate revocation lists (CRLs). It solves the practical problem of CRLs potentially growing to unmanageable lengths by allowing CRLs to be segmented, based on size considerations or priority considerations related to revocation reasons. The method is used to distribute CRL information to users of certificate-based public-key systems. It is also applied more generally to update any field in a certificate by reference to a secondary source of authenticated information.

UK’s Crime Squad picks face-recognition tech

LONDON, England (IDG) — Imagis Technologies Inc. [Chairman Buck Revells] and Serco Group PLC are working with the UK’s National Crime Squad (NCS) to develop a facial-recognition application for use in crime fighting.

The squad is working on a national database based on Imagis ID-2000 facial-recognition technology to use as a tool for keeping track of convicted pedophiles and other criminals, Imagis announced at the Biometrics 2001 Conference here on Thursday.

The City of London Police has closed an investigation into Serco’s prisoner transport contract after more than a year of work, enabling the firm to continue with the contract until 2018.

The Ministry of Justice called in the police in August 2013 to examine whether Serco had misleadingly recorded prisoners as being ready for court when they were not, in order to meet the performance criteria of the contract.

However, Serco said on Friday that the probe into the Prisoner Escort and Custody Services (PECS) contract had been closed after the police found no evidence to support bringing charges against the outsourcing firm or its staff.

“The information obtained was also sufficient for the City of London Police to conclude there was no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT [designated ready and available for court time] contract requirement by senior Serco management or at the board level of the company,” the firm said in a statement.

The Ministry of Justice had said it would end the contract immediately if the firm’s board was found to have done wrong.”
