McConnell claims CAI investors led by Guy Saint-Pierre, former president of the SNC-Lavalin Group, began embedding virtual command centers (VCC) in HUBZones in a program launched in 1998 by McConnell’s sister Kristine Marcy and her Senior Executive Service associates who can now simulate threats from Kim Jong-un while a Serco-controlled Korean protégé company triggers a tritium-laced H bomb from a HUBZone.
McConnell claims that a CAI investor, the late General Alexander Haig, equipped VCC junket rooms with a Real-time interactive wagering on event outcomes CA 2460367 A1 system so that the Greek Life associates of Bill Clinton (Phi Beta Kappa) and Wilbur Ross (Kappa Beta Phi) could bet on body counts and time of victim deaths during the “first live broadcast mass snuff film in human history” on 9/11.
McConnell claims that a CAI investor, Yves Fortier, a former director of Nortel and RBC, the former Canadian ambassador to the United Nations from 1988 to 1992 and former chairman of Alcan Inc., embedded VCC JABS* devices in the Law Enforcement Online (LEO) network to track criminals and victims through crimes scenes associated with 9/11 or clandestine prisons operated by the DOJ or Kim Jong-un.
JABS* – Joint Automated Booking System allegedly built by Nortel Government Solutions for the U.S. Department of Justice so insiders can book criminals and patsied patentees into assassination or mass-casualty events to control the outcome of crime scene investigations and enrich Serco‘s private-equity investors including Yves Fortier, Guy Saint Pierre or the 7th SACEUR, the late General Alexander Haig.

North Korea emphasized Tuesday that the U.S. was the only potential target of supreme leader Kim Jong Un’s growing nuclear and ballistic arsenal, and not its southern rival or other regional powers seeking talks with the secretive, authoritarian state.
In his New Year’s Day speech last week, Kim vowed to continue developing weapons of mass destruction and missiles capable of delivering them to targets across the globe. He also emphasized, however, that he would reopen talks with South Korea, the U.S.-backed neighbor with which North Korea has technically remained at war since a deadly, three-year conflict in the early 1950s. As the dialogue officially began Tuesday, North Korean officials said their nuclear weapons were not up for debate, because it was only Seoul’s foreign sponsor that had to worry.
“North Korea’s weapons are only aimed at the United States, not our brethren, China or Russia,” North Korean delegation head Ri Son Gwon said according to Reuters.
Kim’s sudden decision to renew Korean Peninsula peace talks for the first time in two years came after a year of milestones for North Korea’s youngest leader. Despite President Donald Trump vowing to prevent any North Korean intercontinental ballistic missile (ICBM) launches as he came into office almost exactly one year ago, Kim managed to oversee two debut launches in July, as well as a hydrogen bomb test in September. North Korea conducted its latest and highest-reaching ICBM test in late November and officially declared itself a nuclear state.
These developments have come amid tightening international sanctions and mounting pressure from the U.S., which has produced mixed messages about diplomacy in the tense region. Trump tweeted Thursday that “talks are a good thing” and even took credit for the initiative, but U.S. ambassador to the United Nations Nikki Haley said the day earlier that the U.S. “won’t take any of the talks seriously if they don’t do something to ban all nuclear weapons in North Korea.”
Secretary of State Rex Tillerson initially said last month the U.S. would meet “without preconditions,” but later clarified that North Korea would have to first abandon nuclear weapons and ICBM tests after the White House intervened. North Korea has claimed the right to develop such weapons in order deter a potential U.S. invasion, pointing to similar circumstances in countries such as Iraq and Libya.
China and Russia also backed U.N. Security Council sanctions over Kim’s stockpile of weapons of mass destruction, but also opposed the U.S.’s growing presence in the Asia-Pacific and its hardline stance against their mutual neighbor. Both have urged Trump to de-escalate the crisis instead of pursuing military drills, which the Pentagon said it would suspend for the length of the upcoming Winter Olympic Games.
The latest round of inter-Korea talks first centered on the participation of North Korean athletes in next month’s Winter Olympics to be held in PyeongChang, South Korea. Last week, North and South Korea reopened their border hotline and, by Tuesday, Pyongyang agreed to reconnect a military hotline, accepting Seoul’s offer to enter into joint military talks.
“This meeting takes on significance in terms of restoring and developing inter-Korean ties. The two sides shared the need to upgrade our ties based on mutual respect,” South Korean Unification Minister and chief delegate Cho Myoung-gyon told reporters at the truce village in Panmunjom, according to the official Yonhap News Agency.
“South-North ties took their first step. As they have been strained for a long time, there are a lot tasks to do,” he added.””

Canada’s historic role in India’s first nuclear weapons test
Ottawa — Contrary to federal government assurances in the House of Commons, Canadian nuclear technology has played a significant role in events leading to India’s recent nuclear detonations, environmental groups charge.
Reputable military sources have revealed that India’s supply of tritium (which is often used for detonation of a thermonuclear device) is being produced using commercial nuclear power reactors of Canadian design. One of the three nuclear explosions in India’s round of testing on Monday involved a thermonuclear device.
CANDU reactors are the only commercially available nuclear reactors that produce both plutonium and tritium. India’s first nuclear explosion in 1974 used plutonium from a heavy water reactor that was a gift from the Canadian government.
“India’s ability to detonate nuclear devices was not developed in isolation,” said Elizabeth May, Executive Director of the Sierra Club of Canada. “The Chrétien government always wants to celebrate sales of nuclear technology, without facing responsibility for a history of AECL sales to India, Pakistan, Taiwan; dictatorships in Argentina and Romania; and most recently South Korea and China. There is a clear cause and effect relationship between Canada’s history of nuclear assistance to India and the events of the past two days.” May added, “Calling for sanctions after the fact, ignores the federal government’s own role in pushing nuclear exports.””

Canada’s shameful contribution to the North Korea missile crisis

Canada, which may have been a target of North Korea’s long-range Taepodong-2 missile, is one of the few countries with diplomatic ties to Korea. In fact, Canada’s then Liberal government granted North Korea diplomatic recognition in February 2001.
When North Korea launched seven missiles over a 12-hour period on Tuesday, no one thought of Canada as a potential target. The long-range Taepodong-2 was said to have had the capability of striking the United States. Unsuccessful, it crashed within a minute of launch, according to reports from the U.S. Northern Command.
But according to President George W. Bush, the long-range missile could very well have struck Canada.
“We’re trying to make sure by the way that the missile (that North Korean Leader Kim Jung Il) fired wasn’t headed for Canada,” Bush said. “We don’t know for a fact where it was headed.” (Romeo St. Martin, PoliticsWatch, July 6, 2006).
Bush made the remarks shortly after his 40-minute meeting with Prime Minister Stephen Harper in the White House Oval office, yesterday.
“One thing that Stephen and I talked about is that he could be seemingly firing a missile at the United States–I don’t know, this is all speculation–that could be headed to the Northwest of our country and it wouldn’t take much for it to get off course and end somewhere where he may not have intended.”
Canadians have been kept in the dark about their country’s shameful contribution to the North Korea missile crisis.
Canada, has never taken, but needs to take a No-Candu stand.
“Pyongyang netted some $60 million from missile and missile component sales to Iran, Iraq, Syria and Yemen,” a South Korean study says. “Such exports represent the single largest source of revenue for the Kim Jong Il regime.”
Canada has played a pivotal role in North Korea’s determined role to get nuclear weapons.

In October 1995, Reid Morden was president of AECL when he helped the Privy Council put together a clandestine Candu contract with what was then and is now North Korea’s best friend, China. The same China that only yesterday resisted calls for tough action against North Korea’s missile, along with Russia at the emergency meeting of the UN Security Council.
a second phase of the Candu deal with China was signed in Ottawa during the controversial and much-protested visit of Premier Li Peng (aKa the “Butcher of Beijing”). Li Peng and former Canadian Prime Minister Jean Chrétien, as well as AECL President Reid Morden, and his counterpart in the China Nuclear Corporation (CNNC), Jiang Xinxiong, signed documents. AECL and the Canadian government have never made clear the precise nature of this second-phase agreement, but Morden stated, “we are now essentially ready to complete work on a commercial contract”. If the name Reid Morden sounds familiar to Canadian readers, he’s a former director of the Canadian Security & Intelligence Service (CSIS).
Should his name sound familiar to American readers, he’s the same Reid Morden who’s Executive Director of the Paul Volcker Independent Inquiry Commission into the Oil-for-Food scandal.
Morden, recused himself of any involvement into the Maurice Strong/Tongsun Park relationship Oil-for-Food investigation because of what could be perceived as a possible conflict of interest.
On Oct. 16, 1996 Morden wrote a letter to Strong and Park requesting on behalf of Atomic Energy of Canada for “the support of Mr., Park and Mr. Strong for the sale of “Candu 9” nuclear reactors during their upcoming meeting in Korea with Korean leaders.
Political intrigues aside, Canadians should know that North Korea is also infamous in criminal activity, William Triplett says in his book, Rogue Nation that North Korea functions as Kim’s “family-run criminal enterprise”, with his henchmen (and henchwomen) responsible for terrorist attacks and assassinations, as well as sidelines in narcotics trafficking, counterfeiting and kidnapping.
This is the nation on which Canada bestowed diplomatic recognition in 2001: The North Korea, which launched a long-range missile against North America.

The hydrogen and tritium gas produced by electrolysis in some cases are combined with heated water vapor to increase throughput and passed through a liquid phase catalytic exchange column, which generally includes a catalyst that includes palladium coated with a hydrophobic polymer. As the hydrogen and tritium gas, along with heated water vapor, rise through the LPCE column, the tritium is retained on the catalyst. Deionized wash water passes down the column (i.e., in the opposite direction of the flow of the hydrogen gas and heated water vapor) and carries the retained tritium out of the LPCE column. Useful in separating tritium from radioactive waste materials and from the water from nuclear reactors.

A small earthquake has been detected in North Korea in the same part of the country where previous nuclear tests were conducted.
The United States Geological Survey said the 2.9 magnitude earthquake was recorded 14 miles northeast of Sungjibaegam.
It explained: ‘This event occurred in the area of the previous North Korean Nuclear tests.
‘The event has earthquake like characteristics, however, we cannot conclusively confirm at this time the nature (natural or human-made) of the event.’

The earthquake was described as being ‘shallow’, with a depth of just over three miles.
White House Chief of Staff John Kelly said earlier today that the Trump administration thinks the threat posed by North Korea’s nuclear weapons is currently manageable but Pyongyang cannot be allowed to develop the ability to strike the US homeland.
‘A state that has developed a pretty good ICBM (missile) capability and is developing a pretty good nuclear re-entry vehicle, I would believe … that that state simply cannot have the ability to reach the homeland,’ Kelly said.
‘Right now we think the threat is manageable but over time if it grows beyond where it is today, well, let’s hope that diplomacy works,’ said Kelly, a retired Marine Corps general.”

“The White House travel office controversy, sometimes referred to as Travelgate, was the first major ethics controversy of the Clinton administration. It began in May 1993, when seven employees of the White House Travel Office were fired. This action was unusual because although theoretically staff employees serve at the pleasure of the President and could be dismissed without cause, in practice, such employees usually remain in their posts for many years.
The White House stated the firings were done because financial improprieties in the Travel Office operation during previous administrations had been revealed by an FBI investigation. Critics contended the firings were done to allow friends of President Bill Clinton and First Lady Hillary Rodham Clinton to take over the travel business and that the involvement of the FBI was unwarranted. Heavy media attention forced the White House to reinstate most of the employees in other jobs and remove the Clinton associates from the travel role.
Further investigations by the FBI and the Department of Justice, the White House itself, the General Accounting Office, the House Government Reform and Oversight Committee, and the Whitewater Independent Counsel all took place over the subsequent years. Travel Office Director Billy Dale was charged with embezzlement but found not guilty in 1995. In 1998, Independent Counsel Kenneth Starr exonerated Bill Clinton of any involvement in the matter.
Hillary Clinton gradually came under scrutiny for allegedly having played a central role in the firings and making false statements about her involvement therein. In 2000, Independent Counsel Robert Ray issued his final report on Travelgate. He sought no charges against her, saying that while some of Clinton’s statements were factually false, there was insufficient evidence that these statements were either knowingly false or that she understood that her statements led to the firings.”

Clients are first qualified and given wagering limits before being allowed to interactively wager on event outcomes. Event outcomes may be based on, for example, financial markets and indices, sporting and entertainment events, casino games, casino performances, and natural phenomena such as weather and earthquakes. Events on which wagers can be placed include both those with known and unknown outcome probabilities, and wagers can be a fixed-odds type or a spread-bet type. Wager transactions, including acceptances and confirmations, are executed in real time. Clients can customize displays of events on which they are authorized to wager. Real-time client credit management, automatic dealer hedging, automatic price-spread adjustments, and automatic client and dealer defined wagering limits are also provided.

Information Sharing, Web Style
After the first London bombing in July, we notified more than 5,000 law enforcement professionals nationwide about the attacks in 32 seconds.
How? Through Law Enforcement Online, or LEO, a secure computer network that gives law enforcement officers around the country access to sensitive but unclassified information, intelligence reports, and alerts crafted by our agents and analysts–the kind of information our partners need quickly, but shouldn’t be available to the public.
LEO started ten summers ago as a small dial-up service with just 20 members. Now, it has more than 46,000 members nationwide and a host of features and capabilities offered through the Internet.
“One of our agents said it best: LEO is the ‘the law enforcement, criminal justice, and public safety information highway of the 21st century,'” said Special Agent Kenneth Cassine, LEO Unit Chief and program manager within our Criminal Justice Information Services Division.
How else has LEO evolved? Shortly before 9/11/01, we made LEO a Virtual Private Network that operates securely over the Internet and enables features too cumbersome for the dial-up service. We now offer the Virtual Command Center (VCC)–an information sharing and crisis management tool. The VCC allows the law enforcement community to use LEO at local and remote sites as an electronic command center to submit and view information and intelligence.
For example, law enforcement personnel working a recent Academy Awards ceremony observed several unauthorized people in a restricted area carrying balloons. The incident was reported to the VCC and immediately posted. An officer working the event saw the notice. He knew from previous experience that the individuals were probably anarchists who intended to throw balloons filled with paint and other liquids and shared that information through the VCC. The officer’s action helped ensure that the group was detained without incident.
What else does LEO offer? Here’s a rundown:
A national alert system directing members to the LEO site for information on emergencies (like the London bombings, for example);
Some 235 special interest groups that allow members who share expertise or interests to connect with each other, including areas on terrorism, street gangs, and bombs;
Access to important and useful databases, like those run by the National Center for Missing and Exploited Children;
E-mail services, which enable members to submit fingerprints to the FBI for processing by our Integrated Automated Fingerprint Identification System;
Distance learning-with several online learning modules on topics like terrorism response, forensic anthropology and leadership; and
A multimedia library of publications, documents, studies, research, technical bulletins, and other reports of interest to LEO users.

Real-Time Tool to Securely Monitor Criminal Incidents and Major Events Online

On April 18, federal and local officials in Clarksburg, West Virginia, announced the arrest of a major West Virginia synthetic drug supplier. Operation “Hot Stuff Cool Things” was a multi-agency operation of 70 agents that used a Virtual Command Center (VCC) on the Law Enforcement Online (LEO) network to share information about the ongoing case. Subsequently, the owner of the Clarksburg and Buckhannon stores Hot Stuff Cool Things and three other individuals were arrested on multiple federal drug charges by a task force that included the Drug Enforcement Administration, Internal Revenue Service, West Virginia State Police, U.S. Marshals Service, Clarksburg Police Department, Bridgeport Police Department, and the Harrison County Sheriff’s Office. During the raid, officers found over $750,000 in cash and bank deposits. The U.S. Attorney said that millions of dollars of bath salts (a synthetic drug commonly used as a cocaine substitute) had moved through the stores in the last year.
In the modern law enforcement environment, agencies need to share information, collaborate, and join forces to combat crime and terrorism. Often they need to post, track, and spread information across departments and jurisdictions in a quick, secure way for an investigation or for a major occurrence. To satisfy this need for safe, inclusive communication, the LEO Operations Unit created the VCC capability in 2002. The LEO VCC is a situational awareness and/or crisis management tool used to share information about street-level and tactical activities among law enforcement operations centers and command posts. Since its inception, the VCC has been used by numerous agencies for local, national, and international events ranging from major case management to global events like presidential inaugurations.
Because the VCC resides on LEO, it is extremely flexible and can be used or viewed from multiple geographic locations. This makes it feasible for federal, state, and local law enforcement agencies to create joint efforts in investigations and law enforcement actions. The VCC exists on a secure system for any designated audience members online, not just those physically present at an event or a “brick and mortar” command center. Through the VCC, law enforcement can effectively manage a tactical incident in real time, 24/7, with both operational and technical support. As the VCC receives and posts relevant information and intelligence, it provides a comprehensive account of an incident or event to designated law enforcement channels.
The VCC provides an events board feature that permits information posts as an event occurs and allows listing of data such as photographs, scanned documents, or any information that would be useful to managing an event or crisis. Agencies hosting the VCC can permit access to individual persons or entire agencies as needed. Even critical incident managers, such as emergency planners, can now have remote access to a crisis without having to be on-scene. Recent enhancements to the VCC capability include the ability to display incidents by specific dates or times, improved refresh rates on the screens, and improved critical real-time monitoring of operations.
The FBI and the law enforcement community as a whole have benefited from the increased ability to share vital information and collaborate—even over previously unmanageable locality impediments—by the creation of the VCC. In 2011, LEO members created over 300 new VCCs and opened over 700 VCC event boards to collect, record, and securely publish information. As an indication of its effectiveness and adaptability, the law enforcement community has used the VCC not only during kidnappings, shootings, and special investigations, but also during major events such as NASCAR races, Republican and Democratic National Conventions, a presidential inauguration, the Super Bowl, the Pro Bowl, the Academy Awards, and the Hurricane Katrina relief effort.”
