1. Barack Obama’s Cabinet allegedly used the SBA 8(a) guaranteed loan program–developed in 2001 by Field McConnell’s sister Kristine Marcy – to fund the great escape of the boss of the Sinaloa drug cartel, Joaquin “El Chapo” Guzman, who drove along a mile-long tunnel dug just for him on a specially modified motorcycle on two steel rails out of the Altiplano prison 55 miles (90 kilometers) west of Mexico City.
2. Obama’s 8(a) cabinet allegedly diverted money from the $1.9 billion fine paid by Serco’s dirty banker HSBC out of Marcy’s DOJ Asset Forfeiture Fund and into a Marine Corps onion router (Tor) so that Serco trainers could develop Marine Corps warfighting skills, mission rehearsal exercises and C2 systems needed to build the Sinaloa tunnel undetected.
Field McConnell is standing by to brief Gen Joseph F. Dunford, Jr., USMC, Commandant of the Marine Corps before requesting from Congress the authority he needs by way of Letters of Marque and Reprisal to confiscate the onion router assets used in Serco’s and its bankers’ ongoing services to Marine Corps training, Obama’s 8(a) cabinet and the Sinaloa drug cartel.

The Assassination Market can’t be found with a Google search. It sits on a hidden, encrypted part of the internet that, until recently, could only be accessed with a browser called The Onion Router, or Tor. Tor began life as a U.S. Naval Research Laboratory project, but today exists as a not-for-profit organization, partly funded by the U.S. government and various civil liberties groups, allowing millions of people around the world to browse the internet anonymously and securely.
My journey took me to new places online and offline. I became the moderator of an infamous trolling group and spent weeks in forums dedicated to cutting, starving, or killing yourself.
I explored the labyrinthine world of Tor Hidden Services in search of drugs, and to study child pornography networks. I witnessed online wars between neo-Nazis and antifascists on popular social media sites, and signed up to the latest porn channels to examine current trends in homemade erotica. I visited a Barcelona squat with anarchist Bitcoin programmers, run-down working men’s clubs to speak to extreme nationalists, and a messy bedroom to observe three girls make a small fortune performing sexually explicit acts on camera to thousands of viewers. By exploring and comparing these worlds, I also hoped to answer a difficult question: do the features of anonymity and connectivity free the darker sides of our nature? And if so, how?”

A reward of $3.8 million has been offered for the capture of escaped Mexican drug kingpin El Chapo.
Joaquin “El Chapo” Guzman, the most wanted of Mexico’s drug lords, would have breezed along the mile-long tunnel dug just for him on a specially modified motorcycle or one of the two carts it pushed on two steel rails.
A visit on Tuesday by journalists to the tunnel’s exit in an unfinished barn near the prison that held Guzman provided a look at the last few yards that the leader of the Sinaloa cartel traversed to make his second escape from a Mexican maximum-security lockup.
Tracks guiding the modified motorcycle end two or three steps from the base of a wooden ladder with 17 rungs that he would have scrambled up. The air in the tunnel is warm and humid and fine dust coats everything.

Reaching the top, a step leads into a small basement dominated by a blue generator as big as a compact car.
Then it is six strides to another ladder.
One, two, three steps up. The air thins. The temperature drops 10 degrees.
Four. Five. Six, the last rung. One more step and Guzman stood on the dusty floor of the barn, where the digging crew had left 4-inch by 4-inch wooden beams, 8-foot- tall coils of steel mesh, gallons of hydraulic fluid, 10-foot lengths of PVC pipe and an electric disc saw.
Seven strides and the man who Mexico’s government said would not repeat his 2001 prison escape stepped through a sliding steel door into the chilly night on the high plain west of the capital.
For the first time since his latest capture, on Feb. 22, 2014, Guzman was a free man.
Authorities also released surveillance video of Guzman’s last moments in prison. A recording by a camera in his cell shows him walking to the bed, where he sits and appears to change his shoes.
He then walks to the shower and toilet area, behind a low dividing wall of about waist height, and simply disappears. Another video filmed after the escape shows the gaping square hole cut into what appears to be the floor of the shower.
The ingenuity and audacity of the caper was breathtaking.
Buy a piece of land a mile from Mexico’s most secure prison, but in the middle of farm fields. Throw up a shoddy, concrete block structure that doesn’t look out of place. Build a wall to hide the dirt. Get to work.

Experts have said the tunnel would have been more than a year in planning and building. The digging would have caused noise. The entrance was in a place beyond the view of security cameras at Mexico’s toughest prison.
They also said it was clear the escape by Mexico’s most powerful drug lord must have involved inside help on a grand scale.
Interior Secretary Miguel Angel Osorio Chong conceded as much Monday night. He announced that three prison officials had been fired, including Valentin Cardenas, director of the Altiplano prison 55 miles (90 kilometers) west of Mexico City.
“They had something or a lot to do with what happened, and that’s why we made that decision,” Osorio Chong said.
Still, he did not say who exactly is suspected of aiding the escape. Nor did he talk about rooting out the kind of corruption that led to the escape.
Osorio Chong said the tunnel was 19 meters (about 62 feet) below the surface and he called it a “high-tech” breach of the prison’s extensive security measures, which include 750 cameras and 26 security filters.
A tunnel of such sophistication – with lights, air venting, and the customized motorcycle rigged up on a rail line – would normally take 18 months to two years to complete, said Jim Dinkins, former head of Immigration and Customs Enforcement’s Homeland Security Investigations.
“When it’s for the boss, you probably put that on high speed,” he said.

If anyone was capable of pulling off such a feat, it was Guzman, who is believed to have at least a quarter-century of experience in building large, sophisticated tunnels to smuggle drugs under the U.S.-Mexico border and to escape from hideouts as authorities closed in.
His cartel also has been most successful in coopting officials, said Edgardo Buscaglia, an organized crime expert at Columbia University. “By far they are the most infiltrated in Mexico’s government institutions,” he said.
Experts express skepticism that such an engineering project could go on undetected.
Joe Garcia, who retired this year as interim special agent in charge of U.S. Homeland Security Investigations in San Diego, has extensive experience in tunnel investigations. He said the tunnel at Altiplano was longer than any passage ever found on the U.S.-Mexico border.
To pull off such a feat, rescuers likely had intelligence on the prison even before Guzman was arrested, Dinkins said.
Designers and workers would have needed access to sensitive information such as prison floor plans and alarm and camera systems. And just the noise alone as they bored the final 30-foot (10-meter) vertical shaft directly under the prison to reach Guzman’s cell would have generated some attention.
“It’s not just like someone took a couple tools, shovels and pickaxes. This is a very sophisticated operation,” said Alonzo Pena, a former senior official at U.S. Immigration and Customs Enforcement. “How could they be there and not hear that construction was going on underneath? It’s just impossible.”
“The Sinaloa Cartel has a presence in 17 Mexican states, with important centers in Mexico City, Tepic, Toluca, Zacatecas, Guadalajara, and most of the state of Sinaloa. The cartel is primarily involved in the smuggling and distribution of Colombian cocaine, Mexican marijuana,methamphetamine and Mexican and Southeast Asian heroin into the United States. It is believed that a group known as the Herrera Organization would transport multi-ton quantities of cocaine from South America to Guatemala on behalf of the Sinaloa Cartel. From there it is smuggled north to Mexico and later into the U.S. Other shipments of cocaine are believed to originate in Colombia from Cali and Medellíndrug-trafficking groups from which the Sinaloa Cartel handle transportation across the U.S. border to distribution cells in Arizona, California, Texas, Chicago and New York.
Prior to his arrest, Vicente Zambada Niebla (“El Vicentillo”), son of Ismael Zambada García (“El Mayo”), played a key role in the Sinaloa Cartel. Vicente Zambada was responsible for coordinating multi-ton cocaine shipments from Central and South American countries, through Mexico, and into the United States for the Sinaloa Cartel. To accomplish this task he used every means available: Boeing 747 cargo aircraft, narco submarines, container ships, go-fast boats, fishing vessels, buses, rail cars, tractor trailers and automobiles. He was arrested by the Mexican Army on 18 March 2009 and extradited on 18 February 2010 to Chicago to face federal charges.
In the late 1980s, the United States Drug Enforcement Administration believed the Sinaloa Cartel was the largest drug trafficking organization operating in Mexico. By the mid-1990s, according to one court opinion, it was believed to be the size of the Medellín Cartel during its prime. The Sinaloa Cartel was believed to be linked to the Juárez Cartel in a strategic alliance following the partnership of their rivals, the Gulf Cartel and Tijuana Cartel. Following the discovery of a tunnel system used to smuggle drugs across the Mexican/US border, the group has been associated with such means of trafficking.
By 2005, the Beltrán-Leyva brothers, who were formerly aligned with the Sinaloa Cartel, had come to dominate drug trafficking across the border with Arizona. By 2006, the Sinaloa Cartel had eliminated all competition across the 528 km of Arizona border. The Milenio (Michoacan), Jalisco (Guadalajara), Sonora (Sonora), and Colima (Colima) cartels are now branches of the Sinaloa Cartel. At this time the organisation was laundering money at global scale, mainly through British bank HSBC.
In January 2008 the cartel allegedly split into a number of warring factions, which is a major cause of the epidemic of drug violence Mexico has seen in the last year. Murders by the cartel often involve beheadings or bodies dissolved in vats of alkali and are sometimes filmed and posted on the Internet as a warning to rival gangs.
As of 2013, the Sinaloa Cartel continues to dominate the Sonora-Arizona corridor, which extends for nearly 375 miles. It relies on eight “plaza” bosses, leaders of a specific geographic region along the corridor, to coordinate, direct, and support the flow of narcotics north into the United States. Key cities along the corridor include theMexicali plaza, San Luis Rio Colorado plaza, Sonoyta plaza, Nogales plaza, and the Agua Prieta plaza.
The Tucson and Phoenix, Arizona metropolitan areas are major trans-shipment and distribution points for the cartel in the US. To coordinate operations in the southeast US, Atlanta has emerged as a major distribution center and accounting hub and the presence of the Sinaloa Cartel there has brought ruthless violence to that area. Chicago continues to be a major Sinaloa distribution point for the Midwest, taking advantage of a strong local demand market and convergence of several major interstate systems that offer distribution throughout the US. The cartel also benefited for a long time of easiness in cash transactions and money laundering through banks with presence both in the US and Mexico like HSBC. In 2013, the Chicago Crime Commission named Joaquin “Chapo” Guzmán “Public Enemy No. 1” of a city Guzmán has never set foot in. He is the only individual to receive the title since Al Capone.
The focal point for Sinaloa in Chicago is the city’s “Little Village” neighborhood. From this strategic point, the cartel distributes their product at the wholesale level to dozens of local street gangs, as much as 2 metric tons a month, in a city with over 120,000 documented gang members. The Gangster Disciples are one of the local gangs most actively working with the cartel.”

“Serco Awarded $13 Million Marine Training Systems Support Contract

Serco Inc., a provider of professional, technology, and management services, announced the award of a new contract to provide training support to the US Marine Corps (USMC). The Marine Air Ground Task Force (MAGTF) Training Systems Support contract has a one-year base period and one six-month option period valued at nearly $18 million, if the option is exercised.
Under this contract, Serco will support Combat Instructor School training, systems integrations and operations in a classroom and operations center environment in support of MAGTF Staff Training Program Division-sponsored and supported events. Serco will deliver collaborative tools and web development for garrison and tactical event environments. Training support will include warfighting skills and seminars, mission rehearsal exercises, C2 systems, and combat simulation. Serco expects to hire over 100 new employees to support this contract at 6 sites around the world.

The Ministry of Justice is still paying security firms G4S and Serco millions of pounds every month for supplying electronic tagging equipment, more than a year after both companies were barred from running the contract.
Both companies faced criminal investigations by the Serious Fraud Office over allegations of overcharging that led to them repaying nearly £180m.
The continuing monthly payments to the two companies were uncovered by an analysis of Ministry of Justice (MoJ) data by the Centre for Crime and Justice Studies which shows that G4S was paid a total of £8.7m between March 2014 – when it lost the tagging contract – and February 2015. Serco was paid £4.5m over the same period.
The electronic monitoring tags are used to enforce curfews on more than 100,000 offenders each year. The outsourcing giant Capita took over the contract on an interim basis in April last year.
In July 2014, Capita and three other companies were named as the winners of a £265m six-year contract to supply the next generation of satellite tracking tags, which would allow dangerous and repeat offenders to be monitored around the clock.”
