#2299: Marine Tracks Serco Black-Hand Base-One Snuff To Clinton Blue-Mountain Emails, Jarrett’s 8(a) Red-Switch Fraud
Plum City – (AbelDanger.net): United States Marine Field McConnell has tracked Serco‘s Black-Hand* navigation of long-range snuff-film productions through Base One Technologies in the Bronx to Hillary Clinton’s e-mail exchanges with the Blue Mountain Group in 2013 and Valerie Jarrett’s alleged identity frauds on 8(a) users of the United States Defense Red Switch Network.
McConnell notes that in 1998, his sister Kristine ‘Con Air’ Marcy set up Serco’s drug-hub banker HSBC as preferred lender to her Small Business Administration’s phony 8(a) and HUBZone programs.
Black Hand* – HSBC’s drug-hub navigators with a “License to Track, Film and Kill” for the City of London’s Honourable Artillery Company 1537; The Master Mariners and Air Pilots (formerly GAPAN) 1929, and The Ancient and Honorable Artillery Company of Massachusetts 1638 – whose alumni include the United States’ Presidents James Monroe, Chester Alan Arthur, Calvin Coolidge and John F. Kennedy and – perhaps – Barack ‘Choom Gang’ Obama.
McConnell notes that some time in 2009, Jarrett transferred the Oval Office Red Switch system to her West Wing offices allowing her to spoof POTUS 44 when giving unusual instructions to 8(a) companies and their partners such as those which had Base One partners and Blue Mountain protecting the Benghazi compound with unarmed local Libyan guards prior to the attacks of Sept. 11, 2012.
McConnell notes that by September 11, 2012, Clinton and Jarrett had had the Blue Mountain Group and local-security-contractor XPAND Corporation’s partnership, dissolved and secured a Base One e-mail request that the US mission ceases any dealings with Base Mountain UK.
“On the morning of September 11, 2012, David Sparrowgrove, a State Department regional security officer, wrote to Visintainer and others, “The dissolution of the partnership leaves BMG without a security license to operate in Libya and the Libyan partner has no capacity to manage the guards or the contract. As a result, we feel the best course of action is to terminate the contract in short order.” Sparrowgrove also writes, “I’ve CC’d OPO Branch Chief Ricki Travers who has had the unfortunate pleasure of dealing with these types of emergency situations in the past.”
Clinton and Jarrett would have known from this e-mail request on September 11, 2012 that the US mission in Benghazi was unguarded and they were free to deploy Serco‘s Black-Hand Base-One navigators for a snuff-film production which showed the so-called spontaneous protesters …
1. showed up with weapons,
2. erected armed checkpoints surrounding the compound,
3. demonstrated insider knowledge of the facility while deploying military-style tactics to storm the U.S. mission,
4. knew the exact location of a secretive CIA annex, including the specific coordinates of the building that were likely utilized to launch precision mortar strikes.
5. mounted a fierce, hours-long gun battle.
McConnell notes that the Serco/Base One server in the Bronx was commissioned in February 15, 1994 by then-Secretary of State Colin Powell and allegedly used by HSBC to stand-down legitimate first responders at Black Hand crime scenes including the Murrah Federal Building in OKC (bombed April 19, 1995) and the USS Cole in Aden Harbor (bombed 12 October 2000).
McConnell believes the Wag the Dog story of Clinton’s deletion of personal e-mails is a limited hangout to deflect his investigations into Serco’s Black-Hand navigation of snuff-film crews through Base One Technologies and Jarrett’s identity frauds on SBA 8(a) users of the Defense Red Switch Network.

Firm That Provided Intelligence On Bergdahl Tied To Benghazi Fiasco
The shadowy private intelligence firm subcontracted by the Defense Department that provided information on kidnapped soldier Bowe Bergdahl was partnered with another obscure outfit that provided security at the attacked U.S. special mission in Libya.
FoxNews.com reported Friday that the Eclipse Group, run by former intelligence operatives, provided the military with intelligence that Bergdahl converted to Islam, declared he was a “mujahid,” or Islamic warrior, and at certain times was allowed by his captors to carry a gun.
Eclipse is headed by Duane R. “Dewey” Clarridge, a former senior CIA operations officer known for his role in the so-called Iran-Contra Affair, where senior U.S. administration officials secretly helped facilitate the sale of arms to Iran despite an embargo. Clarridge was charged with seven counts of perjury and false statements to Congress but was pardoned by President George H.W. Bush in 1992.
FoxNews.com reported that during the period of his subcontracted work, from November 2009 through May 31, 2010, Eclipse provided extensive information on Bergdahl, including at least 13 situation reports, to Brig. Gen. Robert P. Ashley Jr., who in April 2010 was named an intelligence director at U.S. Central Command, or CENTCOM.
One report said a member of the Haqqani network claimed Bergdahl had declared himself a “mujahid.” Another report detailed Bergdahl’s possible whereabouts and revealed the soldier was playing soccer with his captors.
Still another report said Bergdahl temporarily escaped from his captors only to be recaptured and punished with confinement in a metal cage.
Eclipse, meanwhile, is tied to the obscure Blue Mountain firm that was contracted by the State Department to provide external security at the U.S. special mission in Libya attacked on Sept. 11, 2012.
Blue Mountain was reportedly one of the only private firms willing to meet the State Department’s unusual requirement that the Benghazi compound be “protected” by unarmed local Libyan guards instead of armed, well-trained guards in the known major jihadist threat environment in Benghazi.
In October 2012, Reuters reported that the State Department’s Benghazi security contract was worth $783,284 and was listed as a “miscellaneous” award, instead of being included in the main State Department contract that funds security at overseas compounds.
For Blue Mountain to legally work in Libya and meet Libyan regulations, it had to first form a business partnership with a local security firm.
A December 2011 United Press International report said Blue Mountain joined forces one month earlier with Clarridge’s Eclipse Group.
Reuters reported Eclipse and Blue Mountain parted ways in the spring of 2012 over problems with Tripoli contracts, according to several sources familiar with the matter speaking to the news agency.
Hillary Clinton Lies In New Book
Published excerpts of the Benghazi chapter in Hillary Clinton’s book, Hard Choices, contain misleading statements about the deadly attack and the then-secretary of state’s personal role in the decision-making process.
Denying a personal role in the decision-making process regarding security of the compound, Clinton writes that she did not see the cables requesting additional security.
She claims cables related to the security at the compound were only addressed to her as a “procedural quirk” and didn’t actually land on her desk.
Clinton writes: “That’s not how it works. It shouldn’t. And it didn’t.”
However, the Senate’s January 2014 report on the Benghazi attack reveals lawmakers found that the Benghazi facility required special waivers to be legally occupied, since it did not meet the minimum official security standards set by the State Department. Some of the waivers could only have been signed by Clinton herself, the Senate found.
Clinton would have a lot of explaining to do if she signed waivers allowing the facility to be legally occupied without reviewing the U.S. special mission’s security posture.
Further, the Senate found it was Clinton’s top deputies, including officials known to be close to the Clintons, who were responsible for some major denials of security at the compound.
For some lawmakers, it defies logic that Clinton was not informed, especially since she was known to have taken a particular interest in the Benghazi facility. She reportedly called for the compound to be converted into a permanent mission before a scheduled trip to Libya in December 2012 that eventually was canceled.
Meanwhile, in defending the White House’s claim that an anti-Islam YouTube video provoked the attack, Clinton writes in her book that the video also sparked a protest at the U.S. Embassy in Cairo the same day.
However, the Cairo protests were announced days in advance as part of a movement to free the so-called blind sheikh, Omar Abdel-Rahman, who is serving a life sentence in the U.S. for conspiracy in the 1993 World Trade Center bombing.
In fact, on the day of the Sept. 11, 2012, protests in Cairo, CNN’s Nic Robertson interviewed the son of Rahman, who described the protest as being about freeing his father. No Muhammad film was mentioned.
Clinton, however, writes that the New York Times later proved in an investigation that the Muhammad video was “indeed a factor” in what happened in Benghazi.
Clinton was referring to a Dec. 28, 2013, New York Times piece by David D. Kirkpatrick titled “A Deadly Mix in Benghazi.”
This reporter released a series of articles questioning the veracity of Kirkpatrick’s piece, showing that details were contradicted by the U.S. government, Benghazi victims, and numerous other previous news reports – including Kirkpatrick’s own previous reporting.
In her book, Clinton defends the actions of then-United Nations Ambassador Susan Rice, who on Sunday, Sept. 16, 2012, infamously appeared on five morning television programs where she asserted the attack was a spontaneous protest in response to a “hateful video.”
Writes Clinton: “Susan stated what the intelligence community believed, rightly or wrongly, at the time.”
Clinton’s claim is called into question by numerous revelations. For example, the U.S. immediately had surveillance video from the mission that showed there was no popular protest at all on Sept. 11, 2012.
Gregory Hicks, the No. 2 U.S. official in Libya at the time of the attack, testified that he knew immediately it was a terrorist attack, not a protest turned violent. According to Hicks, “everybody in the mission” believed it was an act of terror “from the get-go.”
The CIA’s station chief in Libya reportedly emailed his superiors on the day of the attack that it was “not an escalation of anti-American protest.”
The claim of a popular protest also defies logic. Spontaneous protesters do not show up with weapons, erect armed checkpoints surrounding the compound, and demonstrate insider knowledge of the facility while deploying military-style tactics to storm the U.S. mission.
Nor do spontaneous protesters know the exact location of a secretive CIA annex, including the specific coordinates of the building that were likely utilized to launch precision mortar strikes. Spontaneous protesters are not thought to be capable of mounting a fierce, hours-long gun battle with U.S. forces stationed inside the annex.

“Judicial Watch: State Department Documents Show Its Security Contractor Operating without a License in Benghazi on Day of Terrorist Attack
DECEMBER 11, 2014
State Official Describes Benghazi as an ‘Emergency’ Situation
(Washington, DC) – Judicial Watch has obtained and released internal Department of State documents detailing the department’s $783,284.79 contract with U.K.-based Blue Mountain Group (BMG) to provide security at the diplomatic outpost in Benghazi, Libya. The documents show that BMG did not have a license to operate in Libya at the time of the attack due to a business dispute with its partner in Libya, XPAND Corporation, and quote a State official describing the Benghazi security issue as an “emergency situation.” Judicial Watch obtained the documents through a court order in a Freedom of Information Act (FOIA) lawsuit (Judicial Watch v U.S. Department of State (No. 13-00243)).
BMG notified State Department Contracting Officer Jan Visintainer of the dispute on June 6, 2012. On July 10, 2012, Visintainer advised the company that the department, “is not required to mediate any disagreements between the two parties of the Blue Mountain Libya partnership.” The letter further suggested that “it is in the best interests of both of the 50/50 partners to resolve their differences and successfully complete this contract.”
Despite that urging, the documents obtained by Judicial Watch include an agreement, dated August 20, 2012, between Blue Mountain Group and XPAND Corporation to dissolve their partnership. On September 9, 2012 – just two days before the terrorist attack – an unidentified partner at Nabulsi & Associates (the law firm representing XPAND) wrote to Visintainer advising the department that XPAND, which owned the security license under which BMG was operating, “hereby bar and prohibit BMUK [Blue Mountain U.K.] from utilizing such license.” The letter continues:
Accordingly, we kindly inform you that any use of such license by BMUK in Libya shall be illegal and a clear violation of Libyan laws. We therefore request that the US mission ceases any dealings with BMUK if such dealings are based on any form of reliance on such security license.
In response to XPAND’s letter, an unidentified BMG official wrote to Visintainer on September 11, 2012:
I have never experienced anything like this in business before. The agreement was signed and we were to operate under the [Blue Mountain Libya] license and confirmation of this was due through from [sic] the partners. However, they have had a change of mind and now this. I will call you very shortly.
The documents indicate that the dispute and licensing issue led the State Department to immediately plan to terminate their contract with BMG. On the morning of September 11, 2012, David Sparrowgrove, a State Department regional security officer, wrote to Visintainer and others, “The dissolution of the partnership leaves BMG without a security license to operate in Libya and the Libyan partner has no capacity to manage the guards or the contract. As a result, we feel the best course of action is to terminate the contract in short order.” Sparrowgrove also writes, “I’ve CC’d OPO Branch Chief Ricki Travers who has had the unfortunate pleasure of dealing with these types of emergency situations in the past.”
In an email from Deputy Assistant Secretary of the Bureau of European and Eurasian Affairs Mark Toner dated October 17, 2012, the fact that the dispute between BMG and XPAND meant the company was operating without a license is glossed over, any reference to the September 11, 2012, emergency Benghazi security situation is specifically omitted, and he describes Visintainer’s response in July as “invoking collaborative resolution to the said dispute.” The misleading responses are significant because they were also shared with Congress.
The day after the attack, the Nabulsi law partner wrote again to Visintainer on behalf of XPAND to express their condolences and to advise the State Department that in light of the attack, “XPAND shall put its differences with the security operators, Blue Mountain UK, to the side for the moment, and shall allow the use of its security license by BMUK to meet your full needs until a suitable alternative has been arranged.”
The records reveal that Blue Mountain Group was not the only security contractor to bid on the Benghazi contract. A February 1, 2012, email from State Department contractor Neil Kern identifies two other bidders, including Torres Advanced Enterprise Solutions. According to federal contracting records, Torres, a Service Disabled Veteran Owned Small Business based in Virginia, has won nearly $70 million in contracts with the department (including those to provide guard services in Pakistan, Iraq, and Jordan).
It’s unclear from the documents why the Benghazi contract was instead awarded to BMG, which apparently had never previously provided security for a U.S. government agency.
The documents also disclose a previously unknown “Benghazi Group supporting the Secretary” that evidently was managing responses to press and Congressional inquiries.
As previously reported, Judicial Watch has obtained records revealing significant and ongoing problems with BMG’s security operations in Benghazi. These included several guards walking off the job out of fear for their safety and an altercation between the BMG guard force commander and a member of the 17thFebruary Martyrs Brigade that led to the commander’s dismissal.
The role BMG played in protecting the security of the Benghazi Consulate first came to light shortly after the September 2012 terrorist attack when State Department spokesperson Victoria Nuland emphatically denied on September 18, 2012, that State had hired any private firm to provide security at the American mission in Benghazi. The department later retracted that claim.
“These documents took years to see the light of day and show the Obama administration had a security emergency on the day of the Benghazi terrorist attack. And the documents indicate the administration specifically withheld this pertinent information from both Congress and the American people. It seems an odd coincidence the Middle East firm providing security for the Benghazi facility desperately wanted out two days before the terrorist attack,” stated Judicial Watch president Tom Fitton.
The full production of documents can be found here, here and here.”
“ALL-FEMALE CLOSE PROTECTION COURSES
Females can be just as effective as males within the close protection world, and sometimes better – often having a lower profile and better ‘soft skills’. The Prime Minister currently has a female CP operative, as does the Duchess of Cambridge. So why isn’t anyone in the UK running all-female close protection courses?! Researching the chatter over the internet forums the claim is that the courses would have to be dumbed down by making them less physically intensive and less realistic. The bottom line is that this view is sexist; we at Blue Mountain believe that women should not be intimidated out of doing close protection work. They have the capacity to bring a different approach to the work, as was illustrated during the Olympic Torch UK Tour in 2012.
The Torch Security Team had numerous female members, who were great at minimizing escalation and reducing any crowd tension that rose if the security bubble around the torch was breached. Women bring an element of diversity; diversity brings different ways of looking at problems, different instincts and will often encourage people to think outside the box – no bad thing in any team situation. More and more female close protection operatives are being sought by female celebrities. Some employers prefer to have a protector who is attentive, alert, and quick on their feet and won‘t draw attention in public – the way a 6 foot 5, 350lb man could. For some celebrities even the need to have close protection on hand can feel disruptive to living a normal life. A female celebrity [Hillary Clinton] accompanied by a woman protector [Huma Abedin] is a more natural fit and less obtrusive. Close protection work is not about brute strength, it is about applying intuition and instinct, and combining those qualities with learned security skills to avoid the threat or to neutralize it at the earliest stage.
If you are female and want a career in close protection but haven‘t found the course that is right for you, don’t be put off – give Blue Mountain a call on 01267 241907.”
“URBAN SEARCH & RESCUE (USAR) – SKILLED SPECIALISTS ATTENDING THE BLUE MOUNTAIN FPOS I COURSE
Post 911 the UK Government identified that it lacked the capability to search and access the victims of collapsed structures caused by terrorist activity. In 2002 the decision was made to develop that capability, nationally, within the Fire & Rescue Service (FRS) due to prior experience deploying to earthquake zones. 19 FRS in the UK now provide the country with a USAR capability with one team in Wales split between two sites in Cardiff and Swansea. Although primarily established to respond to domestic terrorist incidents, the equipment and highly trained USAR technicians also respond to complex incidents where specialist teams are required e.g. the Gleision Mine incident in 2011.
The USAR Team are Rescue Specialists in:
Breaching & breaking concrete to gain access
Specialist technical search utilising acoustic and seismic life detection equipment & Specialist rescue dogs
Shoring specialists with both timber and mechanical shoring equipment
Trench collapse specialists
Large transportation incidents i.e. trains, aircraft
These are specialist skills, highly valued by the UK Government and utilised for international incidents. The USAR team morph into UK-ISAR (UK International Search & Rescue) on behalf of the UK Government’s Department for International Development (DfID) and deploy primarily to countries stricken by earthquakes. Recent deployments include Indonesia, Haiti, New Zealand and Japan. The team need FPOS training and have chosen Blue Mountain as their training provider. We look forward to welcoming them back in March.”
“REVEALED: Top Obama aide Valerie Jarrett ‘was behind Hillary Clinton email scandal leak’
“A new report claims that Valerie Jarrett, one of President Barack Obama’s top advisers, leaked the Hillary Clinton email scandal to the press
What’s more, the leak was reportedly planned to hit at the same time Clinton planned to announce her run for presidency
The New York Post claims that Jarrett was angry that the Clintons had been working to ‘marginalize’ President Obama
Jarrett reportedly blamed the Clintons for the fact that members of the party refused to campaign with Obama during the midterm elections
There are reportedly six more probes going on investigating Clinton and more leaks are expected
President Obama reportedly told Clinton in a meeting with Jarrett and the First Lady that he would not support her in the presidential primary

A new report is claiming that it was a member of Hillary Clinton’s own party who leaked to the press that the political heavyweight was using a personal email address during her time as Secretary of State.
The New York Post is reporting that Valerie Jarrett, one of President Barack Obama’s top advisers, leaked details of the story to the press through outside sources hoping it would not trace back to the White House.
What’s more, the entire thing was timed to become public just as Clinton was planning to announce her candidacy for president.
A new report claims that it was a member of Hillary Clinton’s (above) own party who leaked to the press that the political heavyweight was using a personal email address during her time as Secretary of State
The story ran in the New York Post and was written by Ed Klein, who spoke last Wednesday about his belief Jarrett was involved on Fox and Friends
‘Obama and Valerie Jarrett will go to any lengths to prevent Hillary from becoming president,’ said a source close to the White House.
‘They believe that Hillary, like her husband, is left of center, not a true-blue liberal.’
Sources claim that the long rumored tension between Obama and the Clintons hit a high when during the midterm elections many members of the party refused to be seen campaigning with President Obama.
Jarrett is reported to have commented this was because the Clintons had begun ‘marginalizing the president’ and that they were ‘trying to wrestle control of the Democratic Party away from Obama.’
Because of this she reportedly went out of her way to exact revenge, working to get Monica Lewinsky high profile press opportunities and frequently complaining about the Clintons.
Then, shortly after the midterm elections, she, President Obama and Michelle Obama had Clinton in for a meeting and reportedly told her in no uncertain words that they planned on remaining neutral during the presidential primary should she run for president.
This as Jarrett has reportedly been speaking to Martin O‘Malley, the former governor of Maryland, and Senator Elizabeth Warren of Massachusetts about possibly running in the 2016 election.
‘She’s promised O’Malley and Warren the full support of the White House if they will challenge Hillary for the presidential nomination,’ said a source.
Jarrett has reportedly been speaking to Martin O’Malley (above), the former governor of Maryland, about running in 2016
She has also reportedly reached out to Senator Elizabeth Warren of Massachusetts about entering the primary
The White House reacts to Hilary Clinton email controversy
Edward Klein, the author of Blood Feud: The Clintons vs. the Obamas, also spoke to a friend of the Clintons, who told him that Bill said; ‘My contacts and friends in newspapers and TV tell me that they‘ve been contacted by the White House and offered all kinds of negative stories about us.’
He then added; ‘The Obamas are behind the e-mail story, and they’re spreading rumors that I’ve been with women, that Hillary promoted people at the State Department who’d done favors for our foundation, that John Kerry had to clean up diplomatic messes Hillary left behind.’
It seems like it is not over yet either, as there are reportedly six more probes currently going on that are looking into Clinton’s performance.
Bill, upon learning of this, reportedly said to a friend; ‘The Obamas are out to get us any way they can.’
Klein seems to have known about all this for some time, discussing it when he appeared on Fox and Friends last Wednesday.
‘[Bill] has said, according to my sources, that the White House is leaking to their friends in the mainstream media stories about the Clintons. Not only about Hillary, but about him, and about what she did while she was in the State Department,’ said Klein.
‘This is from sources within the White House, that the Clintons know that Hillary is under not one, but six different investigations prompted by the White House.’
He then added; ‘They’re going through these, looking for problems on her expense account, on her dealings with foreign leaders. All of this, I’m told, is prompted by Valerie Jarrett and the president, who do not want to see Hillary Clinton become President of the United States.’
Jarrett, 58, is one of President Obama’s longest serving advisers and closest confidantes, and said in a recent interview that she would stay in the White House ‘until the lights go off.'”
“October 1, 2002.–Ordered to be printed Mr. Kerry, from the Committee on Small Business and Entrepreneurship, submitted the following
R E P O R T [To accompany S. 1994]
The Committee on Small Business and Entrepreneurship, to which was referred the bill, S. 1994, to establish a priority preference among certain small business concerns for purposes of Federal contracts, and for other purposes, having considered the same, reports favorably thereon with amendments and recommends that the bill (as amended) do pass.
On July 24, 2002, the Small Business and Entrepreneurship Committee considered S. 1994, the “Combined 8(a) and HUBZone Priority Preference Act.”
The Committee adopted by unanimous voice vote an amendment offered by the Ranking Republican, Senator Christopher S. Bond and the Chairman, Senator John F. Kerry. As amended, S. 1994 would provide certain benefits to small business concerns with both 8(a) Business Development (BD) Program and Historically Underutilized Business Zone Program (HUBZone) certifications (8(a) HUBZone small business concern) under restricted competition contracts within each program; establish a price evaluation preference for the purposes of bidding on Federal procurement contracts under full and open competition for 8(a) HUBZone small business concerns; and raise the sole-source threshold for all 8(a) BD and HUBZone small business concerns to $4 million on goods and services contracts and $6 million for manufacturing contracts, an increase of $1 million for each category. Having considered S. 1994, as amended, the Committee reports favorably thereon without further amendment and recommends that the bill do pass.”

“Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa preprocessing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.
The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.
Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.
The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.
The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms’ high-density shelves are stacked floor-to-ceiling with files, each a collection of someone’s hopes and dreams and each requiring proper handling.
The NVC also preprocesses the chief of mission (COM) application required for the filing of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval”
