#2182: Marine Links Serco Ammo Center to Sister’s HUBZone SWAT Teams, Down Low Civil War

Plum City – (AbelDanger.net): United States Marine Field McConnell has linked Serco’s procurement of hollow-point bullets through the United States Defense Ammunition Center to his sister Kristine “Con Air” Marcy’s launch of a HUBZone SWAT Team network in 1998 and the alleged ongoing attempts by Michelle Obama’s associates in the Down Low Club to provoke a second American civil war.
“To this day, people in Chicago are still scared about being murdered for talking about Barack Obama being gay or about what goes on at Trinity United with the still-active “Down Low Club”. Young, gay, black men are mentored into the club and are eventually paired up with often unattractive and difficult to deal with straight black women who never have boyfriends (since guys don’t want to have anything to do with them). A friend of mine in the “Think Squad” of prominent black professionals I talk to regularly calls these women “heifers” and says it’s very common for “cake boys” to be paired up with “heifers” so that “dummies are fooled” into thinking they are straight.”
McConnell claims that Michelle Obama set up the Down Low Club in Chicago after a visit to Washington in 1991 where she allegedly met with Kristine Marcy, Maureen Baginski and their Senior Executive Service colleagues to plan the deployment of a private network of paramilitaries who would be apparently available for law enforcement in or near major cities but, in reality, could be deployed as agents provocateurs or first responders at false-flag crime scenes.
McConnell believes that Serco’s Maureen Baginski has armed and trained Marcy’s HUBZone SWAT Teams for a second civil war and she has ordered Michelle Obama to test and manipulate public perception of the riots in Ferguson, Missouri to see who could safely be blamed for any attempted assassination of Barack Obama.
McConnell invites those concerned to investigate the Airbus Telemetry and Command Station at Oakhanger UK where Serco agents have allegedly structured a Red Switch bypass of the White House to make Barack Obama an apparent target for a failed assassination attempt while his wife directs Marcy’s HUBZone SWAT teams to overthrow the American government by force.

A paramilitary team operated by North Carolina’s Wilson County Sheriff’s Office recently executed what was described as a “high risk search warrant” on a narcotics suspect. The members of the “Emergency Response Team,” clad in black armor, bucket helmets, and balaclavas, found what “nearly a pound of marijuana” – which could be the yield from a single healthy plant – and a single handgun.
A photograph taken by an embedded correspondent for the Wilson Times newspaper showed two of the masked SWAT operators in full military regalia. One of them bore, ‘mid snow and ice, a tactical shield inscribed with a strange device – “Defender.”
To those not of an Orwellian cast of mind, it’s not clear what or whom the stormtroopers were defending. Peace officers don’t dress that way, nor do they conduct military-style raids to arrest people suspected of non-violent offenses. Perhaps most importantly, peace officers don’t wear masks to hide their identity from the people they are supposedly protecting.
Many of the federal operatives who carried out the 1992 siege against the Randy Weaver family at Ruby Ridge, Idaho were cloaked in ski masks. The same was true of the berserkers from the combined FBI-Delta Force death squad that annihilated the Branch Davidians at Mt. Carmel the following April.
The federal marshals sent to “liberate” Elian Gonzalez from his Miami relatives in 2000 wore military helmets and goggles during the actual raid, but insisted on being masked during the post-raid press conference. During immigration enforcement sweeps carried out by Sheriff Joe Arpaio, the deputies acting on behalf of the Mussolini of Maricopa County will often wear balaclavas as they drag people out of cars or away from fast-food restaurants. In one particularly memorable incident, a mother was stopped for a traffic violation and seized from her car at gunpoint by goons in ski masks while her children shrieked in terror.
Beginning in the late 1990s, masked and heavily-armed SWAT operatives with Fresno, California’s “Violent Crime Suppression Unit” (VCSU) would patrol targeted neighborhoods seven nights a week. Rather than investigating crimes and arresting suspects, the VCSU conducted what the military calls “contact patrols” – that is, they prowl “like a wolf pack” (to use the department’s description) and see what trouble they could stir up.
“‘Contacts’ generally involve swooping onto street corners, forcing pedestrians to the ground, searching them, running warrant checks, taking photos, and entering all the new ‘intelligence’ into a state database from computer terminals in each patrol car,” recalled crime reporter Christian Parenti in his book Lockdown America: Police and Prisons in the Age of Crisis. Every neighborhood was considered a “war zone,” and all of the inhabitants therein were treated as “enemy combatants.”
“If you’re 21, male, living in one of these neighborhoods, and you’re not in our computer, then there’s definitely something wrong,” insisted VCSU officer Paul Boyer. This isn’t because such people are unjustly abused innocent people, but rather particularly devious “enemy combatants” who had somehow escaped the dragnet.
The VCSU would often take part in joint paramilitary operations with the FBI, DEA, and the San Francisco Police Department. Those raids were not conducted pursuant to warrants or probable cause regarding specific crimes, but were carried out as a “Shock and Awe”-style displays of military superiority by the local occupation authority. The agencies involved in these raids referred to their approach as “clear and hold” – a phrase that would later be employed by U.S. military personnel conducting occupation missions in Iraq, Afghanistan, and elsewhere.
“I feel bad for the innocent women and children that were here,” stated SFPD narcotics lieutenant Kitt Crenshaw after a nighttime military raid terrorized an apartment complex and netted a minuscule amount of marijuana, “but in a way they do bear some responsibility for harboring drug dealers.”
In that statement we find an eerie foreshadowing of the sadistic, dismissive statement from the operator of an attack helicopter during the atrocity captured in the “Collateral Murder” video. Informed that two children had been severely wounded in the unprovoked attack, one of the assailants sneered: “Well, it’s their fault for bringing their kids into a battle.”
Bear in mind that the military raids in which Crenshaw and his comrades participated were carried out in Fresno, California, not Iraq – and they took place years before the 9/11 attacks.
Remember: This was taking place in the United States of America before the 9/11 attacks, the creation of the Department of Homeland Security.”
“Homeland Security Explains Plan To Purchase More Than 1.6 Billion Bullets: Buying In Bulk Is Cheaper

WASHINGTON — Online rumors about a big government munitions purchase are true, sort of.
The Homeland Security Department wants to buy more than 1.6 billion rounds of ammunition in the next four or five years. It says it needs them – roughly the equivalent of five bullets for every person in the United States – for law enforcement agents in training and on duty.
Published federal notices about the ammo buy have agitated conspiracy theorists since the fall. That’s when conservative radio host Alex Jones spoke of an “arms race against the American people” and said the government was “gearing up for total collapse, they’re gearing up for huge wars.”
The government’s explanation is much less sinister.
Federal solicitations to buy the bullets are known as “strategic sourcing contracts,” which help the government get a low price for a big purchase, says Peggy Dixon, spokeswoman for the Federal Law Enforcement Training Center in Glynco, Ga . The training center and others like it run by the Homeland Security Department use as many as 15 million rounds every year, mostly on shooting ranges and in training exercises.
Dixon said one of the contracts would allow Homeland Security to buy up to 750 million rounds of ammunition over the next five years for its training facilities. The rounds are used for basic and advanced law enforcement training for federal law enforcement agencies under the department’s umbrella. The facilities also offer firearms training to tens of thousands of federal law enforcement officers. More than 90 federal agencies and 70,000 agents and officers used the department’s training center last year.
The rest of the 1.6 billion rounds of ammunition would be purchased by Immigration and Customs Enforcement, the federal government’s second largest criminal investigative agency.
ICE’s ammunition requests in the last year included:
_450 million rounds of .40-caliber duty ammunition
_40 million rounds of rifle ammunition a year for as many as five years, for a total bullet-buy of 200 million rounds
_176,000 rifle rounds on a separate contract
_25,000 blank rounds
The Homeland Security ammo buy is not the first time the government’s bullets purchases have sparked concerns on the Internet. The same thing happened last year when the Social Security Administration posted a notice that it was buying 174,000 hollow point bullets.
Jonathan L. Lasher, the agency’s assistant inspector general for external relations, said those bullets were for the Social Security inspector general’s office, which has about 295 agents who investigate Social Security fraud and other crimes.
Jones the talk-show host did not immediately respond to requests for comment.”
“Defense Ammunition Center (DAC)
Contract Type: Fixed Price
Period of Performance: 10/1/2008 to 9/30/2013
Project Overview:
Since 2008, Serco has assisted DAC with the analysis, design, development, implementation, management/ administration, and evaluation of integrated, enterprise-wide and component-specific training, learning, knowledge management, and strategic human resource management interventions that are critical to achieving their mission. Serco holds an OPM TMA TO with DAC and also a contract through GSA Millenia Lite. When the GSA contract could not support all of DACs needs, Serco recommended the use of the OPM TMA vehicle. Through these contracts, Serco provides training program management support to deliver multi-faceted best practice solutions in training development and delivery, knowledge management, portal technologies, course conversions (ILT and CBT to WBT), mobile performance applications, and Learning Management Systems support. Serco applies the ADDIE model to all course development activities including ILT, WBT, and leading-edge technologies including mobile performance applications. Serco provided LMS support and also developed and continues to manage DAC’s Ammunition Community of Excellence.
…
The CoP provides a repository of relevant materials, a forum for collaborative sharing of information, and an “Ask an Expert” capability for soldiers to receive answers to their questions from qualified DAC resources. The CoP enjoys more than 10,000 active members and has received numerous accolades from appreciative members.
Most recently, Serco proposed the inclusion of mobile application tools and games to reinforce training and provide continuous and “in the field” performance support. To date, Serco has developed six mobile apps which have been distributed for both the iOS (Apple App Store) and Android (Google Play) environments. Together, these apps have reached over 15,000 soldiers and have allowed DAC to become a center of excellence in this burgeoning training environment.
Intended or Achieved Result:
Through the design and delivery of customized instructor-led, web-based training and distribution of mobile performance supports, Serco has increased the number of DAC learners by 10–15% year over year. Serco has increased the number of DAC learners reached annually by 10%–15% via varied modalities.
In 2011 alone:
110,000 Soldiers took a Serco-authored DAC Distance Learning course
15,000 Soldiers participated in a Serco-developed, DAC-sponsored ILT course
15,000 people used the Serco-administrated DAC Ammunition CoP to discover information, references or collaborate with other ammunition professionals”
