Washington’s Criminal Activities are only Getting Messier

The unpunished slaughter of thousands of civilians in Iraq, Syria, and Afghanistan carried out by the US over the course of the last decade is now being gradually replaced by new types of crimes committed by Washington’s henchmen in the course of its ongoing instances of armed aggression against sovereign states.

As it’s been reported by Bloomberg with a special reference to AP, a well-known American contractor firm Sallyport Global has recently been engaged in a number of illegal operations in Baghdad’s vicinity. According to the report, its employees would get engaged in alcohol smuggling and slave trade. It’s curious that Sallyport Global’s staff would overload cargo planes with illegal alcohol so hard that they could barely fly, while stealing generators and armored off-road vehicles from the Balad air base that they were dispatched to protect. Bloomberg would note that some of company’s employees were also involved in selling local residents to sex slavery.

Meanwhile, it is a well-known fact that Sallyport Global received 686 million dollars from the US government to fulfill a number of missions in the best interests of the American people. Or at least it was supposed to.

One could also recall a major scandal that broke out back in 2009, when a military contractor firm Academi (that was called Blackwater back in the day) was accused of murdering civilians and smuggling weapons. Five years later the jury in the state of Washington found four employees of the Blackwater private company guilty of killing 17 Iraqi civilians in Baghdad in just one instance of violence. After this attack Iraqi authorities demanded that Blackwater paid 8 million dollars in compensation to each of the 17 families whose relatives were murdered in the raid that its employers conducted. Additionally, local authorities demanded that a total of 250 both former and acting employees of Blackwater would leave Iraq within a week after the tragic event.

As soon as the US military operations in Iraq and Afghanistan began, along with an number of other military interventions across the globe, the number of private companies involved in providing so-called “security services” to the Pentagon started booming.

In the absence of any independent audit, the actual number of military contractors deployed in Iraq, Afghanistan, Syria and other countries can only be guessed, since the official evaluation provided by the Pentagon is pretty misleading. The tangled web of contractors and subcontractors and the lack of any comprehensive control led to the situation when even the top US officials had no real information on the actual of number of US contractors deployed in a particular country. Thus, when the Congress demanded the Interim Coalition Administration (ICA) of Iraq to provide it with the exact number of military contractors deployed in the country back in 2004, it took the latter quite a lot of time to draft a list of 60 firms employing a total of 20,000 people. However, six year later the number of people employed by the Pentagon, the State Department and the United States Agency for International Development to carry out security related missions in Iraq and Afghanistan exceeded 260,000 people with only every fourth contractor being an American citizen. At times, the number of contractors deployed far surpassed the total number of troops US Armed Forces had in these two countries.

Private military firms carry out a wide range of missions in the areas controlled by the US military personnel, such as the participation in actual combat engagements, reconnaissance missions, special operations, carrying out security tasks and logistical support. They have also been training local army and police units that are loyal to the forces that Washington supports. Private contractor firms are playing an important role in ensuring that the situation in a certain country, occupied by the United States, remains under control. The best example of a wide range of activities that military contractors are engaged in is the fact that the people employed by the Anteon International have been maintaining communications systems that Pentagon is using for its operations.

US Company Turned Blind Eye to Wild Behavior on Iraq Base

Washington (AP) — The two American investigators felt a sense of foreboding that Sunday as they headed to an emergency meeting with their boss on the Iraqi air base. But they didn’t expect to be surrounded by armed guards, disarmed, detained against their will — and fired without explanation.

It was March 12 — less than two months ago. Robert Cole and Kristie King were in Iraq working as investigators for Sallyport Global, a U.S. company that was paid nearly $700 million in federal contracts to secure Balad Air Base, home to a squadron of F-16 fighter jets as part of the U.S.-led coalition to annihilate the Islamic State.

Cole and King had spent more than a year together in Iraq investigating all manner of misconduct at Balad and beyond.

They’d uncovered evidence that Sallyport employees were involved in sex trafficking , they said. Staff on base routinely flew in smuggled alcohol in such high volumes that a plane once seesawed on the tarmac under the weight. Rogue militia stole enormous generators off the base using flatbed trucks and a 60-foot crane, driving past Sallyport security guards.

Managers repeatedly shut down Cole and King’s investigations and failed to report their findings to the U.S. government that was footing the bill, the investigators said.

Right before they were fired, Cole and King had opened an investigation into allegations of timesheet fraud among Sallyport employees. In a call with Sallyport lawyers, they said, they were advised to keep two sets of books about potential crimes and contract violations.

“One for the government to see and one for the government not to see,” King told The Associated Press.

The company said that the investigators misinterpreted the instructions.

In a statement to the AP, Sallyport said it follows all contracting rules at the base, home to the F-16s that are a key to the fight against the Islamic State.

“Sallyport has a strong record of providing security and life support services in challenging war zones like Iraq and plays a major but unheralded role in the war against ISIS,” Chief Operating Officer Matt Stuckart wrote. “The company takes any suggestion of wrongdoing at Balad very seriously.”

More than 150 documents obtained by AP, as well as interviews with more than a half-dozen former or current Sallyport employees, show how a contractor ran amok after being hired for lucrative and essential combat support operations. The investigators and other witnesses describe grave security breaches and illegal schemes that went unreported until the government asked about them.

The point behind requiring contractors to employ their own investigators was to limit the waste and corruption that has marred federal security contracting going back to the aftermath of the Sept. 11 attacks.

The Pentagon’s own auditors, who were frequently on the base 50 miles north of Baghdad, were not told of the serious problems until early this year, a potential violation of law. The Pentagon auditors’ reports, obtained by the AP, detail dozens of more minor infractions. That gap illustrates the limits of U.S. oversight for billions of dollars in contracts run by companies that have cashed in on the fight to protect Americans from extremism.

More than 130 people in 19 different countries have been arrested or are under investigation after police traced the distribution of child pornography through different internet newsgroups.

Technical experts at UK internet service provider Demon Internet aided officers from the National Crime Squad’s new Hi-Tech Crime Unit with the investigation.

A spokesperson from Thus, Demon’s parent company, says that investigators were not given access to the server logs that record Demon users’ activities.

Investigators were simply provided with access to newsgroup postings in the same way as any other Demon customer. Technical experts from Demon then helped officers distinguish the identifying information contained within the message “headers” of particular postings.

Face recognition

Officers traced postings relating to certain images to different internet service providers around the world and then contacted Interpol to track down suspects.

Investigators say they discovered 10,000 suspect postings to over 30 different newsgroups and identified 60,000 new images. They plan to use face recognition software to identify victims in different images, to help trace them. This software has been developed in conjunction with UK company Serco, although no technical details have been released.

“This operation has sadly and distressingly brought thousands of new images of abuse to our attention,” said Detective Superintendent Peter Spindler of the National Crime Squad. “These young victims need to be identified and protected as quickly as possible.”

Spindler added: “We are able to show that those accessing these newsgroups did so regularly and with purpose.”

Nine regional police forces in the UK were involved in the operation. Warrants for searches or arrests were issued in 19 countries, including Australia, Canada, Germany, Israel, Japan, Russia, Sweden, Turkey, and the US.

Evading detection

According to a report by the BBC, another 400 suspects could not be traced by investigators. Police have not said how they evaded detection but it is possible to post messages to news groups anonymously using intermediary servers that strip away header information.

The UK government introduced legislation in 2000, giving the police greater access to internet communications. Further provisions for the extended storage of data is included in new anti-terrorist legislation currently passing through parliament. Privacy advocates claim that these laws could be misused and some question the justification for the legislation. Peter Sommer, at the London School of Economics computer science department, says that the techniques involved in the latest paedophile investigation did not require a special police warrant.

“It is apparent that the existing legislation was sufficient to help the NCS gather evidence and secure the ISP co-operation needed,” Sommer told New Scientist.””

Revenue fell 6.7pc to £3.96bn – the first decline in 25 years – and the company swung to a £632m trading loss as it took £1.3bn of provisions on onerous contracts, asset impairments and other charges. On a pre-tax basis the performance was even worse, with a loss of £1.35bn. .. The company said that subject to the rights issue’s completion, it had struck an agreement with its creditors to refinance its funding. It is understood that the commission being charged by the rights issue’s underwriters is 2pc – a rate back down at pre-crisis levels and half what many banks were able to impose during rescue fundraisings in the wake of the crash.” A source close to the company said: “This a noticeable reduction in commission charged by underwriters until fairly recently, it’s back at normal levels. “There’s no element in this deal that indicates it’s anything but a straightforward fundraising of new equity and a sign of the backing of Rupert Soames and his new management team.”

Lord Mandelson travelled to the region on Jan 30, 2005 as a guest of Mr Rothschild, scion of the banking dynasty, and Oleg Deripaska, the billionaire owner of Russia’s biggest aluminium plant. Also present was Peter Munk, a Canadian gold magnate, and Sebastian Taylor, a friend of Mr Rothschild.

The court was told that Lord Mandelson did not attend the dinner at the Cantinetta Antinori restaurant but instead held an informal meeting with a Russian minister in one of the restaurant’s private rooms. Later that evening, the group took Mr Deripaska’s private jet to Abakan in Siberia, where he has business interests and a vast estate.

Cross-examining Mr Rothschild, Andrew Caldecott QC, for Associated Newspapers, said: “We say that to take extensive hospitality from Mr Deripaska, who was not a close personal friend of Lord Mandelson’s before he took office, was inappropriate. Shares in the company, which had more than half a billion pounds wiped off its market value in November when it stunned the market with a huge profit warning, tumbled again as Mr Soames set out the full extent of the Serco’s troubles. Revenue fell 6.7pc to £3.96bn – the first decline in 25 years – and the company swung to a £632m trading loss as it took £1.3bn of provisions on onerous contracts, asset impairments and other charges. On a pre-tax basis the performance was even worse, with a loss of £1.35bn. .. The scheme is on a 1:1 basis and is priced at 101p, a deeply discounted 51.1pc compared with the previous closing price, and a 34pc discount on theoretical ex-rights price. The fundraising – which is subject to shareholder approval – is fully underwritten and the proceeds will be used to cutSerco’s debt by £450m. At the end of the year Serco’s net debt stood at £682m. The company said that subject to the rights issue’s completion, it had struck an agreement with its creditors to refinance its funding. It is understood that the commission being charged by the rights issue’s underwriters is 2pc – a rate back down at pre-crisis levels and half what many banks were able to impose during rescue fundraisings in the wake of the crash.” A source close to the company said: “This a noticeable reduction in commission charged by underwriters until fairly recently, it’s back at normal levels. “There’s no element in this deal that indicates it’s anything but a straightforward fundraising of new equity and a sign of the backing of Rupert Soames and his new management team.”

A retired Marine Corps two-star general will be the next director of the United States Secret Service, the White House announced Tuesday. President Donald Trump picked retired major general and current acting deputy commissioner of U.S. Customs and Border Protection Randolph “Tex” Alles for the post, adding another prominent Marine veteran to an administration rapidly filling with them. Alles served in the Marine Corps for 35 years as a naval aviator, serving as an instructor at the U.S. Navy Fighter Weapons School — better known as Top Gun — over the course of his career.

According to an official biography, he earned his wings in 1976 and went on to fly five different fighter airframes during his service: the F-4 Phantom II, the Northrop F-5, the F-16 Fighting Falcon, the F/A-18 Hornet and the A-4 Skyhawk. In these aircraft, he amassed more than 5,000 flight hours, 300 of them in combat, according to the biography.

His positions of leadership within the Corps included command of the 3rd Marine Aircraft Wing (Forward) and of Al Asad Air Base in Iraq; commanding general of the Marine Corps Warfighting Lab and vice chief of Naval Research; and director for Strategic Planning and Policy at U.S. Pacific Command, among others.

Alles’ military awards include the Distinguished Service Medal, the Defense Superior Service Medal with Oak Leaf cluster, the Legion of Merit with Combat “V” device and Gold Star, the Meritorious Service Medal with Gold Star, the Air Medal with strike/flight numeral 3, and the Navy Commendation Medal with Gold Star, according to his official biography.

He was recommended to lead the Secret Service by John F. Kelly, secretary of Homeland Security and a retired Marine four-star general who served as his contemporary, The New York Times reported.

Alles comes to the position after a multi-year series of scandals for the Secret Service that have eroded the secretive law enforcement agency’s public image.

A 2012 incident in which multiple agents were found to have solicited prostitutes in Colombia while on official business for then-President Barack Obama prompted congressional hearings and a wave of firings. More recently, in 2014, three agents were sent back to the U.S. after drunken behavior in the Netherlands ahead of a presidential visit.

Other incidents highlight apparent holes in security provided by the Secret Service. Last month, a man jumped the White House fence and was able to trespass on the grounds for 17 minutes before he was discovered, a security breach that Kelly took particular interest in, according to Times reports.

And in 2014, a mentally unstable man was able to climb over the fence on the White House’s north lawn and charge through the front door without being apprehended.

Alles will be at least the fourth Marine general to take a prominent position in the Trump administration, joining Kelly; Defense Secretary and retired Marine four-star Jim Mattis; and active-duty Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff.
