United States Marine Field McConnell has linked linked his sister and MI-3 Founder Kristine Marcy to Serco’s Common Access Card (‘CAC ‘) patent-pool devices, allegedly used by a Protégé hit team to mingle with Mentors and kill 13 people, including the shooter, at the Naval Sea Systems Command building in the Washington Navy Yard on September 16, 2013. 

McConnell claims that his sister and fellow MI-3 agents developed the Foreign Fugitive File and the SBA Mentor-Protégé program to help City Livery Companies such as the Worshipful Company of Security Professionals to exploit Serco’s patent-pool processing functions for man-in-the-middle attacks on U.S. military facilities including the Pentagon’s U.S. Navy Command Center on 9/11 and Naval Yard on 9/16.

Suspected U.S. shooter had ‘secret’ clearance, employer says

WASHINGTON (Reuters) – Aaron Alexis, the 34-year-old suspect in Monday’s shooting rampage at the Washington Navy Yard, had “secret” clearance and was assigned to start working there as a civilian contractor with a military-issued ID card, his firm’s chief executive told Reuters.
“He did have a secret clearance. And he did have a CAC (common access card),” said Thomas Hoshko, CEO of The Experts Inc, which was helping service the Navy Marine Corps Intranet as a subcontractor for HP Enterprise Services, part of Hewlett-Packard Co.

Alexis, of Forth Worth, Texas, is suspected of opening fire at the Naval Sea Systems Command building in the Washington Navy Yard in a shooting that left 13 people dead, including the shooter.
Asked when Alexis was supposed to start work, Hoshko said in a telephone interview: “That’s what I got to find out, if he was supposed to start today … It’s not clear to me.”

Hoshko said he was unaware of any issues with misconduct involving Alexis or any possible grievance that could have led to the shooting.

Alexis had previously worked for The Experts in Japan from September 2012 to January 2013, he said.
“We had just recently re-hired him. Another background investigation was re-run and cleared through the defense security service in July 2013,” Hoshko said. 

 Hoshko said he believed that Alexis’ “secret” security clearance dated back to 2007.
The Navy said Alexis enlisted as a full-time Navy reservist in May 2007. He was discharged in 2011 after a series of misconduct issues, a Navy official said.

Provide contractor augmentation support to Government clients or Government representatives (Contractors) as a DEERS/RAPIDS CAC Operator at the installation or site level. Duties include:

Responsible for accountability, control, verification and issuance of military identification (ID) cards and Common Access Cards (CAC) for Active Duty military, Reserve and National Guard members, military retirees, family members/dependents, and other eligible recipients. Also, responsible for the control and issue of identification tags and Geneva Convention cards when authorized to military members, deploying civilian employees, and other eligible recipients.

Register, process and maintain the Defense Enrollment Eligibility Reporting System (DEERS) and the Real-Time Automated Identification System (RAPIDS) as part of a Verifying Official’s responsibilities.

Perform all ID Card and CAC issuance related tasks to include researching and reviewing source documents, verifying eligibility, and discussing entitlements as defined in AFI 36-3026(I) and the RAPIDS Training Guide.
Issues memorandums of authorization for use of Commissary and Post Exchange to eligible customers.
Perform routine operator maintenance on RAPIDS workstations and printers, i.e. change lamination, add toner, clean printers, etc.
Required Skills

Must possess excellent customer service skills. Must undergo a pre-employment criminal background check, and a subsequent security investigation that is favorably adjudicated as a U.S. citizen prior to operating or having access to Common Access Card equipment.

Desired Qualifications: Previous ID Card facility experience and knowledge of the military desired. A recent valid security clearance and personnel service support experience a plus. Candidate should have strong oral communication skills, must be a team player, dependable and possess a professional attitude and demeanor. Time management skills, ability to interact with all personalities within a military environment, and demonstrated problem solving skills are strongly desired.
