#1431 Marine Links Sister’s Same-Sex Equal Employment to Serco’s Stratum 0 Bombers in Building 7

United States Marine Field McConnell has linked Serco’s deployment of Stratum 0 bombers over his sister Kristine Marcy’s Global Justice XML network, to a same-sex extortion racket, allegedly set up on the 18th Floor of WTC Building #7 before 9/11 by Marcy’s same-sex partner, Lea Guarria, the late and former COO of the Equal Employment Opportunity Commission.

McConnell notes that Salomon Smith Barney and Lea Guarria’s Equal Employment Opportunity Commission shared the 18th Floor of WTC 7 and alleges that their extorted employees gave Serco’s Stratum Zero bombers a front-running opportunity to produce the

WASHINGTON – Among the tragic events of yesterday was the destruction of the New York District Office of the U.S. Equal Employment Opportunity Commission (EEOC), located on the 18th floor of the World Trade Center, Building 7. Gratefully, all district office personnel, along with other residents of the building, were safely evacuated before the structure collapsed late yesterday afternoon. 

EEOC Chair Cari M. Dominguez and agency Commissioners and officials have been in frequent contact with New York office director Spencer Lewis, who reports that all agency staff are accounted for and physically safe. He further reports that the “emotional toll is unimaginable,” as many of the EEOC workers witnessed the unfolding drama.

Commission Chair Dominguez had this to say: “On Monday, I was in New York City, in Building 7 of the World Trade Center, visiting the staff and announcing the filing of a major lawsuit against Morgan Stanley. Today, that building no longer exists. The announcement that took me to New York simply pales compared to the enormity of human losses that Morgan Stanley and other firms are facing. Our hearts and our thoughts go out to them. Our sympathies and our prayers are with them and their loved ones.” 

She added, “The EEOC family is donating blood and doing everything we can to help our fellow federal employees at the Pentagon.”

A number of steps are being taken to address the impact of this tragedy on staff of the New York office as well as all EEOC personnel, said Chair Dominguez:
A task force has been established to coordinate and provide services from EEOC’s Washington headquarters to New York. 

EEOC and the General Services Administration are working closely together to find alternative work sites for the agency’s New York employees so that EEOC can continue to provide services in that area. 

EEOC is working closely with the Office of Personnel Management to establish counseling services for employees in need throughout the country, and additional information about accessing these services will be provided shortly.
Agency officials indicate that the goal of the EEOC is to get the New York employees back in a workplace and fully operational as soon as possible.

“Guarria, COO, Budget, Restructuring, Federal Sector and the Future On the afternoon of the first day of the LMC meetings, Lee Guarria, Chief Operating Officer (COO) addressed the body. After some initial comments by Guarria, the Union asked her to address the rumor of the imminent departure of Chair Dominguez. Guarria stated that she and the Chair were here �for the foreseeable future.� Guarria went on to say that, she and the Chair anticipated no furloughs and no RIF�s; that the EEOC would operate in all places where it presently exists and is looking to expand its presence in keeping with the President�s PMA. However, she stated that not all offices would look like they look now. Also, jobs may shift and employees may be retrained. Guarria stated that the EEOC goal was to become a more �Citizencentric� organization, more streamlined in accord with the EEOC�s Strategic Plan and the Five Point Plan to enforce the civil rights laws. Guarria also stated that EEOC goals were dependent on the budget situation; that she was optimistic with respect to the budget that the agency would get the $335 million recommended by the House[3]; that a Restructuring Plan was not as yet determined but may present a plan within the next six months; that a work group led by Commission Ishimaru will be examine where and how the Federal Sector may be changed because the Chair sees the need to streamline the Federal Sector; that some jobs will shift and some retraining may take place; that the pairing of offices will continue, i.e., directors of field offices overseeing the operation of other field offices; and, that more award money would be provided (i.e. Cash-in-your-Account) for the coming year.”

EEOC ruling that gender-identity discrimination is covered by Title VII is a ”sea change” that opens the doors to employment protection for transgender Americans

An employer who discriminates against an employee or applicant on the basis of the person’s gender identity is violating the prohibition on sex discrimination contained in Title VII of the Civil Rights Act of 1964, according to an opinion issued on April 20 by the Equal Employment Opportunity Commission (EEOC). The opinion, experts say, could dramatically alter the legal landscape for transgender workers across the nation. 

The opinion came in a decision delivered on Monday, April 23, to lawyers for Mia Macy, a transgender woman who claims she was denied employment with the Department of Alcohol, Tobacco, Firearms and Explosives (ATF) after the agency learned of her transition. It also comes on the heels of a growing number of federal appellate and trial courts deciding that gender-identity discrimination constitutes sex discrimination, whether based on Title VII or the constitutional guarantee of equal protection of the laws. 

The EEOC decision, issued without objection by the five-member, bipartisan commission, will apply to all EEOC enforcement and litigation activities at the commission and in its 53 field offices throughout the country. It also will be binding on all federal agencies and departments. 

In the decision, the EEOC states, ”[T]he Commission hereby clarifies that claims of discrimination based on transgender status, also referred to as claims of discrimination based on gender identity, are cognizable under Title VII’s sex discrimination prohibition ….”
